'X'is a Latin phrase meaning________________________. A prediction or a statement about a causal,
empirical, or logical relation between two states of affairs is "X" if it is acknowledged that the
prediction, although usually accurate in expected conditions, can fail or the relation can be abolished
by intervening factors.
"X" is often key to scientific inquiry, as scientists seek to screen out factors that perturb a relation of
interest. Thus, epidemiologists seek to control independent variables as factors that may influence
dependent variables—the outcomes or effects of interest. Likewise, in scientific modeling, simplifying
assumptions permit illustration or elucidation of concepts thought relevant within the sphere of inquiry.
Whereas fundamental physics tends to state universal laws, other sciences, such as biology,
psychology, and economics, tend to state laws that hold true in "normal conditions" but have
exceptions, "X" laws.The focus on universal laws is a criterion distinguishing fundamental physics as
fundamental science, whereas "X" are predominant in most other sciences as special sciences, whose
laws hold in special cases. what is "X"?

“X” is a portal for facilitating understanding of the Indian Economy and its governance by explaining the concepts used
in the economic policy domain in India.
This portal is managed by government economists of India (known as Indian Economic Service (IES) Officers) and is
intended to cater to the requirements of their counterparts in other countries as well as to academicians, economists,
policy practitioners, financial journalists, students and to any interested citizen, both within the country and abroad.
The objective of this portal is to increase transparency in government by simplifying indigenous concepts or by
introducing domestic institutions to support the professional development of public policy economists. It is meant to
enrich and enhance citizen friendly policy formulation through dialogue and collaborative action.
The motivation behind this site is the then Chief Economic Advisor at Ministry of Finance, Government of India- Dr.
Kaushik Basu (Dec 2009 - July 2012)- who on the occasion of fiftieth year of establishment of Indian Economic Service
inspired IES officers to create a website for explaining economics related concepts which are of relevance to India.
The forerunner for this website is the internally circulated daily newsletter iES Today which was widely received and
appreciated by policy makers of the country.
Members: All serving IES officers are automatically members of this website and are vested with the rights for writing
the content.

The first Indian Prime Minister, Pandit Jawaharlal Nehru presented the First Five-Year Plan to the
Parliament of India and needed urgent attention. The First Five-year Plan was launched in 1951 which
mainly focused in development of the primary sector. The First Five-Year Plan was based on the “X”
model.
The total planned budget of Rs.2069 crore(2378 crore later) was allocated to seven broad areas:
irrigation and energy (27.2%), agriculture and community development (17.4%), transport and
communications (24%), industry (8.4%), social services (16.64%), land rehabilitation (4.1%), and for
other sectors and services (2.5%). The most important feature of this phase was active role of state in
all economic sectors. Such a role was justified at that time because immediately after independence,
India was facing basic problems—deficiency of capital and low capacity to save.
