Problems addressed
• more than 15 years education institutions discuss
about necessity of TEL in education
• more than 15 years education institutions agree that
teacher ICT skill development is a priority action
• more than 10 years education institutions argue how
to measure the quality of application of ICT in
education
• more than 10 years the need and the ways to open
up education has been discussed and argued

Problems are based on…
• Fast – track innovations
• Age of information and e-skills
• Unemployment! (what is ICT effect?)
• IT development
• Changes in labour market needs
• New phenomena (e.g. Moocs, OER, etc – initial idea
and business strategies…)

Famous TEL needs
• Simple and fit for the purpose
• Available and affordable
• Blended (whenever there is a need)
• Engaging (important – into what? Learning or
process?)
• Multi interfaced

We might get confused by:
• Types of innovations
• Hidden targets:
– Marketing tools (MOOCs, OER…) vs open
education initiatives
– Resources vs service development
• Intension and solution consistency (technologies are
attractive!)
• Real target needs (we develop services for
ourselves )
• Fair distribution of weight among strategic issues
within an organization

Conscious and responsible growth
conditions
• Advisory services and consultations (associations,
networks…)
• Networking and communities of practices
• Individual responsibility
• Business market approach
• Open quality discussion
• Transparent regulations, strategic aims and actions
