Rule utilitarianism holds that an action is right as long as it is in accordance with a rule that leads to the greatest good for the greatest number. While no action has only positives or negatives, choosing rules that create avenues for better outcomes is justified. Governments must make difficult utilitarian decisions for policy reforms around taxes, healthcare, fuel subsidies, and education to benefit the many. Individual decisions around studying versus gaming or working part-time versus full-time school are also guided by rule utilitarianism.
