• Submission for approval by the Regional Development Councils of the three sector
programmes in the field of RLR, including public consultation in all three regions.
• Updating and presentation of the Guide on development of investment projects and
adaptation to the 4 sectors; best practices incorporated.
• Elaboration and development of tools integrating gender and social issues, testing them
in the EE and SWM field.
• Enhanced dialogue with potential donors.
30. Main challenges
• Regional sector programmes identify various proposals on sector reforms
needed for some better framework conditions for coherent and coordinated
implementation. This requires a substantial increase in structured political
dialogue within and between involved ministries and national agencies.
• Implementation of regional sector programmes require medium-term financial
planning within a more strategic approach, both in terms of existing national
funds as well as of support from Moldova's development partners.

• In the field of Complementary Private Sector Support, in close
cooperation with the Chamber of Commerce and Industry,

representatives in the field of public procurement.
A database on sector enterprises was started being created.

Develop a draft of the Government Decision on the establishment of
the management and control system.
Develop proposals for adjusting internal rules of the institutions
responsible for cross-border cooperation programs 2014-2020
according to the EU Regulation on common rules for cross-border

completed. They had the opportunity to enhance their practical skills in

• In the field of Communication,
Grant implementation to support coverage of regional development
activities was completed. It was provided to Independent Press
Association (API).
Capacity building of MRDC and RDA representatives in communicating
on regional development issues continued.
