This document discusses developing indicators to evaluate water-related climate change adaptation interventions at the local community level in Thai Binh province. The indicators would help authorities, NGOs, residents, and beneficiaries assess the effectiveness of interventions over time and adjust targets accordingly. A sustainable livelihood framework and local community participation will be used to comprehensively consider residents' livelihood components and develop the indicators. This will allow higher-level authorities to better understand the local context when designing and implementing adaptation strategies.
