1 SCOPO
La presente procedura ha lo scopo di definire i criteri e le modalità per individuare le misure
necessarie a garantire che le condizioni negative/anomalie/ problemi che danno luogo a non
conformità siano identificate, documentate e rimosse attuando le necessarie azioni correttive.
Inoltre devono essere descritte e documentate anche le modalità seguite per analizzare
situazioni potenzialmente rischiose per prevenirne gli effetti attraverso l’adozione di
opportune azioni preventive.
2 CAMPO DI APPLICAZIONE
Questa procedura si applica ad ogni processo aziendale per identificare e gestire tutte le
azioni correttive e preventive pianificate a seguito di non conformità rilevate, in particolare a
fronte dell'analisi dei dati relativi a reclami di clienti, agli indicatori di prestazione, ai risultati
delle indagini sulla soddisfazione dei clienti e ai risultati delle Verifiche Ispettive Interne.

6 MODALITÀ OPERATIVE
In base all'analisi dei rapporti di audit interni, il RSGSL in concomitanza con le altre figure
aziendali e insieme ai responsabili di settore individua le cause delle non conformità e adotta
le azioni correttive da intraprendere.
Per ogni azione individuata saranno concordate le modalità di attuazione e i relativi tempi.
I dati relativi alle non conformità sono periodicamente analizzati per individuare le non
conformità ripetitive, le situazioni negative e le aree di miglioramento.
I risultati dell'analisi delle non conformità sono raccolti in una relazione trimestrale, che viene
presentata alla direzione generale nel corso di apposite riunioni periodiche, in cui sono
coinvolte tutte le funzioni interessate. Nel caso di situazioni particolarmente gravi il
Responsabile SGSL può indire riunioni straordinarie.
Oltre alle azioni da intraprendere vengono nominati i responsabili della loro attuazione e
fissati i relativi tempi.
Per ciascuna azione correttiva o preventiva avviata, il Responsabile compila appositi modelli
e li sottopone ai responsabili dell’attuazione delle misure stesse.
Possono essere identificate in generale come Non Conformità:
le inosservanze rispetto alla Politica ed al Programma di gestione della sicurezza e
salute;
il mancato raggiungimento di altri requisiti inerenti il funzionamento del Sistema di
Gestione della sicurezza e salute;
l'accadimento di un infortunio (che rappresenta l'evento visibile causato da una non
conformità);
istruzioni non sufficientemente dettagliate che portano ad errori ripetuti da parte del
personale;
carenza di addestramento specialistico per il personale;
aggiornamenti della documentazione non comunicati a tutti gli interessati;
carenze del piano di audit interno.
6.1 Azioni Correttive
Le azioni correttive vengono applicate dopo la verifica e l'analisi delle cause di Non
Conformità, dopo l'accertamento delle oggettive responsabilità, e dopo l'avvio di un'apposita
indagine interna che consenta di evidenziare le condizioni che hanno determinato un
infortunio o un incidente.
Deve essere redatto un documento di registrazione delle cause all’origine delle NC che riporta
anche le Azioni Correttive definite e programmate.
Nel documento sono indicati:
le Azioni Correttive relativamente al campo d'applicazione (area, attività, prodotto,
materiale, specifiche di controllo, modalità di controllo, istruzioni,addestramento,
ecc.);
il responsabile dell'attuazione;
il tempo previsto.
Ovviamente prima di redigere tale documento i responsabili provvedono, attraverso opportuni
strumenti di lavoro di gruppo (circoli, riunioni, ecc.) alla decisione sulle azione correttive da
intraprendere e designando in maniera opportuna il/i responsabili dell’esecuzione delle attività
decise. La decisione deve essere successivamente sottoposta ad approvazione della direzione
generale.

6.2 Azioni Preventive
Analogamente per la gestione delle azioni preventive, sarà redatto un documento di
registrazione riportate l'individuazione delle NCP e le relative AP da avviare indicando il campo
di applicazione (attività, prodotto, ecc.), la funzione responsabile dell’attuazione dell'AP, il
tempo previsto per l’attuazione.
Le AP sono applicabili a tutte le possibili azioni utili a prevenire rischi per la salute e la
sicurezza dei lavoratori.
6.3 Verifica ed attuazione delle AC e AP
Il Dirigente o suo delegato verifica l’efficacia dell’Azione Correttiva/preventive valutando i
seguenti aspetti:
se l’AC/AP definita è stata realizzata come previsto;
se l’AC/AP ha inciso sulla causa individuata;
se l’AC/AP ha conseguito l’obiettivo pianificato;
se i risultati conseguiti consentono di evitare il ripetersi delle NC/NCP o anomalie
riscontrate.
L’esito delle verifiche viene registrato in un apposito modello.
In caso di esito positivo:
la soluzione trovata viene standardizzata;
In caso di esito negativo:
in funzione dell’aspetto risultato carente dalle valutazioni, il Dirigente decide se
pianificare una nuova AC/AP o migliorarne l’attuazione o, infine, rinunciare a nuove
iniziative.
