• GCR is named the Greater Capital Region.
• This is the proposal of the government for
making then regional plan for the Raipur
urban agglomeration and the durg bhilai
urban agglomeration .
• As you drive along the 40km-long west-east
stretch of NH-53, the boundaries blur and
you wonder where Chhattisgarh’s twin cities
of Durg-Bhilai end and where its capital
Raipur begins.
• It is for decentralising the 40km long
agglomeration between the Raipur and durg
bhilai .

Metropolitan, for the integration of the urban nodes, with semi- urban and rural area.

The main objective of the thesis are :-

• optimal distribution of the infrastructure for economic development and attaining
sustainability,
• Effective Use of local resources including cultural resources such as art &crafts,
• Optimization of regional multimodal mobility and TOD,

• To identify the region and regional resources for development of settlement plan both urban and
rural.
• Regional planning leads to decentralized, integrated and bottom up planning approach.

• Apart from Raipur, Durg
and Bhilai, the
government plans to
include Birgaon and Mana
Camp in Raipur district
and Risali, Kumhari and
Bhilai Charoda in Durg
district in the GCR.
• All of these are governed
by municipal corporations,
except Mana (nagar
panchayat) and Kumhari
(municipal council).
• As per projections based
on Census 2011, the
region has a collective
population of about 35
lakh, thereby constituting
more than 40 per cent of
the state’s urban
population.

The 40km-long west-east stretch of NH-53, the boundaries blur and you wonder where Chhattisgarh’s twin
cities of Durg-Bhilai end and where its capital Raipur begins.
The GCR, according to experts, is a practical proposition as the cities and towns being considered for it fall in a 65km linear
stretch.

HISTORY :
• Raipur district was the part of southern kosal and
considered to be under Maurya kingdom.
• Raipur has been in existence since 9th century.
CHANGING OF THE SITE
• During the region of Bhuvneshwardeva , the old
settlement of Raipur was shifted to the present site
when he got a new fort built at a better defensive
site, close to the Boorha.
RAIPUR URBAN GROWTH
Raipur has growth through many periods, they are as
follows :
• The haihaivansi period
• The Maratha period
• The British period
• The post independence period
The capital of Chhattisgarh was shifted from Ratanpur
and it remained under the British influence from 1818 to
1947.

About Durg district
Durg is a major city in the state of Chhattisgarh, India is in the middle of the Seonath river (Shivnath
river) in the east and Durg-Bhilai is a part of the urban pile. This fort is the headquarters of the district.
North latitude Between- 20 degrees 23 'and 22 degree 02'; Eastern longitude Between- 80 degrees 46
'and 81 ° 58'
Meaning at sea level above altitude - 317.00 meters.
Area - 8701.80 square Km of; Population - 2810436 (as of 2001 census)
•Durg-Bhilai is situated in the state of Chhattisgarh, India.
•Geographically positioned in the central-eastern part of
the country.
•Located on the banks of the Shivnath River (Seonath
River).
•Latitude: Between 20 degrees 23' and 22 degrees 02'
North.

i. Durg-Bhilai is well-connected via road,
rail, and air networks.
ii. National Highway No. 6 (Mumbai-
Kolkata) passes through the region,
ensuring efficient road connectivity.
iii. The area is served by the main line of
the South Eastern Railway, facilitating
railway transportation between Mumbai
and Kolkata.
iv. The nearest airport is located in Raipur,
approximately 50 km away, providing air
connectivity to the region.
v. Additionally, the presence of various
arterial roads and railway lines ensures
internal connectivity within the Durg-
Bhilai urban area.

an elevation of 297m above sea
level on the banks of the Shivnath
river, a tributary of the river Mahanadi.

Transportation
Durg Railway Station connects the city to the rest of the country. It has five
other small railway station sector-7 (Bhilai Nagar), bhilai Power house, Bhilai
3, Charoda and Kumhari.
Roads of Bhilai Township are very beautiful, well maintained and broad. The
city has 4 flyovers and underbridges, which allows free movement of traffic
anytime in the city. Within the town, the people depend mostly on own vehicles
and hired auto rickshaws, which can only be hired only from a nearby auto
stand. Tempos are diesel run three-wheelers that ply on the National Highway
no 6 and a central road called the Central Avenue, which runs parallel to the
highway.

Industrial Development:
1.The modern history of Durg-
Bhilai is closely tied to industrial
development, particularly with
the establishment of the Bhilai
Steel Plant in the mid-20th
century.
2.The Bhilai Steel Plant, set up
with assistance from the Soviet
Union, played a pivotal role in
transforming the region into an
industrial hub.
3.The influx of migrant workers
and the growth of ancillary
industries led to rapid

emergence of Bhilai as a major

Post-Independence Era:
1.After India gained independence in 1947,
Durg-Bhilai witnessed further development
and growth, both in terms of industry and

Bhilai emerged as a key industrial town
contributing significantly to the state's

Literacy Rate – Durg District
The total literacy rate of Durg was 86.79% in 2011 which is greater than the average literacy rate of
70.28% of Chhattisgarh. Population-wise, out of total 477,664 literates, males were 261,563 while
females were 216,101. Also the male literacy rate was 92.33% and the female literacy rate was
80.92% in Bhilai Nagar (Part).
Working Population
In Bhilai Nagar (Part) Municipal Corporation +
Outgrowth out of total population, 202,446 were
engaged in work activities. 95.4% of workers describe
their work as Main Work (Employment or Earning
more than 6 Months) while 4.6% were involved in
Marginal activity providing livelihood for less than 6
months. Of 202,446 workers engaged in Main Work,
663 were cultivators (owner or co-owner) while 1,089
were Agricultural laborers.

Economy
1. Bhilai is home to the Bhilai Steel Plant, the first and largest Indian plant to produce
steel rails. The inauguration of the first blast furnace of Bhilai Steel Plant was done
by then president of India Dr. Rajendra Prasad, which was established with help from
the Soviet Union in 1955.
2. Iron ore from Rajhara, limestone from Nandini, coal from Jharia, manganese from
Balaghat, electric power from the Kosa thermal power plant, and water from the
Tandula Canal, all nearby, are used in the Bhilai Steel Plant to manufacture rails and
structural steel. [Pig iron and billets are supplied to foundries and rolling mills located
at Kumhari and other sites in central India.]
3. The number of steel rails produced by the facility till 2007 can go around the
circumference of the earth 7.5 times. [This is depicted on the monument at the globe square
in the heart of the city. The facility underwent modernisation and expansion and is amongst the
leading manufacturers of iron and steel in Asia.]
Education
1. The city serves as an educational hub in the region, with a total of 59 universities and colleges, like Indian Institute of
Technology (IIT) Bhilai, Chhattisgarh Swami Vivekanand Technical University, Bhilai Institute of Technology, Chandulal
Chandrakar Memorial Government Medical College, Shri Shankaracharya Institute of Medical Sciences, Rungta College
Bhilai, St. Thomas College, Shri Shankaracharya Group of Institutions, Christian College of Engineering & Technology,
Kalyan College Sector 7 and CSIT Engineering College.
2. Schools in Bhilai are run either by municipal corporations or privately by entities, trusts, and corporations. The majority of
schools are affiliated with the Chhattisgarh Board of Secondary Education and the Central Board of Secondary
Education. D.P.S. Risali, BSP S.S.S. Sector 10, Shankra Mahavidyalaya Sector 10, K.P.S. Bhilai, D.A.V. Hudco, K.V.
Durg are few of the well known schools in the city.
3. Also, a lot of coaching institutes are present in the city for preparation of competitive exams like IIT, NEET, CA, GATE,
CAT, UPSC, CGPSC and many more, for which students from all over Chhattisgarh and neighbouring states come here
for preparation. Thus it is also known as "Education hub of Chhattisgarh".

Culture
The culture in Bhilai is cosmopolitan due to the large-scale migration of people from all over the
country. The major population is of localities of the state "Chhattisgarhi". Bhilai also boasts of high
levels of linguistic and religious unity, which has been the hallmark of its culture since its inception. The
local language is Chhattisgarhi, which is very similar to Hindi. All major festivals of Bhilai are
celebrated in a scale similar to their region of origin. Like the Durga Puja celebrations of Bhilai are in
tune with that in West Bengal.

INTRODUCTION W H A T I S G C R ? • GCR is named the Greater Capital Region. • This is the proposal of the government for making then regional plan for the Raipur urban agglomeration and the durg bhilai urban agglomeration . • As you drive along the 40km-long west-east stretch of NH-53, the boundaries blur and you wonder where Chhattisgarh’s twin cities of Durg-Bhilai end and where its capital Raipur begins. • It is for decentralising the 40km long agglomeration between the Raipur and durg bhilai .
  • 3. INTRODUCTION Distance between farthest cities – Durg and Nava Raipur. 65km Distance between closest cities – Bhilai and Raipur.35 km. The cities fall on the Mumbai Kolkata national highway and the major east – west railway line. A four lane expressway connects Durg and Raipur. Several overbridges , flyover and underpasses have been built throughout the region to ease traffic. Raipur is a private mega food park on over 26 hectare. A 500-seat business process outsourcing centre. Why GCR in vision ?
  • 4. A I M - To prepare the Sustainable comprehensive regional development plan for the Raipur Metropolitan, for the integration of the urban nodes, with semi- urban and rural area. O B J E C T I V E - The main objective of the thesis are :- • The balanced development , • optimal distribution of the infrastructure for economic development and attaining sustainability, • Effective Use of local resources including cultural resources such as art &crafts, • Optimization of regional multimodal mobility and TOD, • Maintenance of green cover, • forests and eco fragile areas, • Control and regulation of activities which have impact on environment.   • 6. Regional Plan is to be prepared for the area identified as formal or functional region, which could be state/ inter‐state/ district/ inter‐district, investment region or special area. INTRODUCTION REGIONS ARE CLASSIFIED UNDER THREE HEADS AS PER URDPFI GUIDELINES:- 1. Administrative Region (district region, metropolitan region) 2. Investment Region 3. Special area Region SCOPE AND PURPOSE : • To identify the region and regional resources for development of settlement plan both urban and rural. • Regional planning leads to decentralized, integrated and bottom up planning approach.

INTRODUCTION • Apart from Raipur, Durg and Bhilai, the government plans to include Birgaon and Mana Camp in Raipur district and Risali, Kumhari and Bhilai Charoda in Durg district in the GCR. • All of these are governed by municipal corporations, except Mana (nagar panchayat) and Kumhari (municipal council). • As per projections based on Census 2011, the region has a collective population of about 35 lakh, thereby constituting more than 40 per cent of the state’s urban population. CHANGING OF THE SITE • During the region of Bhuvneshwardeva , the old settlement of Raipur was shifted to the present site when he got a new fort built at a better defensive site, close to the Boorha. RAIPUR URBAN GROWTH Raipur has growth through many periods, they are as follows : • The haihaivansi period • The Maratha period • The British period • The post independence period The capital of Chhattisgarh was shifted from Ratanpur and it remained under the British influence from 1818 to 1947.

  • 24. About Durg district Durg is a major city in the state of Chhattisgarh, India is in the middle of the Seonath river (Shivnath river) in the east and Durg-Bhilai is a part of the urban pile. This fort is the headquarters of the district. North latitude Between- 20 degrees 23 'and 22 degree 02'; Eastern longitude Between- 80 degrees 46 'and 81 ° 58' Meaning at sea level above altitude - 317.00 meters.   • 31. Transportation Durg Railway Station connects the city to the rest of the country. It has five other small railway station sector-7 (Bhilai Nagar), bhilai Power house, Bhilai 3, Charoda and Kumhari. Roads of Bhilai Township are very beautiful, well maintained and broad. The city has 4 flyovers and underbridges, which allows free movement of traffic anytime in the city. Within the town, the people depend mostly on own vehicles and hired auto rickshaws, which can only be hired only from a nearby auto stand. Tempos are diesel run three-wheelers that ply on the National Highway no 6 and a central road called the Central Avenue, which runs parallel to the highway.   • 36. Economy 1. Bhilai is home to the Bhilai Steel Plant, the first and largest Indian plant to produce steel rails. The inauguration of the first blast furnace of Bhilai Steel Plant was done by then president of India Dr. Rajendra Prasad, which was established with help from the Soviet Union in 1955. 2. Iron ore from Rajhara, limestone from Nandini, coal from Jharia, manganese from Balaghat, electric power from the Kosa thermal power plant, and water from the Tandula Canal, all nearby, are used in the Bhilai Steel Plant to manufacture rails and structural steel. [Pig iron and billets are supplied to foundries and rolling mills located at Kumhari and other sites in central India.] 3. The number of steel rails produced by the facility till 2007 can go around the circumference of the earth 7.5 times. [This is depicted on the monument at the globe square in the heart of the city. The facility underwent modernisation and expansion and is amongst the leading manufacturers of iron and steel in Asia.] Education 1. The city serves as an educational hub in the region, with a total of 59 universities and colleges, like Indian Institute of Technology (IIT) Bhilai, Chhattisgarh Swami Vivekanand Technical University, Bhilai Institute of Technology, Chandulal Chandrakar Memorial Government Medical College, Shri Shankaracharya Institute of Medical Sciences, Rungta College Bhilai, St. Thomas College, Shri Shankaracharya Group of Institutions, Christian College of Engineering & Technology, Kalyan College Sector 7 and CSIT Engineering College. 2. Schools in Bhilai are run either by municipal corporations or privately by entities, trusts, and corporations. Bhilai also boasts of high levels of linguistic and religious unity, which has been the hallmark of its culture since its inception. The local language is Chhattisgarhi, which is very similar to Hindi. All major festivals of Bhilai are celebrated in a scale similar to their region of origin.
