This document discusses the regulatory environment surrounding mobile phones in North Africa. It provides data showing that mobile phones have surpassed other media like television, radio, newspapers and SMS as the most used information source in Algeria, Egypt, Morocco and Tunisia. It also outlines some of the attitudes of Africa's major mobile network operators, who see voice as the main business but are starting to understand content. However, they currently rely on translated foreign content ideas and some local successes. The document also examines some of the regulatory fault lines around access to markets, ideas and ownership/control over mobile platforms and networks.
