Caretaker Government
After the dismissal of Benazir Bhutto's first government, caretaker
governments were formed in the country and elections were held in
1990. Ghulam Mustafa Jatoi was a Pakistani politician who served as
the Caretaker Prime Minister of Pakistan for three months, from 6
August 1990 to 6 November 1990.

caretaker governments were formed in the country and
elections were held in 1990. In these elections, Mian
Muhammad Nawaz Sharif of the Islami Jamhoori Ittehad
(IJI) was elected Prime Minister.
After becoming the Prime Minister, Mian Muhammad
Nawaz Sharif made several reforms to strengthen his
government and get the country out of the political and
economic crisis,
the results of the 1990 National Assembly election in
Pakistan.
However, the result was a surprise victory for the IJI,
which won 111 of the 207 general seats (a further ten
were reserved for minority voters). The PDA won just 44
seats amidst a voter turnout of only 45%. The IJI's
parliamentary leader Sharif became Prime Minister
while Bhutto became the Opposition Leader

First Term 1990-93
Mian Muhammad Nawaz Sharif of Pakistan Muslim League took the oath as Prime Minister of the country on November 1990. The
important events of his first term are as under:
Announcement of Agricultural Policy. Agricultural Reforms
Mian Muhammad Nawaz Sharif government announced Agricultural Policy for the betterment of the farmers in1991. 10 crore rupees
were allocated for the development of farmers Import duty on agricultural machinery, medicines and other agricultural equipment was
waived. Millions of acres of land were distributed among the tenants, and they were given ownership.
2. Privatization Commission
The government constituted Privatization Commission in 1991. Official banks and financial institutions were reformed accordingly.
Banks in private sector were encouraged. Some banks and other institutions were sold out through this Privatization Commission which
created a positive impact on the national economy. On 22 January 1991, the Privatization Commission (PC) was established as a
subsidiary of the Finance Division, to implement the privatization programmed of the Federal Government

Industrial Reforms
An industrial policy was announced in 1990, which encouraged the private sector. In 1991, a privatization commission was set up. Its
purpose was to advance the process of privatization of the national units running in loss.It was first conceived and implemented by the
then-people-elected Prime Minister Nawaz Sharif and the Pakistan Muslim League, in an attempt to enable the nationalised industries
towards market economy, immediately after the economic collapse of the Soviet Union in 1989–90
Agreement among provinces on water distribution on May 22, 1992 Administrative Reforms
Mian Muhammad Nawaz Sharif's government arranged an agreement between the provinces, which ended the dispute over the distribution of
water. The provinces Mian Muhammad Nawaz were given a share of the divisible pool through the National Financial Award (NFC). A moot
dispute was going on the water distribution of the River Indus among the four provinces of Pakistan. Through the efforts of the government,
an agreement was signed among the provinces and the dispute of water was resolved forever. Water Apportionment Accord (WAA) was
signed amongst the Provinces on 16.03. 1991 and approved by the Council of Common Interests (CCI) on 21.03. 1991. Under Clause 13 of
the WAA '91, the need to establish an Indus River System Authority was recognized and accepted for the implementation of the Accord .

4. Baitul Maal Social Reforms
PBM Stands for Pakistan Bait ul Mal, PBM is working to improve the social set up
and to minimize the gap between “haves” and “have-nots”. Pakistan Bait-ul-Mal
(PBM), an autonomous body established through 1991 Act . To provide financial
assistance to the poor, the Nawaz Sharif government established the Bait-ul-Maal in
1992 through a Presidential Ordinance. Steps were taken
to make the Social Security Scheme more useful and purposeful. A scheme of
financial help was announced for the workers who died or got injured during work.
Government announced grant in case of illness and funeral expenses in case of death.
The government of Mian Muhammad Nawaz Sharif established Baitul Maal in
1992To mitigate the sufferings of downtrodden segment of society, Government of
Pakistan established Pakistan Bait-ul-Mal through an Act 1991 (as amended). It is a
body corporate, working under the administrative control of Cabinet Division,
Government of Pakistan which provided financial help and aid for the poor

5. Foreign Policy
The government brought many positive changes in its foreign policy. Peace was brought in Afghanistan through
negotiation with different Afghan leaders. Efforts were continued for patching up among different groups. India
was officially invited for resolving Kashmir issue, but these negotiations were not successful. When extremists

passed a condemnation resolution. The government of Pakistan made its best efforts for establishing good relations
with America and the rest of the world. Pakistan adopted a defensive policy at the American invasion of

invited to resolve the Kashmir issue. The government of Pakistan made great efforts to establish good relations
with the United States and other countries of the world.

government launched a development program in the name of “Tameer-i-Wattan” in the country.
The government started national schemes like National Construction Programme, Self-employment
Scheme, Motorway Project and Yellow Cab Scheme for betterment of people which proved to be quite
successful.

Constitutional Reforms
Th 12 Amendment in the Constitution of Pakistan was made in 1991. A special committee on the judiciary was formed in this
amendment. Special courts were set up for cases of serious crimes.
Educational Reforms
The Nawaz Sharif government announced a ten-year education plan in 1992. Special attention was paid to opening of new educational
institutions in the country. The buildings of educational institutions were improved. Millions of teachers were trained.
Health Reforms
Nawaz Sharif paid special attention to the health sector. Improved the quality of government hospitals and recruited more medical
staff.
The End of the Nawaz Government 90-93
The dismissal of Mian Muhammad Nawaz Sharif government
President Ghulam Ishaq Khan dismissed Nawaz Sharif’s government under section 58-2-B of
the constitution in April 1993. He had ruled for about years. Mr. Balakh Sher Mazari was
appointed as caretaker Prime Minister. The Muslim League filed an appeal against this
presidential decision in the Supreme Court. The Supreme Court cancelled the presidential
decision and restored Nawaz Sharif’s government. But differences between Ghulam Ishaq
Khan and Nawaz Sharif got more tense. At last, Nawaz Sharif resigned as the Prime Minister
of Pakistan and Ghulam Ishaq Khan resigned from the post of the President of Pakistan in July
1993. Moeen Qureshi was selected as caretaker Prime Minister and announced elections in the
country
Caretaker Government
Malik Miraj Khalid, was a Pakistani advocate, left wing politician and
Marxist philosopher who served as Caretaker prime minister of
Pakistan from November 1996 until February 1997. He was noted as
being one of the original philosophers and founding personalities of
the Pakistan Peoples Party.

  • 2. Caretaker Government After the dismissal of Benazir Bhutto's first government, caretaker governments were formed in the country and elections were held in 1990. Ghulam Mustafa Jatoi was a Pakistani politician who served as the Caretaker Prime Minister of Pakistan for three months, from 6 August 1990 to 6 November 1990.
  • 3. Election 1990 After the dismissal of Benazir Bhutto's first government, caretaker governments were formed in the country and elections were held in 1990. In these elections, Mian Muhammad Nawaz Sharif of the Islami Jamhoori Ittehad (IJI) was elected Prime Minister. After becoming the Prime Minister, Mian Muhammad Nawaz Sharif made several reforms to strengthen his government and get the country out of the political and economic crisis, the results of the 1990 National Assembly election in Pakistan. However, the result was a surprise victory for the IJI, which won 111 of the 207 general seats (a further ten were reserved for minority voters). The PDA won just 44 seats amidst a voter turnout of only 45%. The IJI's parliamentary leader Sharif became Prime Minister while Bhutto became the Opposition Leader
  • 4. Mian Muhammad Nawaz Sharif First Term 1990-93 Mian Muhammad Nawaz Sharif of Pakistan Muslim League took the oath as Prime Minister of the country on November 1990. The important events of his first term are as under: Announcement of Agricultural Policy. Agricultural Reforms Mian Muhammad Nawaz Sharif government announced Agricultural Policy for the betterment of the farmers in1991. 10 crore rupees were allocated for the development of farmers Import duty on agricultural machinery, medicines and other agricultural equipment was waived. Millions of acres of land were distributed among the tenants, and they were given ownership. 2. Privatization Commission The government constituted Privatization Commission in 1991. Official banks and financial institutions were reformed accordingly. Banks in private sector were encouraged. Some banks and other institutions were sold out through this Privatization Commission which created a positive impact on the national economy. On 22 January 1991, the Privatization Commission (PC) was established as a subsidiary of the Finance Division, to implement the privatization programmed of the Federal Government
  • 5. Privatization in Pakistan Industrial Reforms An industrial policy was announced in 1990, which encouraged the private sector. In 1991, a privatization commission was set up. Its purpose was to advance the process of privatization of the national units running in loss.It was first conceived and implemented by the then-people-elected Prime Minister Nawaz Sharif and the Pakistan Muslim League, in an attempt to enable the nationalised industries towards market economy, immediately after the economic collapse of the Soviet Union in 1989–90

Agreement among provinces on water distribution on May 22, 1992 Administrative Reforms Mian Muhammad Nawaz Sharif's government arranged an agreement between the provinces, which ended the dispute over the distribution of water. The provinces Mian Muhammad Nawaz were given a share of the divisible pool through the National Financial Award (NFC). A moot dispute was going on the water distribution of the River Indus among the four provinces of Pakistan. Through the efforts of the government, an agreement was signed among the provinces and the dispute of water was resolved forever. Water Apportionment Accord (WAA) was signed amongst the Provinces on 16.03. 1991 and approved by the Council of Common Interests (CCI) on 21.03. 1991. Under Clause 13 of the WAA '91, the need to establish an Indus River System Authority was recognized and accepted for the implementation of the Accord . Indus River System Authority is a water regulator in Pakistan, established in 1992 as an act of Parliament. The authority was established for regulating and monitoring the distribution of water resources of the Indus River system among the provinces, in accordance with provisions of the water accord
  • 7. Reforms implemented by Nawaz Govt 90- 93 4. Baitul Maal Social Reforms PBM Stands for Pakistan Bait ul Mal, PBM is working to improve the social set up and to minimize the gap between “haves” and “have-nots”. Pakistan Bait-ul-Mal (PBM), an autonomous body established through 1991 Act . To provide financial assistance to the poor, the Nawaz Sharif government established the Bait-ul-Maal in 1992 through a Presidential Ordinance. Steps were taken to make the Social Security Scheme more useful and purposeful. A scheme of financial help was announced for the workers who died or got injured during work. Government announced grant in case of illness and funeral expenses in case of death. The government of Mian Muhammad Nawaz Sharif established Baitul Maal in 1992To mitigate the sufferings of downtrodden segment of society, Government of Pakistan established Pakistan Bait-ul-Mal through an Act 1991 (as amended). It is a body corporate, working under the administrative control of Cabinet Division, Government of Pakistan which provided financial help and aid for the poor
  • 8. Reforms implemented by Nawaz Govt 90- 93 5. Foreign Policy The government brought many positive changes in its foreign policy. Peace was brought in Afghanistan through negotiation with different Afghan leaders. Efforts were continued for patching up among different groups. India was officially invited for resolving Kashmir issue, but these negotiations were not successful. When extremists Mian Muhammad Nawaz Sharif in India demolished Babri Mosque in 1992, National Assembly of Pakistan passed a condemnation resolution. The government of Pakistan made its best efforts for establishing good relations with America and the rest of the world. Pakistan adopted a defensive policy at the American invasion of Iraq.Agreement among provinces on water distribution on May 22, 199Agreement among provinces on water distribution on May 22, 1992 2 which is helped Govt to solve other issues also .The provinces were given a share of the divisible pool through the National Financial Award (NFC). Many positive changes were made in Pakistan's foreign policy. Talks were held with various Afghan leaders regarding peace in Afghanistan. India was formally invited to resolve the Kashmir issue. The government of Pakistan made great efforts to establish good relations with the United States and other countries of the world.
  • 9. National plans Economic Reforms government launched a development program in the name of “Tameer-i-Wattan” in the country. The government started national schemes like National Construction Programme, Self-employment Scheme, Motorway Project and Yellow Cab Scheme for betterment of people which proved to be quite successful.   • 10. Reforms implemented by Nawaz Govt 90- 93 Constitutional Reforms Th 12 Amendment in the Constitution of Pakistan was made in 1991. A special committee on the judiciary was formed in this amendment. Special courts were set up for cases of serious crimes. Educational Reforms The Nawaz Sharif government announced a ten-year education plan in 1992. Special attention was paid to opening of new educational institutions in the country. The buildings of educational institutions were improved. Millions of teachers were trained. Health Reforms Nawaz Sharif paid special attention to the health sector. Improved the quality of government hospitals and recruited more medical staff.

The End of the Nawaz Government 90-93 The dismissal of Mian Muhammad Nawaz Sharif government President Ghulam Ishaq Khan dismissed Nawaz Sharif’s government under section 58-2-B of the constitution in April 1993. He had ruled for about years. Mr. Balakh Sher Mazari was appointed as caretaker Prime Minister. The Muslim League filed an appeal against this presidential decision in the Supreme Court. The Supreme Court cancelled the presidential decision and restored Nawaz Sharif’s government. But differences between Ghulam Ishaq Khan and Nawaz Sharif got more tense. At last, Nawaz Sharif resigned as the Prime Minister of Pakistan and Ghulam Ishaq Khan resigned from the post of the President of Pakistan in July 1993. Moeen Qureshi was selected as caretaker Prime Minister and announced elections in the country

Caretaker Government Malik Miraj Khalid, was a Pakistani advocate, left wing politician and Marxist philosopher who served as Caretaker prime minister of Pakistan from November 1996 until February 1997. He was noted as being one of the original philosophers and founding personalities of the Pakistan Peoples Party.
