The document summarizes the work so far of the Bannock Transportation Planning Organization scenario planning process. It discusses that scenario planning is being used to determine a transportation vision and identify investments to support that vision for the Portneuf Valley region while considering community livability as the area grows. Earlier workshops identified core values including being a great place for families, outdoor paradise, and university town. Later workshops developed more detailed scenarios around themes of a university town, active living, and outdoor life. A preferred growth scenario was selected.
2. Why Scenario Planning?

Hello and welcome to the Bannock Transportation Planning Organization’s Scenario Planning Website.
BTPO is working on a long-range transportation plan for the region, starting with a vision for how we want to grow in the future.
The decisions we make about growth today can have a big impact on our quality of life in the future. Scenario planning helps us look at different possible futures and how those alternative futures might impact or benefit us. This helps us make responsible choices about public investments that support our community’s overall health and enjoyment of life.
Here’s a quick overview of the planning work so far.Last April BTPO held a series of workshops in Pocatello and Chubbuck to find out what people value most about living here.
We used keypad polling activities at these workshops to better understand the way community members would like to see the region to grow.
Then, we took that feedback and developed several possible themes for future growth to explore further. Emerging themes were:A University Town with strong connections between future growth and the Idaho State University campus; An Active Living theme emphasizing development strategies that encourage an active, healthy lifestyle An Outdoor Life theme, looking at ways to take advantage of our fabulous natural beauty and recreational opportunitiesAnd a Great Place for Business theme, to explore how growth patterns and investment strategies might support the region’s economy.
Then in August, we held another community workshop to explore these themes using interactive table top maps. August workshop participants provided excellent, thoughtful feedback on how growth might occur under each of the different scenarios, and they also discussed many important regional strategies and transportation connections that might be needed to support each future growth scenario.
Participants working on the University Life and the Active Living themes had many growth concepts and strategies in common. So moving forward for further analysis, we determined to combine theses two scenarios into a single “University Active Living” Scenario. Then our project team delved into technical analysis for the University/Active Living scenario, as well as the Business scenario and the Outdoor life scenario.
And now, here’s where you come in. You’ll see many of our technical findings as you use this website to explore these three possible futures for the region. As you consider this information, we need you to tell us what you like and don’t like. In the end, we may be able to draw from the best of two or even all three growth concepts as we develop strategies for future growth and transportation investments.
So thanks for visiting the scenario planning website. And have fun exploring the scenarios!
