As the Minority Serving Institutions Outreach Coordinator, I assist the Diversity and Affirmative
Employment Program Manager to oversee the development of affirmative employment policy
and guidance ensuring proper alignment with the Agency's strategic plan and the EEOC's
Management Directive 715. I provide expert advice to managers, supervisors, and employees
on matters relating to affirmative employment, special emphasis programs, recruitment outreach
and White House Initiatives. I provide consulting services to employees, supervisors, and
managers in developing effective EEO and Diversity program goals to ensure that their
management decisions are not in contravention with civil rights laws and regulations.
In collaboration with eight regional EEO Managers we develop affirmative employment policy
and guidance ensuring proper alignment with the Agency's strategic plan and the EEOC’s
Management Directive 715. We create achievable action plans that focus on eliminating barriers
and creating an environment in which all employees can advance to their highest level based on
merit. I effectively deliver centralized guidance with decentralized execution to eight regional
EEO Managers concerning affirmative employment, diversity and support of all White House
Initiatives regarding minority academic institutions. I monitor work assignments for quality and
to ensure deadlines are met.
I conduct technical assistance visits to regional offices and parks to share best practices and
conduct climate assessments so that they can perform their duties and responsibilities in the most
efficient manner. I assist my supervisor in managing the Diversity and Affirmative Employment
Program in accordance with EEOC Management Directive (MD) 715, 29 Code of Federal
Regulation (C.F.R.) Part 1614 and other applicable laws and regulations. I assign and review
work of committee members, train and work effectively with committee members from a variety
of backgrounds and with different levels of training. I communicate with others effectively both
orally and in writing in working out solutions to problems or questions relating to work. I
develop improvements in or design new work methods and procedures to increase the efficiency
of the EEO program. I collaborate with managers in EEO, Human Resources, internal and
external programs to obtain information and build consensus on policies and practices to achieve
mutual goals. I provide authoritative interpretations of EEO laws and related guidance material
from the Equal Employment Opportunity Commission (EEOC) regarding the discrimination
complaint and alternate dispute resolution process.
2. Key accomplishments: Project lead for annual three-day NPS EEO Training workshop,
Coordinator for Minorities in Agriculture Natural Resources and Related Sciences (MANRRS),
Hispanic Association of Colleges and Universities (HACU), and National Association For Equal
Opportunity in Higher Education (NAFEO) cooperative agreements and various other National
Park Service initiatives. Collaborate with eight regional EEO managers and program staff to
prepare and submit the annual National Park Service White House Initiatives and EEOC MD-

Coordinated and monitored the development of model programs for Historically Black College
Universities (HBCU), Tribal College Universities (TCU) and Hispanic Serving Institutions
(HSI), Asian Americans and Pacific Islanders (AAPIA) to increase the diversity of the agency
workforce. I analyzed programs for cost effectiveness and to ensure NPS funds were properly
allocated to diverse groups to increase the diversity of the workforce. I collaborated with eight
regional EEO Managers and program staff to develop actions plans to increase NPS’s outreach
efforts to recruit, hire, and retain diverse groups. I provided proficient advisory services
assisting managers and supervisors in developing effective EEO/Diversity Program goals and
objectives. My advisements were designed to ensure that their management decisions were in
compliance with civil rights laws and regulations.
On behalf of the Chief, Minority University Outreach Office I participated on committees
collaborating with others to develop action plans to achieve White House Initiatives goals. We
developed data collection methods and integrated them into the regional and program offices to
increase the efficiency and support for the Minority University Outreach program. I coordinated,
tracked, modified, restructured and monitored new methods relating to changes in initiative goals
and objectives. I attended meetings on behalf of the Chief to provide updates on the status of our
action plans for White House Initiatives.
To verbally communicate the mission of the Minority University Outreach Office and the
National Park Service, I prepared a variety of correspondence materials: reports, briefings,
books, packages and provide comments to legislative proposals, regulations and Federal Register
notices. Conducted management studies related to organizational structure, work methods and
procedures, staff utilization and control, information systems, etc, developed constructive
recommendations and identified additional programs, cooperative agreements and
memorandums of understanding for the National Park Service’s student programs to provide
employment for students. Supported and executed in the supervision of students in the Minority
University Outreach Office program. I assigned daily tasks, monitored the progress, provided
assistance as needed until assignments were completed.
As the Purchase Officer and Budget Analyst for the division, I prepared all purchase orders and
maintained control of all office expenditures to ensure accountability and prevent waste, fraud,
and abuse. I was responsible for ensuring compliance with all laws, regulations and local policy
governing credit card purchases. I maintained an accurate inventory of all property and
submitted formal reports to the NPS Property Officer. Additionally, I served as the timekeeper
and prepared electronic timesheets for processing of payroll.
