During the past century, social policies and programs for Nigerian children, youth, and families have undergone frequent shifts in philosophy and direction. Many policy frameworks, such as selective legibility universal prevention, rehabilitation, and punishment, have contributed to the conceptual bases for services, programs, and interventions designed for young people. However, the most consistent characteristic of Nigerian social policy for children and families may be the sheer inconsistency of efforts aimed at helping the nation’s most vulnerable populations. Recent advances in understanding the developmental processes associated with the onset and persistence of childhood and adolescent problems warrant new thinking about policies and programs., we have learned more about why some children and adolescents develop social and health problems, and in the case of such problems as sexually transmitted infections, drug use, and delinquency why some youths make choices that lead to poor outcomes at home and in school and the community. Unfortunately, this knowledge is not yet systematically applied to policy or program design, which results in poorly specified, inadequately integrated, and wastefully duplicated services for children and families. The motivation for this volume comes from the growing recognition that knowledge gained from understanding the developmental trajectories of children who experience social and health problems must be used to craft more effective policies and programs.Sexual Education in the Tennessee Public School System

In the United States, federal intervention focusing on the issue of child abuse and neglect reflects back to 1935; this was the time when the Social Security Act provided funds for public welfare services. The aim was to provide protection and care to homeless, dependent as well as neglected children. The funds were also meant to cater for children who were at risk of becoming delinquents (Sedlak, 2001).
Nonetheless, it was not until the mid 1960s that the first state laws were created and which demanded the public to report to social agencies any suspected cases of child abuse as well as neglect. Reporters were provided with protection from any forms of retaliatory litigation like suits based on slander or breach of confidentiality. As at 1967, all states in the US had enacted child abuse reporting laws (Sedlak, 2001).
Far from that, a scholar, Lloyd de Mause (1998) argues that the history of humanity was based on the abuse of children. He supports his argument stating that even in the modern day, therapists claim that “child abuse often functions to hold families together as a way of solving their emotional problems” (De Mause, 1998, p. 216). Therefore, historically, child abuse is said to have been born from incest, erotic beating and in some cases infanticide – the killing of a new born within a year of birth (DeMause, 1998). In most states, children were mutilated and sacrificed as a way of relieving the guilt that adults felt.
An example of a culture, which practiced infanticide, is Bimin-Kuskusmin of Papua New Guinea. DeMause (1998) noted that, in the same culture, when mothers were sad or angry, they would masturbate their children so hard that they would bruise them. That demonstrates how children were used as channels through which adults could relieve themselves of the depression that they were experiencing.
The legal history of child abuse in the US dates back to the early 20th century, but from a deeper historical analysis, one can notice that child abuse existed far long before that. Various cultures engaged in different violent acts towards children. The nature of abuse was based on adults using children as objects on whom they could relieve their stress. They were abused sexually, for instance through masturbation, beaten up in order to bring about erotic fulfillment in the one doing the beating, among other forms of abuse.

In Africa, the concept of Guidance and Counseling although relatively new in educational systems, has been embraced by most governments. Although most African countries recognize the essential role of organized Guidance and Counseling Programmes, there are limited researches studies conducted to assess the effectiveness of the programmed services being implemented to improve the student’s decision making processes that lead to improved future benefits. Research is yet to identify gender specific strategies to positive psychosexual development in boys and girls that can promote safe reproductive health. A wide spread ignorance on the subject of sex is due to the fact that the subject has been surrounded with mystery and beclouded by dark silence. The result has increased curiosity and desire to acquire more knowledge on this forbidden subject; yet, the people entrusted with the responsibility of educating the adolescents on the subject have not made appropriate information readily available. The study investigated effectiveness of guidance and counselling programmes on academic achievement among public secondary school students in Bungoma South Sub-County, Kenya. The study adopted Albert Bandura’s Social Cognitive Theory postulated in 1986. A descriptive research design was used with target population of 52 guiding and counselling teachers. A sample of 16 participants was selected using, using 30% of Mugenda and Mugenda (2003) and randomly selected from 52 schools. Data was collected using structured interview schedule and questionnaire and analyzed descriptively. Results highlights teacher counselling and peer counselling were the most effective strategies in guidance and counselling as compared to students suspension and corporal punishment. More than half of guidance and counselling teachers asserted that schools had inadequate policy and manual procedures and code of ethics and regulation governing sexual behaviour. This paper points at need of guidance and counselling departments to develop policies and manual procedures on sex and relationship education that acts as a reference point to all members of the school. In addition, the Government should set up reproductive health institutions for the youth, promote peer counseling, talks by health providers in schools which has a bearing on students’ performance. The subject on sex has been surrounded by mystery and beclouded by dark silence as neither parents nor teachers are ready to discuss it with teenagers despite unplanned pregnancies, dropping out of school by students, Sexually Transmitted Infections among teenagers. The study investigated influence of teen contraceptive use) on academic achievement among public secondary school students in Bungoma South Sub-County, Kenya. Results highlights most students were aware about contraceptive use with females slightly more than males and media was the major source of information on contraceptive use while parents/guardians had no significant contribution since teenagers rarely receive their first information on sexual matters from their parents. More than half of the sexually active students used contraceptives though it still interfered with their academic performance. This paper points at sex education curriculum in schools, setting up reproductive health institutions for the youth and distribution of contraceptives among teenagers which has a bearing on students’ performance.Bullying

Sexual exploitation of children is a form of sexual abuse whereby a child is given money, gifts, among others, in exchange for doing sexual activities. In this case, the children are misled into thinking they are in a consensual and loving relationship and hence may end up trusting their abuser and thus not understand that they are being abused. The issue of sexual exploitation has gained much attention especially with the evolution of the internet which has elevated child trafficking across the globe. However, the true scale of the issue is unknown. This is because centralized data is lacking and also reporting bodies are inadequate. This is further contributed by the culture of shame, stigma, and silence, and also the expansion of information technology all of which are risk factors for the issue. Hence the relevance of the research topic is to assess the available resources regarding the issue to understand the scale of the problem.

In this article, Boyd & Mitchell (2014), conducted an exploratory study to evaluate how technology could be utilized in investigating child trafficking. According to the authors, commercial sexual exploitation of children, also known as child sex trafficking constitute a wide context of sexual victimization because, in addition to the victims being sexually assaulted and abused, they are treated as commodities and used for economic and financial gain. It is now obvious that many types of social activities involve the use of technology. However, criminal and child protection investigators are always struggling to use technology effectively to assess the underlying issues. Also, empirical research on the issue is almost non-existence, and hence media stories and legal reports offer guidance on summaries of case characteristics and the use of technology in such cases. The use of technology to investigate the issue is seen to offer both benefits and drawbacks. The drawbacks lean more towards the offender which includes giving them more opportunity to widen their activities. Hence, the investigators instead feel overwhelmed to deal with what they do not have control over and hence turn to analog means. However skillful we are with framing, at times we are apt to go “off message.” That is, under stress and in times of crisis, we may fail to communicate our best thoughts, self-image or regard for others. Leaders are especially vulnerable to go “off message” when meeting the press. Reporters are seeking a story of dramatic interest for the public. If a leader is not properly prepared for such moments, the leader’s failure may become “the story.” Press encounters require delicate framing and human sensitivity. To begin your case study, select a televised press conference that involves a business, charity or political leader. The kind of conference to select is illustrated by Fairhurst’s (pp. 2-14) discussion of Robert E. Murray’s response to a Utah mine crisis. Consider as well her discussion of Hillary Clinton’s Pakistan encounter (pp. 127-131). View the selected conference and, where possible, obtain a transcript. Write a 5-7 page evaluation on how well the leader communicated his or her message, image and relationship to an audience.

The Case of Anna O.
One of the first cases that inspired Freud in the development of what would eventually become the Psychoanalytic Theory was the case of Anna O. Anna O. was actually a patient of one of Freud’s colleagues Josef Breuer. Using Breuer’s case notes, Freud was able to analyze the key facts of Anna O’s case.
Anna O. first developed her symptoms while she was taking care of her very ill father with whom she was extremely close. Some of her initial symptoms were loss of appetite to the extent of not eating, weakness, anemia, and development a severe nervous cough. Eventually she developed a severe optic headache and lost the ability to move her head, which then progressed into paralysis of both arms. Her symptoms were not solely physical as she would vacillate between a normal, mental state and a manic-type state in which she would become extremely agitated. There was even a notation of a time for which she hallucinated that the ribbons in her hair were snakes.
Toward the end of her father’s life she stopped speaking her native language of German and instead only spoke in English. A little over a year after she began taking care of her father he passed away. After his passing her symptoms grew to affect her vision, a loss of ability to focus her attention, more extreme hallucinations, and a number of suicidal attempts (Hurst, 1982).
Both Freud and Jung would acknowledge that unconscious processes are at work in this woman's problems. However, they would come to different conclusions about the origin of these problems and the method by which she should be treated.

tariffs and quotas,the costs have been relatively well publicized.For example,many
people are aware that quotas on sugar imports cost each man,woman,and child in
the United States between $5 and $10 per year.The costs are in the form of higher

In a surprising way, however, we probably permit our tariffs and quotas

: Review by the U.S. Supreme Court of a lower court ruling that evidence should be suppressed as a result of a violation of the Sixth Amendment right to counsel. The state (Nix) sought to overturn the motion to suppress that was upheld by the U.S. District Court of Appeals.
FACTS OF THE CASE
:
On December 24, 1968, ten year old Pamela Powers was kidnapped from an Iowa YMCA and her body was later found in a ditch, which was within an extensive area that was being searched by volunteers and law enforcement. The defendant was observed “carrying a large bundle wrapped in a blanket…two legs in it and they were skinny and white.” Williams’ car, which contained clothing items belonging to the victim, was found the next day approximately 160 miles from the incident. Based on this information, an extensive search was started that extended from Des Moines to Davenport, Iowa.
Law enforcement obtained a warrant for Williams’ arrest, and he subsequently turned himself into the authorities in Davenport. Williams was arraigned and had obtained and spoken with an attorney. Des Moines police detectives agreed to transport Williams and not interview him during the drive between Davenport and Des Moines. During the drive, one of the detectives on the case began to speak to Williams regarding the need to find the child’s body before it snowed so that her parents could give her a proper, “Christian” burial. The detective did not ask Williams any specific questions during this conversation. At that point, Williams provided statements to the detectives that led them to the child’s body.
Williams was then tried in state court and was found guilty of first degree murder. Williams filed a motion to suppress the evidence of the body and all related evidence concerning the body’s location based on illegally obtained testimony. When the conviction was affirmed by the Iowa state Supreme Court, Williams sought relief in the U.S. District Court for the Southern District of Iowa. The U.S. District Court, U.S. Court of Appeals, and the U.S. Supreme Court agreed with Williams and determined that he was denied the right to counsel and his statements, which led to the child’s body, could not be introduced into evidence.
Williams was tried in state court a second time, without the use by the prosecution of the statements he had given to detectives. Prosecutors introduced evidence of the child’s body under the premise of “inevitable discovery”, as the chil.

Although most African countries recognize the essential role of organized Guidance and Counseling Programmes, there are limited researches studies conducted to assess the effectiveness of the programmed services being implemented to improve the student’s decision making processes that lead to improved future benefits. Research is yet to identify gender specific strategies to positive psychosexual development in boys and girls that can promote safe reproductive health. A wide spread ignorance on the subject of sex is due to the fact that the subject has been surrounded with mystery and beclouded by dark silence. The result has increased curiosity and desire to acquire more knowledge on this forbidden subject; yet, the people entrusted with the responsibility of educating the adolescents on the subject have not made appropriate information readily available. The study investigated effectiveness of guidance and counselling programmes on academic achievement among public secondary school students in Bungoma South Sub-County, Kenya. The study adopted Albert Bandura’s Social Cognitive Theory postulated in 1986. A descriptive research design was used with target population of 52 guiding and counselling teachers. A sample of 16 participants was selected using, using 30% of Mugenda and Mugenda (2003) and randomly selected from 52 schools. Data was collected using structured interview schedule and questionnaire and analyzed descriptively. Results highlights teacher counselling and peer counselling were the most effective strategies in guidance and counselling as compared to students suspension and corporal punishment. More than half of guidance and counselling teachers asserted that schools had inadequate policy and manual procedures and code of ethics and regulation governing sexual behaviour. This paper points at need of guidance and counselling departments to develop policies and manual procedures on sex and relationship education that acts as a reference point to all members of the school. In this article, Boyd & Mitchell (2014), conducted an exploratory study to evaluate how technology could be utilized in investigating child trafficking. According to the authors, commercial sexual exploitation of children, also known as child sex trafficking constitute a wide context of sexual victimization because, in addition to the victims being sexually assaulted and abused, they are treated as commodities and used for economic and financial gain. It is now obvious that many types of social activities involve the use of technology. However, criminal and child protection investigators are always struggling to use technology effectively to assess the underlying issues. Also, empirical research on the issue is almost non-existence, and hence media stories and legal reports offer guidance on summaries of case characteristics and the use of technology in such cases. The use of technology to investigate the issue is seen to offer both benefits and drawbacks. The drawbacks lean more towards the offender which includes giving them more opportunity to widen their activities. If a leader is not properly prepared for such moments, the leader’s failure may become “the story.” Press encounters require delicate framing and human sensitivity. As such, they provide excellent opportunities to learn about the art of framing in highly pressurized situations.
To begin your case study, select a televised press conference that involves a business, charity or political leader. The kind of conference to select is illustrated by Fairhurst’s (pp. 2-14) discussion of Robert E. Murray’s response to a Utah mine crisis. Consider as well her discussion of Hillary Clinton’s Pakistan encounter (pp. 127-131). View the selected conference and, where possible, obtain a transcript. Write a 5-7 page evaluation on how well the leader communicated his or her message, image and relationship to an audience.
Use these questions to guide your analysis:

One of the first cases that inspired Freud in the development of what would eventually become the Psychoanalytic Theory was the case of Anna O. Anna O. was actually a patient of one of Freud’s colleagues Josef Breuer. Using Breuer’s case notes, Freud was able to analyze the key facts of Anna O’s case.
Anna O. first developed her symptoms while she was taking care of her very ill father with whom she was extremely close. Some of her initial symptoms were loss of appetite to the extent of not eating, weakness, anemia, and development a severe nervous cough. Eventually she developed a severe optic headache and lost the ability to move her head, which then progressed into paralysis of both arms. Her symptoms were not solely physical as she would vacillate between a normal, mental state and a manic-type state in which she would become extremely agitated. There was even a notation of a time for which she hallucinated that the ribbons in her hair were snakes.
Toward the end of her father’s life she stopped speaking her native language of German and instead only spoke in English. A little over a year after she began taking care of her father he passed away. After his passing her symptoms grew to affect her vision, a loss of ability to focus her attention, more extreme hallucinations, and a number of suicidal attempts (Hurst, 1982).
Both Freud and Jung would acknowledge that unconscious processes are at work in this woman's problems. However, they would come to different conclusions about the origin of these problems and the method by which she should be treated.

FACTS OF THE CASE
:
On December 24, 1968, ten year old Pamela Powers was kidnapped from an Iowa YMCA and her body was later found in a ditch, which was within an extensive area that was being searched by volunteers and law enforcement. The defendant was observed “carrying a large bundle wrapped in a blanket…two legs in it and they were skinny and white.” Williams’ car, which contained clothing items belonging to the victim, was found the next day approximately 160 miles from the incident. Based on this information, an extensive search was started that extended from Des Moines to Davenport, Iowa.
Law enforcement obtained a warrant for Williams’ arrest, and he subsequently turned himself into the authorities in Davenport. Williams was arraigned and had obtained and spoken with an attorney. Des Moines police detectives agreed to transport Williams and not interview him during the drive between Davenport and Des Moines. During the drive, one of the detectives on the case began to speak to Williams regarding the need to find the child’s body before it snowed so that her parents could give her a proper, “Christian” burial. The detective did not ask Williams any specific questions during this conversation. At that point, Williams provided statements to the detectives that led them to the child’s body.
Williams was then tried in state court and was found guilty of first degree murder. While collecting dirty laundry in his room one day, Jonas’ mother discovered some of Jonas’ clothing with dried blood on them. Schultz has also been campaigning for reelection, and a conviction here would go a long way. Unfortunately for Schultz, the DNA tests he ran do not match any of the three players to the victim’s assault. When he questioned her about this, the victim made contradictory statements, and she had no other evidence to corroborate the events. In fact, while her statements confirm that they raped her, she admitted to having consensual sex with two other men at the party, which weakens the case. Schultz decides to not tell anyone about the DNA results unless asked, and instructs the victim/witness to deny the other sexual encounters at trial. Pick a minimum of three of the elements listed above depending on the organization selected and which apply to the specific organization/situation selected.
Create a plan to implement your intervention. Identify the stakeholders involved, and their role (s) in implementing the intervention. Include finance and staffing elements required to implement the intervention.
Develop a marketing communication plan on how the stakeholders will be informed, kept up-to-date, etc. prior to the intervention, during the intervention, and post intervention.
Develop a plan for measurement effectiveness of the intervention. What indicators will determine if the intervention is successful?
