The year is 2014. The Intelligence Community is ten years into its efforts to
implement the Intelligence Reform and Terrorism Prevention Act (IRTPA). While
change has been evident on many fronts, nothing was more closely identified with
intelligence reform than information sharing; ever since the 9/11 Commission
declared that “the biggest impediment to all-source analysis – to a greater
likelihood of connecting the dots – is the human or systemic resistance to sharing
information”1, the two had been inextricably linked. And while we were pushing
more electrons than ever before, dissatisfaction continued: in 2014, as in 2009,
no analyst in the IC had effective access to all information; analysts in many parts
of the Community complained that they couldn’t get operational traffic or law
enforcement information; we had little ability to do large scale processing of
foreign and domestic data sets; our non Federal partners were still dissatisfied
with the quality of information sharing. A dizzying array of directives had been
issued. Arbitration procedures had been established. And yet organizations
weren’t getting the information they claimed to “need.” Legitimate issues
coexisted with tripe. According to the critics, we still couldn’t connect those dots.
The reality, however, was far more complex: the only question was whether it
took a major intelligence failure to realize that fact.
This is the path we’re on. We will continue to hear claims that information sharing has
“barely improved since 9/11.” Such hyperbole is unmitigated nonsense. The robust sharing of
information between and among the key organizations has undoubtedly contributed to the fact
that we haven’t suffered a major attack. And by any objective standard, the level of sharing

Hence, the info-tsunami warning signs posted all along what we once so naively called the "information superhighway".
Of course, this is arrant nonsense -- human beings have been suffering from information overload in varying forms since about the time we hit the ground and found ourselves simultaneously running after the antelope and away from the lion. There's no question that the human mind has a limited capacity to process information, but after several million years we've gotten pretty good at figuring out how to handle a lot. The two basic tricks turn out to be distinguishing between short-term and long-term information storage, and "chunking" -- putting things in a limited number of baskets. This isn't primarily a course in the psychology of memory -- it's about information tools and systems -- but in fact the same things that make our information tools and systems work are the same things that have kept us near the antelopes and away from the lions (mostly) for the last million years or so. So we're beginning this course by thinking about information tools, what makes them like and unlike other kinds of tools, how the concept of a socio-technical system (in which social and behavioral functions shape results as much as does the technology itself) helps make sense of what we're facing, and why the technology just might win after all.

Although the United States has a very strong and effective intelligence community, there are several unavoidable challenges that set back some of the processes and hinders the intelligence community from working to its full potential. The most important challenges that I see include flow of information, civil liberties and secrecy.
Since the United States does not have one large domestic intelligence agency that completes all intelligence-related tasks, it is much more difficult for them to be able to transfer information to the right people in a timely manner. I think it is very beneficial that we are able to have such a wide variety of intelligence agencies, each with a specific mission set so subject matter experts can focus on their mission to the best of their abilities, however, on the flip side, many of them have to jump through hoops to get additional information on certain subjects or track down the originator of a product. Having so many different agencies requires a lot more work to get a good flow of communication between the agencies and a lot of valuable information can be lost in the process.
Civil liberties always has and always will be a major challenge for the intelligence community. In order to do their job effectively, intelligence personnel need to be able to conduct surveillance around the clock. Especially in today’s world, people do not want their rights to private taken away, making this jobs very difficult for intelligence and law enforcement personnel. With the rise of domestic terrorism and homegrown extremists, the IC will continue to need increased access in to people’s lives and workplace in order to detect these criminals and prevent future activity.
Lastly, secrecy has been a major challenge to the IC because much of the information dealt with is classified and needs to remain a secret for national security concerns, however, people do not want information kept from there. It is difficult to determine what information should be released to the public to ensure their safety while at the same time, not disrupting an operation. I think the IC has done everything right so far in regards to these issues. There is really no way to fix these challenges while at the same time maintain the high level of national security that we have.

Understand the Limits of the State in Cyberspace: Why Can't the Government
Handle it?
Governments cannot control the movement of data the way that governments can control the
movement of people and things. Surprisingly, the authors don't point out the two main reasons
this is true:
• A country may try to control all physical connections to the internet, but wireless is almost
impossible to control.
• Even if a government were able to monitor all internet traffic, the meaning of data is often
unclear to anybody other than the sender and the recipient of that data. The most obvious
example of this is when data is encrypted, but even unencrypted data is often meaningless
without context.
On top of that, data can be instantly moved across borders to anywhere in the world. One day it
might be stored in Seattle, the next day in Finland and the next day in South Africa.
One of the ramifications of these facts is that governments cannot control internet content as
much as they would like. The other ramification, which is more immediately of interest to us, is
that governments also cannot simply monitor internet traffic for attacks and block the attacks.
There's no way to monitor the internet for cyberattacks in the way that radar can be used to
monitor for attacks by aircraft.
The authors discuss other related topics in this section as well, including the government's
reliance upon the private sector. For instance, at the top of page 196:
“98 percent of US. government communications, including classified communications,
travel over civilian owned-and-operated networks”
This statistic makes it easy to grasp just how dependent the government, including the military, is
dependent upon private sector infrastructure. (by the way, they are not saying that classified
communications travel over private networks in plaintext, they would be encrypted to preserve
confidentiality while on those networks)

This section and the next have a lot of good information in them, but I have to admit that the
organization of these sections is not obvious to me – it almost feels like stream of consciousness
writing. For instance, in this first section, I made a list of 21 separate topics that the authors cover
in just seven pages. Perhaps the authors wrote these sections to make clear one of their main
points – that the government is also not organized when it comes to cybersecurity!

Abstract
Trust in relationships is essential for deep sharing of information/intelligence and meaningful collaboration. Building the required level of trust is often a lengthy face-to-face process. Lack of trust seriously hampers effectiveness in situations such as emergency response to international crisis or the coming together of a coalition. Specifically, it leads to redundant analysis and information overload. Trust-based networks are a very promising avenue. Trust can be mapped to the digital world, at least partially, through attributes associated with Social Networking technologies. When combined with recommendation systems, trust-based results are better than traditional collaborative filtering techniques [1]. These systems have proven effective in finding good films to watch or for feeling confident about online purchasing, but can they be adapted to more high-stake endeavours such as intelligence information gathering? Since 2005, we have witnesses an unprecedented technological adaption rate in the form of social networking applications and the use of such recommender systems. However use by military and Other Government Departments (OGDs) has been very conservative. Can the formation of a military, OGD and Non-Government Organizations (NGO) social network allow for meaningful information sharing and trust between multinational civil-military actors? Would such a network increase access to pertinent operational information while decreasing the information overload of intelligence analysts? This paper takes a first look at the concepts of, trust, social networking, recommender systems and how they could be combined to decrease information overload.

Information overload! The phrase alone is enough to strike terror into the hardiest of managers; it presages the breakdown of society as we know it and the failure of management to cope with change. The media constantly dissect the forthcoming collapse brought on by TMI ("Too Much Information"), even as they themselves pile up larger and larger dossiers on the subject, and we are frequently informed that it is our own damn fault that we are drowning in data, since we simply can't discriminate between the important stuff and everything else. Hence, the info-tsunami warning signs posted all along what we once so naively called the "information superhighway".
Of course, this is arrant nonsense -- human beings have been suffering from information overload in varying forms since about the time we hit the ground and found ourselves simultaneously running after the antelope and away from the lion. There's no question that the human mind has a limited capacity to process information, but after several million years we've gotten pretty good at figuring out how to handle a lot. The two basic tricks turn out to be distinguishing between short-term and long-term information storage, and "chunking" -- putting things in a limited number of baskets. This isn't primarily a course in the psychology of memory -- it's about information tools and systems -- but in fact the same things that make our information tools and systems work are the same things that have kept us near the antelopes and away from the lions (mostly) for the last million years or so. So we're beginning this course by thinking about information tools, what makes them like and unlike other kinds of tools, how the concept of a socio-technical system (in which social and behavioral functions shape results as much as does the technology itself) helps make sense of what we're facing, and why the technology just might win after all.
Let's start with a little historical review. Amy Blair has recently done a very intriguing summary of just why information overload isn't something that we, or still less our kids, dreamed up -- people have been drowning in data for ages regardless of the tools at their disposal:

Although the United States has a very strong and effective intelligence community, there are several unavoidable challenges that set back some of the processes and hinders the intelligence community from working to its full potential. The most important challenges that I see include flow of information, civil liberties and secrecy.
Since the United States does not have one large domestic intelligence agency that completes all intelligence-related tasks, it is much more difficult for them to be able to transfer information to the right people in a timely manner. I think it is very beneficial that we are able to have such a wide variety of intelligence agencies, each with a specific mission set so subject matter experts can focus on their mission to the best of their abilities, however, on the flip side, many of them have to jump through hoops to get additional information on certain subjects or track down the originator of a product. Having so many different agencies requires a lot more work to get a good flow of communication between the agencies and a lot of valuable information can be lost in the process.
Civil liberties always has and always will be a major challenge for the intelligence community. In order to do their job effectively, intelligence personnel need to be able to conduct surveillance around the clock. Especially in today’s world, people do not want their rights to private taken away, making this jobs very difficult for intelligence and law enforcement personnel. With the rise of domestic terrorism and homegrown extremists, the IC will continue to need increased access in to people’s lives and workplace in order to detect these criminals and prevent future activity.
Lastly, secrecy has been a major challenge to the IC because much of the information dealt with is classified and needs to remain a secret for national security concerns, however, people do not want information kept from there. It is difficult to determine what information should be released to the public to ensure their safety while at the same time, not disrupting an operation. I think the IC has done everything right so far in regards to these issues. There is really no way to fix these challenges while at the same time maintain the high level of national security that we have.

Understand the Limits of the State in Cyberspace: Why Can't the Government
Handle it?
Governments cannot control the movement of data the way that governments can control the
movement of people and things. Surprisingly, the authors don't point out the two main reasons
this is true:
• A country may try to control all physical connections to the internet, but wireless is almost
impossible to control.
• Even if a government were able to monitor all internet traffic, the meaning of data is often
unclear to anybody other than the sender and the recipient of that data. The most obvious
example of this is when data is encrypted, but even unencrypted data is often meaningless
without context.
On top of that, data can be instantly moved across borders to anywhere in the world. One day it
might be stored in Seattle, the next day in Finland and the next day in South Africa.
One of the ramifications of these facts is that governments cannot control internet content as
much as they would like. The other ramification, which is more immediately of interest to us, is
that governments also cannot simply monitor internet traffic for attacks and block the attacks.
There's no way to monitor the internet for cyberattacks in the way that radar can be used to
monitor for attacks by aircraft.
The authors discuss other related topics in this section as well, including the government's
reliance upon the private sector. For instance, at the top of page 196:
“98 percent of US. government communications, including classified communications,
travel over civilian owned-and-operated networks”
This statistic makes it easy to grasp just how dependent the government, including the military, is
dependent upon private sector infrastructure. (by the way, they are not saying that classified
communications travel over private networks in plaintext, they would be encrypted to preserve
confidentiality while on those networks)

Towards building trusted multinational civil
Abstract
Trust in relationships is essential for deep sharing of information/intelligence and meaningful collaboration. Building the required level of trust is often a lengthy face-to-face process. Lack of trust seriously hampers effectiveness in situations such as emergency response to international crisis or the coming together of a coalition. Specifically, it leads to redundant analysis and information overload. Trust-based networks are a very promising avenue. Trust can be mapped to the digital world, at least partially, through attributes associated with Social Networking technologies. When combined with recommendation systems, trust-based results are better than traditional collaborative filtering techniques [1]. These systems have proven effective in finding good films to watch or for feeling confident about online purchasing, but can they be adapted to more high-stake endeavours such as intelligence information gathering? Since 2005, we have witnesses an unprecedented technological adaption rate in the form of social networking applications and the use of such recommender systems. However use by military and Other Government Departments (OGDs) has been very conservative. Can the formation of a military, OGD and Non-Government Organizations (NGO) social network allow for meaningful information sharing and trust between multinational civil-military actors? Would such a network increase access to pertinent operational information while decreasing the information overload of intelligence analysts? This paper takes a first look at the concepts of, trust, social networking, recommender systems and how they could be combined to decrease information overload.

Background: Many Americans like to imagine the history of their nation as one of continual progress. While acknowledging that not all persons and groups enjoyed equal rights at all times, Americans often take it for granted that American history moves in only one direction: toward greater rights, greater freedom, and greater equality. However, from roughly 1867 to 1875, African Americans enjoyed far more political influence and equal rights than they ever had before, or ever would again, until the end of the modern Civil Rights Movement almost a century later. These factors came together to create a threat to White male supremacy and combined to create a period characterized by conflict over race, ethnicity, and gender.

. These advocates have used dramatic, high-tech images of the “addicted brain” and massive media campaigns, such as the HBO documentary,

, to promote this individualistic viewpoint and to stress the need for research on pharmacological and biomedical interventions. At the same time, a number of critics have argued that the brain disease model ignores social and psychological factors involved in the etiology and treatment of addiction. They contend that drinking and drug use are unlike most diseases and involve choices and voluntary behavior. Finally, critics claim that the most effective treatments of addiction rely upon group relationships and personal decisions to change behavior.
Take a look at the material in Unit 7 of the Online Review. Use the “Resources” link to view two or three episodes of the HBO documentary,

, and become familiar with the work and ideas of Dr. Nora Volkow, one of the foremost advocates of the brain disease model. Next, follow the links near the bottom of the “Lectures” page and read two brief essays by Sally Satel, a psychiatrist and critic of this biomedical approach to addiction. Embracing GenAI - A Strategic Imperative
Artificial Intelligence (AI) technologies such as Generative AI, Image Generators and Large Language Models have had a dramatic impact on teaching, learning and assessment over the past 18 months. The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.
This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. We will highlight the advantages of working with these technologies beyond the realm of teaching, learning and assessment by considering prompt engineering skills, industry impact, curriculum changes, and the need for staff upskilling. In contrast, not engaging strategically with Generative AI poses risks, including falling behind peers, missed opportunities and failing to ensure our graduates remain employable. The rapid evolution of AI technologies necessitates a proactive and strategic approach if we are to remain relevant.

Dear Dr. Kornbluth and Mr. Gorenberg,
The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.
• The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. The Committee on Oversight and Accountability is the principal oversight committee of the US House of Representatives and has broad authority to investigate “any matter” at “any time” under House Rule X.
• The Committee on Ways and Means has been investigating several universities since November 15, 2023, when the Committee held a hearing entitled From Ivory Towers to Dark Corners: Investigating the Nexus Between Antisemitism, Tax-Exempt Universities, and Terror Financing.
