The aim of the paper is to analyze the process of application of the project approach in the development of rural tourism in Serbia, which has contributed significantly to the growth of tourism GDP in recent years and has great potential for further development. The potential value of rural tourism in Serbia is briefly described, followed by the methodology of the project approach to the development of rural communities through a concrete example. The paper presents a concise overview of the project study for the production of the development plan of the community of rural households in the municipality of Gornji Milanovac in the region of Central Serbia. The final remarks highlight the importance of the participation of the population in the development of development plans, which is one of the basic features of the applied method.

L’ABSD est un nouveau concept de gestion de l ’Aide Publique au Développement qui a émergé dans le cadre des réflexions visant à opérationnaliser les principes de l a Déclaration de Paris. En effet, cette Déclaration prône l’utilisation de l’Appui Budgétaire dans le but d’accroître l’efficacité de l’Aide.
Dans le but de partager ses expériences, la Suisse a commandité une étude de capitalisation pour faire le point sur les acquis, les contraintes et les perspectives d’amélioration de l’ABSD. Le rapport de cette étude étant volumineux, la Suisse s’est engagée dans l ’élaboration de ce support synthétique, plus adapté pour communiquer sur l’instrument. L’identification des défis et la réfection sur la simplification de certaines procédures feront l’objet d’échanges avec le Gouvernement du Mali.

• Urwaldschule: Gegründet und geleitet von Christine von Steiger ermöglicht sie Kindern und Jugendlichen eine optimale Ausbildung.
• Ökotourismusprojekt Runa Huasi: Von der Indiogemeinschaft von Ahuano und von uns gemeinsam geleitet. Es ist eine kleine, einfache Lodge mit drei Häuschen, welche Arbeitsplätze für die Indiogemeinschaft schafft.

La Coopération suisse, DDC, soutient le développement de la culture maraîchère au Burkina Faso. Elle a soutenu l'innovation dans le domaine de la conservation des oignons qui permet aux exploitations familiales de vendre leurs oignons trois à quatre fois plus cher qu'avant. Cette évolution a permis en particulier aux femmes d'améliorer leur revenus et de sortir de leur situation de misère. Les effets se font spécialement sentir sur leurs enfants qui peuvent désormais aller à l'école, être mieux habillés et en meilleure santé.
DES PISTES CONSTRUITES AVEC UNE HAUTE INTENSITE DE MAIN D’OEUVREregiosuisse
Avec le programme « Pistes rurales, désenclavement à l’Est, PrEst, la Suisse a accompagné les communautés de la région de l’Est dans la construction de plus de 360 km de pistes rurales. Près de 126 ouvrages (radiers, ponts de franchissement, barrières de pluies, etc.) ont été directement réalisés dans 14 communes rurales, désenclavant près de 500’000 personnes.
Les pistes ont été réalisées avec l’approche de Haute Intensité de Main d’Oeuvre (HIMO) qui, bien que plus lente que l’approche mécanisée, permet d’offrir des revenus à la population tout en faisant des progrès en matière de développement économique, d’équité des genres et de démocratie locale.

The media, when used effectively, promotes awakening and open-mindedness in communities, as well as strengthening civil society in citizen watchdog missions, and public au-thorities in their mission to provide public services. For this purpose, the media plays an important role in changing behaviour in respect to gender equality, health, education, agricultural practices and adapting to climate change. It also contributes to the consolidation of democracy, economic development, to the fight against poverty and simply to citizens’ welfare, not to mention its role in peacekeeping and so-cial justice.

Avec la société civile et les pouvoirs publics, les médias jouent un rôle fondamental dans l’évolution des pays. Ils sont de puissants outils au service du développement partout dans le monde.Bien utilisés, les médias participent à l’éveil et à l’ouverture d’esprit des populations ainsi qu’au renforcement de la société civile dans sa mission de veille citoyenne et des pouvoirs publics dans leur mission de fourniture des services publics. A cet effet, les médias jouent un rôle important pour le changement des comportements en matière d’égalité des genres, de santé, de scolarisation, de pratiques agricoles ou d’adaptation aux changements climatiques. Ils contribuent ainsi à la consolidation de la démocratie, au développement économique, à la lutte contre la pauvreté et simplement au bien-être des citoyens. Sans oublier leur rôle dans le maintien de la paix et de la justice sociale.
Anticipant la libéralisation de l’espace audiovisuel intervenue à la faveur d’une loi promulguée en août 1997, la Coopération suisse a décidé en 1996, de contribuer à la création d’un réseau de radios communautaires, indépendantes, fortes et durables au service des populations du Bénin. Elle a aussi soutenu la création de structures d’appui au niveau national, de manière à obtenir un système cohérent d’acteurs privés et publics.
Les radios communautaires soutenues par la Suisse couvrent souvent plusieurs communes et dépassent par-fois les frontières nationales. Elles disposent d’un personnel engagé qui permet d’informer plus du tiers de la population béninoise soit près de 4 mio de citoyens. Preuve de leur qualité, elles n’ont jamais fait l’objet d’interpellation par l’autorité nationale de contrôle.Après 19 ans d’accompagnement et suite à une dernière phase de désengagement, il est temps que les radios communautaires soutenues par la Coopération suisse volent de leurs propres ailes. Pour cela, il est important pour la durabilité qu’elles puissent instituer un partenariat constructif, stable et durable avec les pouvoirs publics nationaux et locaux ainsi qu’avec des structures faîtières au niveau national qui ont été responsabilisées en fin de programme.
Ceux-ci ont tout intérêt à les sou-tenir dans le cadre d’un partenariat sain qui respecte la déontologie des médias, afin qu’elles continuent à assurer le droit du public à l’information et permettre le dialogue entre les citoyens et leurs autorités. Les radios communautaires servent ainsi de porte-voix aux communautés.

Le plan sectoriel de la mobilité est un document de base qui s’intègre au plan directeur intercommunal de la région constituée des six communes sur lesquelles se situe la station de Crans-Montana.
Il définit les « lignes directrices » de la gestion de la mobilité sur le Haut-Plateau et doit permettre de
coordonner toutes les interventions dans le domaine des transports.
Les éléments développés dans le présent rapport technique sont illustrés par des fiches explicatives sur
les buts visés, les principales propositions faites par le groupe de travail « Mobilité pour Tous » du PAES (Plan d'action environnement et santé, 2001-2006) et l’état début 2006 des projets à l’étude.
Ce plan sectoriel est le fruit d’un travail de réflexion collectif (commission de 21 membres représentant tous les milieux concernés), effectué avec la participation de trois sous-groupes « Crans », « Montana » et « Rawyl ».
