I’m pleased to be here today presenting the experience of Lombardy Region in promoting the social and cultural integration of immigrants. First of all I’ll briefly present the national and regional context regarding immigration and then I’ll focus on the importance of the language certification in the process of integration in the host society.
Closed to the threshold of five million units, the estimated foreign population living in Italy as to January 1st, 2009 scarcely exceeds 4.8 million persons. Going into details there are about 420,000 irregularly staying migrants. The overall number of irregular migrants has fairly decreased in the last four years.
Foreigners’ presence in Lombardy as to July 1st, 2009, regardless of whether migrants hold a residence permit and have registered with the Registry Office or not, has been estimated to total 1,170,000 persons. There are about 110,000 (+10.4 per cent) more foreigners in comparison with the previous year and, basing on the data collected by the first ORIM survey in 2001, this means a 179 per cent increase on a regional basis, since, on January 1st, 2001, there were 420,000 foreigners. I would like to underline that our region gives hospitality to one fourth of all the migrants established in Italy
The italian certification is a way to offiicially recognize the level of the knowledge of the language and at the same time a way to show the migrants’ will of integration in the host society.
The importance of the education addressing the adults is also recongnized in the most recent documents of the European Commission and European Parlament. In these documents it is stressed the importance of the long-life-learning aiming at improving competitivity, the labour opportunities, and at the same time the social inclusion and the active citizenship. Also the italian legislative framework underlines the importance of knowing not only italian language, but italian culture in general as a path toward integration and a succesful labour and social inclusion. Moreover in Italy the certification is a condition for obtening the residence permit, in the specific the so called “permesso di soggiorno CE per soggiornanti di lungo periodo” and in same cases is a condition for accessing italian universities. Moreover, the certification can facilitate the access to the labour market.
The project starts in 2006 thanks to the financial support of the Labour and Social Politics Ministery, which also this year finances the prosecution of the sperimentation. The project is a set of integrated actions and since the beginnnig it was realized thank to a network of partners (institutional and non-institutional subjects) which deal with immigration and foreign citizens’social and cultural integration. Now Clara Demarchi will prosecute with a detail description of the project.

As already anticipated by my collegue,Enrico Boyer, through CERTIFICA we promoted free Italian cour ses for adult new migrant s in Italy. We think that this project is important, because it’ s aimed at preparing a large number of adult student s , to get an International certification in Italian as a second language, according to the standard level s A1, A2, B1, B2 of Common European Framework of Refernce For Language s . The project aim s at improving and implementing the existing offer of italian course s , with a particular view to the vulnerable person s (as for example refugees, women, unemployed…) AIMD = mirare , puntare
Basing on these assumptions, the Lombardy Region, since December 2005 (two-thousand and five) adhered to a programme enacted by the Ministry of Labour and Social Policies meant to promote Italian language learning actions through the experimentation project called … In order to carry out this project our Department signed a protocol with: Observatory on immigration in Lombardy Fondazione Ismu, that’s a private foundation for multicultural studies School Office in Lombardy of Italian Ministery of Education The Regional Observatory celebrates this year its tenth anniversary. This decade was devoted to studyng, knowing and understandiing the migratory reality in Lombardy and to spreading the culture of integration. Ismu Foundation works in the same direction. Due to their knowing of the migratory phenomenon, this 2 partners are fundamental for the realization of the project. At the same time the Lombardy School Office was the natural reference for any actions regarding education. In addition, the certification s are released by one of the 4 ( four ) national bodies accreditated for certifications according with the Common European Framework o f Reference for Language.
The main objective s of our project can be explained through 3 key words : improvement, spreading and increasing . That is: improvement of Italian language skills for new migrant s ; spreading of the certification in Italian as second language for beginner s ; increasing the number of certifications on a regional scale, and strengthening partnership and mutual cooperation among the institution s , dealing with immigration. The project’s actions can be summarized as follow s : Project promotion among migrants: I mean spreading informations among migrant s Teachers’ specific training about language learning of adults. This is one of the core and innovative objective of the project. Indeed there is a necessity of a qualification of the competence s of the adults ’s teacher s . Implementation of free courses of Italian language for adult beginners with flexible and modular duration of 20,30, 40 hours Implementation of the international certification treshold levels A1, A2, B1, B2; Quantitative and qualitative monitoring through interviews, focus groups and questionaire s for teachers and students as follows: come segue
The prosecution of the project is motivated also by the important results ob-ta-ine d until now: 450 ( four-hundread-fifty ) italian courses, 7,000 ( seven-thousand ) student s spread in the 12 (twelve) lombardy province s . In particular it is relevant stressing that the majority of the students ob-ta-ine d the italian certification. The monitoring of the project shows that 98% (ninety-eighty per cent) of the student s interwied say that the certification is useful. This is, in our opinion , a great result. Finally Certifica, allow s the creation of a network of 190 ( onehandred-ninety ) subject s.
It is important to underline that the project is organized in 3 (three) level s . First of all a national level (Labour and Social Politics Ministery; 4 national bodies accreditated for certifications); second a regional level which is composed by Lombardy Region, School Office of Lombardy, Ismu Foundation, Regional Observatory and finally a local level composed of local authorities, schools, territorial training centres, and other association s .
We have a great network of central and local institution s , school s and universitie s and t he high number of different organization s is an evidence of the high visibility of this project .
The goal of this year is to enlarge the network including more non profit organization s .
As I already said, we had positive feedback from students’ questionnaries. One of them writes: “I have appreciated a lot Italian conversation at school, because outside I do not speak Italian. I do not have Italian friends” Their best motivations on attending these courses are the following: First of all : For my job ... And then 2° To feel myself more confident 3° To go on my studies 4° To live better in Italy
I would like to conclude , quoting the words of our student s . A woman writes .... “ Just yesterday night, I dreamt in Italian. This morning I told my husband: « Do you know that I have dreamt in Italian for the first time in my life? » And then: “ Writing a letter in Italian to express my gratefulness to those who helped me gave me a great satisfaction ”
