The IN-SCT pilot in Ethiopia integrated basic social services and cash transfers for 6000 households. It targeted the temporary direct support and public works components of the Productive Safety Net Program. Soft conditionalities encouraged pre- and post-natal care, behavior change communication sessions, immunizations, and other services. Additional "plus" components included behavior change communication by health extension workers, linkages to health and nutrition services, nutrition-sensitive agricultural activities, birth registration, and schooling. The program was delivered through the Ministries of Labor and Social Affairs, Agriculture, and Health with multi-sectoral coordination structures. An evaluation found increased linkages to basic services and mainstreaming of gender and social development and nutrition in the entire safety
