practice and learning institutions.

system with plans to do away with IPCC. They however
were later called a failed experiment by report compiled
by Independent Commission on policing.

• Green Party, Labour and Liberal Democrats have pledged to do
away with them. Local Police Boards is proposed by the Liberal
Democrats as favorable replacement.
• Structure of the police force has faced challenges and threat of
being changed by way of top-down mergers in positions. This
however has faced strong opposition when proposed by Prime
Ministers Theresa May and Cameron despite being cost effective.
• Green Party and Liberal Democrats have swore to make changes to
stop and search law.
• Police funding is from varied sources. Note that as an austerity
measure, spending has dropped by 8% which jumps to 14% when
inflation is factored in.

• From March 2010 to September 2014, the
force saw a significant drop in the number of
police officers (11%). This represents drop of
16,500. PCSO reduced by 25% (4000 officers).
6. Other reforms
• Reformed pay and conditions after Windsor
review.
• Introduction of College of Policing and National
Crime Agency.
• Association of Police Chief Police Officers phased
out by the National Police Chief’s Council.
• Introducing neighborhood policing model for the
whole nation and Civilian Police Community
Support Officers.
