• Problem addressed:
– Massive unemployment and at the same time lack of skilled
talents in growth areas.
– to create more jobs we need to build a workforce with the right
skills faster
• Focus of the project and the upscaling effort
– clusters represent growth sectors and experience lack of
talents with the right skills. A major barrier to regional job
creation.
– clusters are arenas to match business skills need and education
offerings better.
– Can clusters be used to scale uptake of new and existing
collaborative learning technology in workplace learning.
• Layers: an FP 7-Integrated R&I project
– nov 2012 until nov 2016/13 mill Euro budget

• Current learning related problems
– By 2020 20% more jobs will require higher
level skills.
– Large dropout rates at VET/Universities
(35-70%)
– Rising cost of education- low take up of
new technologies and methods
– Lifelong learning participation is only 8,9 %
i.e many employed people do not update their
skills.
• Stated EU 2020 goals
– 40% of Young Europeans to complete higher
education.
