Key Achievements
 As the Dep Division Chief, through critical thinking, analysis and collaboration I led the effort to develop
the change packet plan for the Army’s personnel accountability database eMILPO. This change
packet provided the total Army (Active Army, Army National Guard and Army Reserves) the capability
of completing critical personnel documents, Emergency Notification and Servicemen’s Group Life
Insurance Forms electronically using digital signature and direct upload to iPERMS the Army’s record
management tool for personnel. This resulted in a $500,000 savings, reduced the training requirement
for 100% of all Army personnel (1.1 million people) to only Human Resources personnel (5,000
people) saving a significant amount of time needed for training.
 As the Dep Division Chief, I served as Program Manager for the fielding of Personnel Services
Delivery Redesign to the total Army (Active Army, Army National Guard and Army Reserves).
 As the Dep Division Chief, I led the Army’s effort in writing the Army’s new human resources doctrine
(changed from Field Manual 12-6 to Field Manual 1-0). The new doctrine laid out the roles and
responsibilities of human resources providers under PSDR from the personnel accountability teams to
the human resources services centers.

 As the 101st Sr Human Resources faced with a 50% reduction of manpower (from 52 personnel to 26),
developed new systems and processes for casualty management and awards. I developed the
concept and requirements and collaborated with technical experts to develop an awards and casualty
database which resulting in 100% accuracy of all casualties in the Task Force, 100% accuracy for
awards processed with a 90% reductions in errors and rewrites. This database and new process
allowed us to reduce the over 20,000 award submissions during our 12 months deployment without
one award being late. Our database and process were accepted as the standard for the Iraqi Theater
of Operations and used by the majority of follow-on units.
 As the 101st Sr Human Resources, I led the Army’s human resources testing effort of PSDR. PSDR
changed the Army’s human resource doctrine from a centralized consolidated delivery of human
resources support at the installation level to a decentralized dispersed delivery of these services at the
unit (Brigade level). The test was a success in both a garrison and deployed (Iraq) environment
resulting in the Army adopting PSDR as the new human resources doctrine.
 As a rifle platoon leader led the planning and training of the platoon resulting in a 100% score in tactics
and gunnery. The only platoon, of 48 infantry platoons, in 8th Infantry Division to do so.
