This document outlines objectives and priorities for decentralization reform in Ukraine over the next 5 years. It discusses the formation of amalgamated territorial communities, networks of public services, and ensuring all Ukrainians have opportunities for development and comfortable living regardless of region. The goals are to have 100% of Ukrainians living in wealthy communities, reduce communities needing state support, eliminate differences between regions, and ensure up-to-date planning documentation. Requests are made for international technical assistance in areas like legal and geospatial expertise, training, digital tools and platforms, and establishing support offices.

Development 2021-2027 and regional development
strategies, has targeted provision of financial
resources, including through SFRD.
• The National Project Office and 25 regional
development agencies enhance institutional
capacity at regional and local levels.
• A modern geoinformation system for the
development of communities and territories has
been created.
• The procedure for participation of citizens in
determining the priorities of the region / city / OTG is
fixed at the legislative level.
• Contracting the national and international experts to develop a draft National Strategy
for Regional Development up to 2027;
• Geomodelling - creating maps of regions and territories;
• Creating a unified geosystem of community and territorial development;
• Assistance in the establishment and operation of the National Project Office and
Regional Development Agencies;
• Creation IT platforms for regional development projects administration (including the
SFRD online platform);
• Improvement of skills of personnel;
• Communication support;

development and realization of town planning documentation, NPA for interaction of
town planning cadaster with other cadasters' and registers;
Training of Minregion and LSG officials on best European practices;
Financial assistance - for the purchase of hardware and software for state-level urban
cadaster and it's compilation with other cadasters and registers.
