PROFESSIONAL EXPERIENCE
President, D2H Leadership Consulting, LLC, Arlington, Virginia February 2014-Present
Superintendent, U.S. Military Academy, West Point 2010-2013
Led the education, training and leader development of the Nation’s most senior, largest and most
highly ranked service academy with responsibility for 16,000 acres, a $400M budget, 5,000
personnel, and a highly educated and skilled military and civilian workforce. Key results included:
 Measurably strengthened all academic and military programs in the context of a significant
reduction in Army funding by focusing on mission essential requirements and core
excellence.
 Re-engineered a command vision and priorities as Superintendent, U.S. Military Academy,
reinforced in a groundbreaking and innovative strategic master plan. Led the development,
with a world class team of critical thinkers, of the first West Point Leader Development
System, which established responsibility and measurable accountability for leadership
across the entire organization and in key external audiences. Selected by the Chief of Staff
of the Army to chair a new Task Force on Officer Leader Development.
 Led the planning, development and implementation campaign for the first new cadet
barracks at West Point in over forty years; the largest military construction project in the
Army at $192M. Achieved an additional $51M in annual sustainment, restoration, and
modernization funding for each of the next nine years to significantly improve the quality of
life in cadet housing.
Director of the Army Staff, The Pentagon 2008-2010
Responsible for the successful direction, supervision, and coordination of the Headquarters of the
Army Staff in direct support of the vision of the Secretary of the Army and the Chief of Staff of the
Army. Key results included:
 Oversaw the planning, coordination and implementation of the $240B Army budget, and
policies and programs in support of a military and civilian workforce of 1.1M, in a time of
war and of major fiscal and personnel change in the Department of Defense.
 Planned and coordinated a major restructuring of the Headquarters, Department of the
Army in the Pentagon

 Served continuously as a principal Army spokesman in Strategic Communications
engagements via all forms of multimedia worldwide, with Members of Congress and their
professional staff, and multiple national and international military and civilian
organizations.
Commandant of the U.S. Army War College 2003-2008
Directed the Department of Defense’s largest Senior Service College, responsible for the leader
development of 400 first tier Colonels from all services, senior US Government Civilians, and
international officers from 50 nations, all competitively selected for future strategic leadership,
managing a budget of $200M. Key results included:
 Restructured the vision, mission, and curriculum of the War College, notably bringing
change to the major elements of the graduate degree producing Strategic Studies program.
 Selected by Chief of Staff, US Army to lead a major Task Force on Officer Leadership
Development, redesigning officer personnel plans and policies for the complex challenges of
the future.
 Significantly expanded the size and quality of major international student military to
military engagement program in the US Armed Forces reinforcing the global engagement
elements of the military profession
 Led the Transition Teams of Two Army Chiefs of Staff
Director, Strategy, Plans and Policy, The Pentagon 2002-2003
Developed all Army strategic contingency plans and policies in a time of war and significant fiscal
change as Director of Strategy, Plans and Policy Directorate in the Pentagon, reporting directly to
the most senior leadership of the Army and coordinating with all other services. Key results
included:
 Continuous engagement in substantive dialogue with senior military and civilian leadership
from key allies and other nations worldwide. Conducted overseas visits to establish or
reinforce critical strategic military to military engagements

Key results included:  Restructured the vision, mission, and curriculum of the War College, notably bringing change to the major elements of the graduate degree producing Strategic Studies program.  Selected by Chief of Staff, US Army to lead a major Task Force on Officer Leadership Development, redesigning officer personnel plans and policies for the complex challenges of the future.  Significantly expanded the size and quality of major international student military to military engagement program in the US Armed Forces reinforcing the global engagement elements of the military profession  Led the Transition Teams of Two Army Chiefs of Staff Director, Strategy, Plans and Policy, The Pentagon 2002-2003 Developed all Army strategic contingency plans and policies in a time of war and significant fiscal change as Director of Strategy, Plans and Policy Directorate in the Pentagon, reporting directly to the most senior leadership of the Army and coordinating with all other services.
