1. NATIONAL PROGRAM OF BILINGUALISM

2. The Ministry of National Education, in its National Bilingual Program
2004 – 2019, decided that the dominance of English in our country
would improve the quality of life of citizens and would make
Colombia a competitive country.
This program looks make important changes in pedagogical
practices, taking into account the levels of skills development and
professional development of teachers. To carry out this program and
get good results, it has the support of audiovisual media and new
technologies the organization of educational projects and
fundamentally the integrated use of TIC in the teaching of English.
INTRODUCTION
3. Bilingualism refers to the different
levels of mastery with which an
individual manages to communicate
in more than one language.
These different levels depend on the
context in which each person
develops. Thus, according to the use
that is made other than of maternal
tongues, they acquire the character of
a second language or foreign
language.
WHAT IS BILINGUALISM?
4. In times of globalization, the country needs to develop the capacity of
its citizens to manage at least one foreign language. In this context,
the Ministry of Education formulates the National Bilingual Program
2004 - 2019, which includes the new Standards of communicative
competence in a foreign language: English.

5. Have citizens able to communicate in English, so that they can
introduce the country in the process of universal communication in
the global economy and cultural openness, internationally
comparable standards. It is expected that this project will contribute
to achieving a competitive country and improving the quality of life
of its citizens.
OBJECTIVE
7. Our economy is ever more integrated with international markets. A
second language is the necessary means to take advantage mainly
the advantages offered, for example, the Free Trade Agreement
(TLC), the new business opportunities, scholarships inside and
outside Colombia.

A FOREIGN LANGUAGE?

Encourage to the professionals who have knowledge in
handling languages since they have an advantage in
comparison with those who do not.
Since it:
Communicate in another language in a globalized world,
as at present, will become, the medium or long term, a
requirement for any professional to access skilled jobs.
9. The handling of a second language in the present
world will become the medium to long term, a
mandatory requirement for our students and
professionals in general, they have access to
skilled jobs. Therefore, the challenge we have is
great, since educational institutions and teachers
we must prepare future professionals that can meet
the demands of the globalized world, otherwise, we
would not be competitive enough.
CONCLUSIONS
