What our project is about? Not just “words”

In Plato’s Republic SOCRATES says:
Then if virtue is one of the things in the soul, and if it must
necessarily be helpful, it must be wisdom: since quite by themselves
all the things about the soul are neither helpful nor harmful, but they
become helpful or harmful by the addition of wisdom or
senselessness. According to this argument, virtue, since it is
helpful, must be some kind of wisdom.
In a much more recent article Zeleny wrote:

While skills, knowledge and expertise are all related to know-how –
how to achieve a given or stated purpose, or to know-what – hot to
state or select a purpose to be pursued, the notion of wisdom is
related to know-why
WP1 Who knows what about disaster risk and
mitigation
-Is knowledge available and who actually knows?
-Is there konewledge sharing within and across social
groups?
-What are the main pitfalls of current decision making
processes with
respect to the use of available knowledges?
-What are the main pitfalls of current ways of sharing and
miantaining
knowledge about both risks assessments and DRR
strategies?

WP2 Mapping knowledge and information flows through the
coordination activity among stakeholders of different social
groups
- Mapping innovative exchange of knowledge to support DRR in
selected case studies;
- Mapping how DM actually takes place and how knowledges are
embodied (or not) in decisions;
- Mapping different types of uncertainty across the decision making
- From decision to implementation: main constraints and needs for
developing/sharing knowledge about organisational and social
processes

WP4: Monitoring the development and
implementation of relevant EU policies for DRR

WP3: Developing a knowledge management framework for
DRR

-Monitoring the development of relevant EU policies
in DRR (from initiatives
related to CI protection, to the introduction of
insurance, to the Mapping
Guidelines initiatives)
- Framing the development of EU policies in an
international context (ISDR;
WB; UNDP; Red Cross)
- Monitoring the implementation of relevant EU
policies in DRR (GMES services; Espon initiatives;
Flood Directive; Eurocode)

- Developing the framework through the interaction with
stakeholders of
different social groups
- Conducting living labs of proposed tools in case studies
- Conducting interactive workshops to experience with
stakeholders new
modalities of co-production and sharing of knowledge on
issues of DRR
- Monitoring the development and implementation of relevant
EU policies for DRR (and a glance at relevant international
initiatives)

WP6: Management

The type of meetings that we are going to have ARE NOT
JUST WORDS or POLITICAL GATHERINGS.
They must be:
-Interesting (first of all for us)
-Avoid disappointment
Respond to the question: how can we more faster as knowldege
needs time to get through different arenas, by the time it has
gone through it is already old AND not keeping the pace with
transformations of societies and …risks. So a more proactive
approach is wished

Meetings must leave a feeling of something new, significant,
useful has been achieved, therefore:

 Careful organisation, not only “logistics”, but also
CONTENT
What are the two things in my mind to make them different:
 The “quality” of the people to
invite (stakeholders, del. 1.2)

 Type of interaction to be achieved
in the meetings (workshops and
seminars)
This means that not only the “responsible” of the task of
organising workshops and seminars are involved, as all should
be involved. HOW?

  • 7. What our project is about? Not just “words” In Plato’s Republic SOCRATES says: Then if virtue is one of the things in the soul, and if it must necessarily be helpful, it must be wisdom: since quite by themselves all the things about the soul are neither helpful nor harmful, but they become helpful or harmful by the addition of wisdom or senselessness. According to this argument, virtue, since it is helpful, must be some kind of wisdom. In a much more recent article Zeleny wrote: While skills, knowledge and expertise are all related to know-how – how to achieve a given or stated purpose, or to know-what – hot to state or select a purpose to be pursued, the notion of wisdom is related to know-why

WP1 Who knows what about disaster risk and mitigation -Is knowledge available and who actually knows? -Is there konewledge sharing within and across social groups? -What are the main pitfalls of current decision making processes with respect to the use of available knowledges? -What are the main pitfalls of current ways of sharing and miantaining knowledge about both risks assessments and DRR strategies? WP2 Mapping knowledge and information flows through the coordination activity among stakeholders of different social groups - Mapping innovative exchange of knowledge to support DRR in selected case studies; - Mapping how DM actually takes place and how knowledges are embodied (or not) in decisions; - Mapping different types of uncertainty across the decision making - From decision to implementation: main constraints and needs for developing/sharing knowledge about organisational and social processes WP4: Monitoring the development and implementation of relevant EU policies for DRR WP3: Developing a knowledge management framework for DRR -Monitoring the development of relevant EU policies in DRR (from initiatives related to CI protection, to the introduction of insurance, to the Mapping Guidelines initiatives) - Framing the development of EU policies in an international context (ISDR; WB; UNDP; Red Cross) - Monitoring the implementation of relevant EU policies in DRR (GMES services; Espon initiatives; Flood Directive; Eurocode) - Developing the framework through the interaction with stakeholders of different social groups - Conducting living labs of proposed tools in case studies - Conducting interactive workshops to experience with stakeholders new modalities of co-production and sharing of knowledge on issues of DRR - Monitoring the development and implementation of relevant EU policies for DRR (and a glance at relevant international initiatives) WP6: Management WP5 Dissemination: -Dissemination of ongoing activites - Feedback from dissememination to WP3, WP4, and WP54 -Dissemination of final results
  • 9. It is not a “research” project, however…. We need to provide a result Scientifically interesting and useful (in our field is there so much difference between theoretical, applied, new research?)   • 10. The type of meetings that we are going to have ARE NOT JUST WORDS or POLITICAL GATHERINGS. They must be: -Interesting (first of all for us) -Avoid disappointment Respond to the question: how can we more faster as knowldege needs time to get through different arenas, by the time it has gone through it is already old AND not keeping the pace with transformations of societies and …risks. Meetings must leave a feeling of something new, significant, useful has been achieved, therefore:  Careful organisation, not only “logistics”, but also CONTENT What are the two things in my mind to make them different:  The “quality” of the people to invite (stakeholders, del. 1.2)  Type of interaction to be achieved in the meetings (workshops and seminars)

Thinking about: - Knowledge of the “what” and of the “how” and ultimately of the “why” - similarities and differences among “scientific” fields - how to translate from one system of knowledge (administrative/procedures) to scientific knowledege, local culture… Whose knowledge Decision making process: -What components of risk decisions are addressing (Hazard, Vulnerability, Exposure, Resilience) - Context of decisions: uncertainties related to both risk assessments and the potential benefit of mitigation - Context of decision: constraints due to financial, institutional and political crisis -Whose knowledge: scientists, civil society, decision and policy makers, private sector; -Is there exchange and sharing of knowledge? -Is knowledge about procedures and practical constraints for decision and implementation shared/known to all groups? Implementation: -Are tools for supporting and incentivate implementation existant and effective? -Are there enough resources (human and financial) to make the decisions; -Are there tools to monitor implementation and to keep memory of what has been done and of the knowledge that was necessary to achieve results?
  • 19. Other deliverables Del 3.3. Main findings of the three main living labs (DWF) The living labs are meant to be “places” where we can test some ideas, concepts and tools making part of the knowledge management system framework
