Due to the challenges of climate change, creating eco-cities has gradually become the paramount goal of global urban construction. As the primary region of urban construction in the world, China has a significant impact on sustainable development: 80% of prefecture-level cities have a minimum of one eco-city being considered for construction. Various versions of the eco-city model are being developed in China, all of which seek to impose change at a rapid pace and on a vast scale. An underlying bilateral partnership framework has led to the success of several Sino-Foreign eco-city projects. According to research, the three key components for developing a successful Sino-Foreign eco-city are: an inclusive political framework, a comprehensive organizational and financial structure and robust technical solutions.

Ms. Evelyn Nacario-Castro, head of the MCDCB RPOD PMO and Executive Director of RAFI-EADSC gave a presentation on Mega Cebu. She noted the important role that water plays in competitiveness as it is an important factor which investors, who provide jobs, consider before investing in Cebu. She added that Cebu’s growing population in the urban area creates a larger demand for resources and sources, especially water. The urban area must develop in a smart and sustainable manner in order to maximize the distribution of these resources.
For the first time, more people live in cities than in rural areas, bringing new challenges. ICT is playing a critical role in addressing these challenges and benefiting society.

Agenda 21 - the Strategy was prepared with wide participation and consultation
throughout the country.
The strategy focus on eradicate poverty and lift the people’s living standards, and
also emphasize Viet Nam must grow, industrialize and modernize, but economic,
social and environmental needs should be addressed in an integrated manner to
be sustainable in the long term.
The strategy clearly identifies development priorities for the coming decade and
how to achieve sustainable development by integrating economic growth, poverty
reduction and environmental protection.
Sustainable development has gained more popularity in Viet Nam to become the
central viewpoint of the country’s leaders as endorsed by the ninth Party Congress
and confirmed in the 10 year socio-economic development strategy.
Sustainable Urban development (in Vietnam perspective)

• Sustainable indicators grouped into 5 categories:
- Socio-economic context and characteristics of growth;
- Environmental and resource productivity;
- Natural asset resources;
- Environmental dimension of quality of life;
- Economic opportunities and policy response (e.g. Official Development
Assistance).
These indicators are easily measurable and balanced between ‘sustainable’
and ‘development’.
However, complementary indicators monitoring would be useful, such as
share of public transport or share of coal-fired power supply.
Also monitoring the balance between modernization and traditional lifestyle
would be useful, for which NDP could be an inspiration.

figure out their own schedule.
As this concept still very new, some indicators and measurement
methods are still under construction.

National GG Action Plan - Decision No 403/QD-TTg dated March 20, 2014:
• urban planning/ master planning,
• development of urban technical infrastructure,
• development of green cities, eco-urban areas and green works,

• greening urban landscape
In urban sector: third strategic task focus on green lifestyle and sustainable
consumption
• 60% of class III cities will have wastewater collection and treatment systems that
meet regulatory standards;
• 40% of class IV and V cities will have wastewater collection and treatment
systems that meet regulatory standards;
• 100% environmental improvement in severely polluted areas;
• The rate of urban solid waste collected and treated will meet regulatory standards;
• 35-45% shared public transportation in large and medium cities, and
• 50% of large and medium cities attain green urban standards
