Volunteer Engagement in a Restrictive Context: The experience of Russian NPOs
Dr Sergej Ljubownikow from Nottingham Business School and Prof Jo Crotty from Salford Business School who carried out the work summarise the research findings and say that “Russian NPOs in the health sector require the development of several organisational capabilities in order to effectively deliver sustainable services alongside the Russian State”.
This research investigated non-profit organisations (NPOs), engaged in the area of health and health care in the Russian Federation. The aim of the research was to explore whether and how such organisations provide services to their clients and the extent to which these groups are a substitute for services normally provided by the State. The research found that Russian non-profit organisations in the health sector require the development of several organisational capabilities in order to effectively deliver sustainable services alongside the Russian State.
Specifically the research project highlighted that health NPOs in Russia need to: i.) develop their skills and capabilities to engage with volunteers; ii.) be more proactive in planning for organisational leadership transitions; iii.) develop their advocacy skills in order to be more active in influencing the State’s service provision activities; and, iv.) be more active in exploring the diversification of both income streams and activity focus. However the research also found that NPOs with clients with HIV/AIDS engage in commendable and innovative ways to deliver their services drawing on both global best practices and on the most up-to-date research in their respective field. The HIV/AIDS area was also the best organised in terms of intra-organisational collaborations. The research also found that all of the participating NPOs where very proficient at navigating a very difficult official environment.

Sexual and domestic violence is pervasive across cultures, socio-economic status, ethnicity and age groups, with no boundaries. Women and girls suffer in silence, without knowing their rights, available resources, or how to access legal and psychosocial services. How can we, as RPFs and Rotarians, support women and girls to lead lives free of violence? Presenters shared program models from Bolivia, India, and Australia.
Rape has become immensely infamous in the heavily populated state of Uttar Pradesh due to a high number of rape and sexual harassment occurring, but not enough cases are created dealing with the number of rapes that actually occur. In the state of Uttar Pradesh the police often refuse to register a FIR or take any action. So, the perpetrators are roaming freely (Nagarajan). Cases of rape and sexual harassment are at times, discarded and forgotten by public safety officials, leading rape and sexual harassment to occur more frequently because there is not enough emphasis placed on “what consequences are there if one were to commit rape?” In Uttar Pradesh, five rapes occurred in the timespan of thirty-six hours, and most of those cases were not filed (Dubey). Unfortunately, the public officials of Uttar Pradesh do not care for the safety of their citizens as much as they should be.
In the research, it is noticeable that when there is a vast outcry against rape and sexual harassment it leads to public officials to get involved and arrest perpetrators, in contrast, if there happens to be no outcries or retaliation it leads to a disposal of the cases. “Records show rising incidences of rape in India. Activists say that true number of assaults is much higher than suggested by official records because of an entrenched culture of tolerance for sexual violence, which leads many cases to go unreported, and the social stigma which victims offer” (Burke). Women are often told to not say anything about their rape situations because it may lead to public ridicule. Governance is weak, and monitoring patchy in seventy percent of the population (Dubey). Not having a chance to speak up and fight back only increases the amount of rape, and sexual harassment. Rapists will not care for the consequences if there are no consequences to begin with.

WOREC Nepal, since its inception in 1991, is actively engaged in the promotion and protection of human rights, campaigning on violence against women and trafficking of women as well as economic social and cultural rights (ESCR). The organization has taken a holistic integrated approach with participatory intervention to facilitate formation and strengthening of community-based women groups for human rights and social justice. WOREC Nepal continued its campaigns at local, national and international levels on VAW and ESCR in partnership with CBOs, local women groups and networks. This year, WOREC jointly with NAWHRD, was actively engaged in 100 days campaign on violence against women and 60 days campaign on violence against women alleged as witches. Similarly, WOREC Nepal has been successful in further strengthening the capacity of more than 1000 local women groups and CBOs. This annual report highlights the major accomplishment and achievements during the year 2012.

17. Findings
Campaign witnessed several issues overa period of two weeks. Some of the
findings that came out in the campaigns held are as follows:
Lack of clean drinking water and toilet facilities in the slums due to which
people are forced to defecate in open areas. This often results into
harassment of girls and women especially in the night.
FIR of caste-based atrocities faced is not registered by the police.
Children from these slum-clusters often do not get admission in schools
due to lack of residential proofs.
Women working as Domestic Help are not treated respectfully in their
workplaces.
Due to government policy of putting a restriction on Ration Card (an
identification proof) people find difficulties even in admitting their children in
schools
In Bihar and Jharkhand severe problem of witch hunting, domestic
violence, low paid wages, migration, sexual harassment, rape and violence
against Dalit and Adivasi single women

guest for a discussion on the documentary film ‘Shit’, based on a true story of

manual scavenging in a Film Festival OUR LIVES...TO LIVE - NO! to gender
violence, an
initiative of SANGAT South Asia as part of their regional coordination of the
international One Billion Rising campaign. The festival was organized by
IAWRT (The
International Association of Women in Radio and Television) in collaboration
with
many NGOs, universities, colleges and cultural institutions all over the country
on
dates 23-25 November, 2012 at Max Muller Bhawan, New Delhi.

A Signature Campaign was organized by Rashtriya Dalit Mahila Andolan 4-6
December, 2012 in collaboration with National Confederation of Dalit
Organisation (NACDOR). The campaign was conducted in a 3rd
