forms part of a broad span of
social care activities carried out
by a huge workforce in the
health and social care services.

relationships and the
empowerment and liberation of
people to enhance well-being.

• Pre-Colonial Era:
Social work was not part
of Philippine culture.
The terms social work and
social worker have no
counterpart in our indigenous
languages.
But Filipino ethnic
languages are replete with
words that express the values
of helping and caring such as
tulong, damay (sympathy),
bayanihan, and aruga; as well
as kapwa-tao
Poverty was neither an issue
nor social functioning a
problem
• Colonial Era: Colonizers came
and applied the divide and
conquer strategy
Filipinos lost their land, the
primary source of their
livelihood, and became
marginalized
Inequality and the rise of the
poor became evident.
Colonization left the ground
waiting for a professional help
Missionaries came with the
conquerors conducted charitable
activities; hospitals, orphanages
and cell were established.
How did the
profession of
social work
evolve in the
Philippines?
Social work as a profession in the Philippines
flourished after World War II
Social work became establish in the Philippines as
the first seven social workers trained in the western
countries formed the Philippine Association of
Social Workers, Inc. in 1948
Relief and rehabilitation were the main concerns of
social workers in the late 40s until the middle 50s

Philippine School of Social work
was established

two schools offered social work
and social welfare courses, the
University of the Philippines
and Centro Escolar University
late 50s to the 60s
From relief and rehabilitation,
social workers moved to
community development and
rural reconstruction from the
late 50s to the 60s
Reconstruction efforts after the war did
not bring much progress.
Economic and social inequalities
worsen because of the import-
dependent and export-oriented
economic system that government
espoused.
 The situation demanded a well-
coordinated and professional delivery
of social welfare services.
•In 1968, the Department of Social
Welfare and Development (DSWD)
established, with primary responsibility
of providing comprehensive program of
social welfare.
It is a national stirring agency, which
provides social protection, and takes
care of the development of people
through policies, programs, services, and
special projects.

Social Justice- Social workers oppose injustice and push for social change, especially with and on behalf of the vulnerable and oppressed.
