Scaling Up
• Good project results, but then little happens – why?
• In search of an explanation, one first has to look introspectively to the
project itself
• Questions:
• Were you thinking about sustainability from day 1 or only as an afterthought?
• Were the results actually foreseen or simply discovered?
• What was the degree of perfection / refinement of proposed solutions?
• Were results really relevant to the MED space?
• Were sustainability measures adequate?
• Answers possibly affected by the vertical domain of interest – but we
suspect only to a limited extent 7
Scaling Out
• If the project worked fine in X regions, why couldn’t it be the same in
the remaining (43-X, or even 271-X) ones?
• Geographical extension is only one example of transfer, which may
also involve complex processes such as
• Imitation
• Emulation
• Incubation
• Competition
• However we register that there are currently no ways to scale good
project results out to an extent that avoids reinventing the wheel or
facilitates standing on the precursors’ shoulders

Policy Learning
• To the extent the project implications remain untapped, policy makers
are missing a great potential in terms of discovery of insights on

• Key actors / tools / enablers
• Market exploitable innovations
• Usable guidelines for policy change
• A gap analysis is probably required to highlight the learning
trajectories from project results to evidence based policy actions
• Are these transmission mechanisms domain specific or can they be
made uniform / standardised?

Policy Impact
• Transforming regional policies is a key goal of territorial cooperation:
making this happen depends on
• The presence of a fertile policy environment
• A strong investment in learning capacity of decision makers
• The new programme’s strategy is already acting in this direction,
however impact is mainly assessed ex post
• A process-oriented in itinere approach would help
• An interim step forward might be the creation of a community of
convergent actors and interests
• With a clear definition of goals for policy transformation
• Activating processes of formative evaluation

Project objectives
General objective:
The project’s overall objective is to increase transnational activity of innovative clusters and networks of
key sectors of the MED area by supporting coworking processes and facilitating open innovation.
Specific objectives:
1. Study potentials and benefits of coworking processes and contribution to the key sectors of the MED
space, and assess the added-value of coworking for economies, social and territorial public policies;
2. Study transnational community management with the support of innovative tools and awareness
raising processes in order to create an open innovation and collaborative network
3. Foreshadow the creation of a transnational innovation ecosystem of coworking communities and
facilitate human capital mobility among MED territories and clusters
Project results
1. Knowledge on innovation, growth and territorial potential of coworking stakeholders and their potential
contribution to the key sectors of the MED : COWORKMED project will allow the elaboration of a set of studies,
(market study, socio-economic study, etc.) including legal framework analysis, quantitative analysis, emerging
business models report, social benefits report, and SWOT analysis both at territorial and transnational levels.
2. Knowledge on coordination and innovative community-management mechanisms, needed to activate
transnational network of coworking activities
3. Set of recommendations for the emergence of a cluster of coworking communities, to facilitate human capital
mobility in the partner regions and across : SIROCCO project will draft an ecosystem of open enterprises that
will reinforce the innovation capacities of the MED space’s private and public stakeholders in the fields of blue
and green growth

• The Qube association encourages people with innovative ideas to nurture the
entrepreneurship of tomorrow through training, consulting and coaching at
startup. Since 2013 it copes with the dissemination of corporate culture through
events like Startup Weekend Lecce, Botteghe High Tech or Ideation Workshops, in
order to promote the acquisition of entrepreneurial skills and extend one’s own
network, and offer advice to teams or young companies for both the participation
to regional and national calls and the roll out of the business.
• Winners of the regional notice “Mettici le Mani” which offered funds to the re-
use of space and buildings for new initiatives, The Qube has created in 2016 a
Coworking Space in Lecce thanks to the partnership of Officine Cantelmo, named
"Molo12". As it happens in the docks, where boats stock up before setting sail on
the sea, Molo12 offers a fertile environment to its community formed by
startuppers, professionals and freelancers, to work and grow their own business
and create opportunities for the territory.

Creative MED: the project will take profit of the knowledge gained through Creative MED project (MED Program) and
related model, that developed a "Mediterranean model innovation," based on the following triptych:
-Networking of stakeholders, encouraging multidisciplinary and informal collaborations;
-Mix of innovation, mixing high-tech elements with more traditional practices of industrial innovation with social
innovation; -Emergence of new business models, based on the individual and on the use and creators of shared values
within a community.
COWORKMED project will get in touch with Cowopy (Coworking Pyrénées), the cross-border network of coworking
spaces financed by the ETC program Spain-France-Andorre
MEDLAB project, that aimed at applying a Living Lab approach to the demand side of regional policy, building on
concrete pilot projects to construct a multi-level governance network for territorial innovation.
Creative Wallonia is a framework program that finances initiatives fostering the fertilization of innovative practices,
including the development of innovative ecosystems, the creation of structures suitable for coworking, the support of
networking opportunities for entrepreneurs and academic actors and researchers

Massive Online Open Courses (MOOCs)
MOOCs will be organized to ensure transferability of project’s results, and train
participants wishing to take profit of the project’s experience and best practices.
It will gather project’ successes and failures in coworking processes, exemplary territories
and initiatives, references and contacts, etc.
It will also feed the community with efficient processes of data collection and promote the
existing community. Including partners’ signatures they will be accessible, and unlimitedly
sharable through all digital channels (video web channels, social medias, emailable and
embeddable on websites (with provided iframe codes), in order to encourage viral sharing.
They will all promote the community openness.

Scaling Up • Good project results, but then little happens – why? • In search of an explanation, one first has to look introspectively to the project itself • Questions: • Were you thinking about sustainability from day 1 or only as an afterthought? • Were the results actually foreseen or simply discovered? • What was the degree of perfection / refinement of proposed solutions? • Were results really relevant to the MED space? • Were sustainability measures adequate? • Answers possibly affected by the vertical domain of interest – but we suspect only to a limited extent 7

Scaling Out • If the project worked fine in X regions, why couldn’t it be the same in the remaining (43-X, or even 271-X) ones? • Geographical extension is only one example of transfer, which may also involve complex processes such as • Imitation • Emulation • Incubation • Competition • However we register that there are currently no ways to scale good project results out to an extent that avoids reinventing the wheel or facilitates standing on the precursors’ shoulders 8

Policy Learning • To the extent the project implications remain untapped, policy makers are missing a great potential in terms of discovery of insights on • Common/replicable practices • Key actors / tools / enablers • Market exploitable innovations • Usable guidelines for policy change • A gap analysis is probably required to highlight the learning trajectories from project results to evidence based policy actions • Are these transmission mechanisms domain specific or can they be made uniform / standardised? 9

Policy Impact • Transforming regional policies is a key goal of territorial cooperation: making this happen depends on • The presence of a fertile policy environment • A strong investment in learning capacity of decision makers • The new programme’s strategy is already acting in this direction, however impact is mainly assessed ex post • A process-oriented in itinere approach would help • An interim step forward might be the creation of a community of convergent actors and interests • With a clear definition of goals for policy transformation • Activating processes of formative evaluation 10

Project objectives General objective: The project’s overall objective is to increase transnational activity of innovative clusters and networks of key sectors of the MED area by supporting coworking processes and facilitating open innovation. Specific objectives: 1. Study potentials and benefits of coworking processes and contribution to the key sectors of the MED space, and assess the added-value of coworking for economies, social and territorial public policies; 2. Study transnational community management with the support of innovative tools and awareness raising processes in order to create an open innovation and collaborative network 3. Foreshadow the creation of a transnational innovation ecosystem of coworking communities and facilitate human capital mobility among MED territories and clusters

Knowledge on innovation, growth and territorial potential of coworking stakeholders and their potential contribution to the key sectors of the MED : COWORKMED project will allow the elaboration of a set of studies, (market study, socio-economic study, etc.) including legal framework analysis, quantitative analysis, emerging business models report, social benefits report, and SWOT analysis both at territorial and transnational levels. 2. Knowledge on coordination and innovative community-management mechanisms, needed to activate transnational network of coworking activities 3. Since 2013 it copes with the dissemination of corporate culture through events like Startup Weekend Lecce, Botteghe High Tech or Ideation Workshops, in order to promote the acquisition of entrepreneurial skills and extend one’s own network, and offer advice to teams or young companies for both the participation to regional and national calls and the roll out of the business. • Winners of the regional notice “Mettici le Mani” which offered funds to the re- use of space and buildings for new initiatives, The Qube has created in 2016 a Coworking Space in Lecce thanks to the partnership of Officine Cantelmo, named "Molo12". As it happens in the docks, where boats stock up before setting sail on the sea, Molo12 offers a fertile environment to its community formed by startuppers, professionals and freelancers, to work and grow their own business and create opportunities for the territory. • http://www.theqube.eu/

Capitalization Creative MED: the project will take profit of the knowledge gained through Creative MED project (MED Program) and related model, that developed a "Mediterranean model innovation," based on the following triptych: -Networking of stakeholders, encouraging multidisciplinary and informal collaborations; -Mix of innovation, mixing high-tech elements with more traditional practices of industrial innovation with social innovation; -Emergence of new business models, based on the individual and on the use and creators of shared values within a community. COWORKMED project will get in touch with Cowopy (Coworking Pyrénées), the cross-border network of coworking spaces financed by the ETC program Spain-France-Andorre MEDLAB project, that aimed at applying a Living Lab approach to the demand side of regional policy, building on concrete pilot projects to construct a multi-level governance network for territorial innovation. Creative Wallonia is a framework program that finances initiatives fostering the fertilization of innovative practices, including the development of innovative ecosystems, the creation of structures suitable for coworking, the support of networking opportunities for entrepreneurs and academic actors and researchers

Including partners’ signatures they will be accessible, and unlimitedly sharable through all digital channels (video web channels, social medias, emailable and embeddable on websites (with provided iframe codes), in order to encourage viral sharing. They will all promote the community openness.

Main findings/2 Research questions Main findings Is there any government agency/website that informs the public for available co-working facilities?  Catalunya: the only website promoted by local government is the “Barcelona Startup Map” which offers the possibility to all co- workings spaces in Barcelona to sign in an upload their information  Coworking Croatia (the project of the Croatian Independent Professionals Association, a nongovernmental, nonprofit organization) website has such information  Greece, Tuscany: only websites of co-working spaces  PACA not in a unified way Are there any incentives or grants to freelancers or small businesses which work or use respectively co-working spaces?  Croatia: some incentives in public coworking spaces for the target groups related to the strategic goals (e.g., the unemployed youth); they may pay a lower price, or even get a free access to a working space for a certain amount of time  Greece: the State does not provide any incentives or grants to those who use co-working spaces; some private institutions support co- working spaces by giving grants to startups or other incentives  PACA: depends on local and regional situations. But all coworkers can be generally granted by pitching opportunities/facilities  Tuscany: vouchers. A specific study committed by the Presidency of Tuscany Region is going to be published on the evaluation of this action In your country’s educational system is there reference to the co-working model?
