At the end of February 2012, ILC-UK, with the support of Partnership, published a report which explored the impact of the Retail Distribution Review (RDR) on people with small pension pots.
Whilst the report supported the principles of the RDR, it expressed worries about the creation of an ‘advice gap’ where the poorest and least well-off pensioners might fail to receive critical financial advice.
Since the publication of the report, Government, the FSA and HM Treasury have taken forward a number of positive policy initiatives, some of which addressed some of the issues in the ILC-UK report. The ABI has developed a new code of conduct for members which will support the consumer to take the open market option. The DWP has been developing “operation big pension pot”. And the FSA has published guidance on simplified advice.
However, the problems highlighted in the ILC-UK report are far from solved and there remain a number of immediate challenges. The combination of the end of compulsory annuitisation, the introduction of the RDR, the growth in the number of small pension pots and the introduction of auto enrolment will require further policy action in the short term, and certainly before 1 January 2013.
This summit was convened with a view of creating a policy consensus to tackle the challenges ahead. Following the Summit, ILC-UK will publish a report which sets out the recommendations which emerge from the event.

Efficiency versus insurance: The role for capital income taxation in social s...GRAPE
We study the interactions between capital income tax and social security in the context of longevity. On the one hand, taxing capital income gains reduces capital accumulation and slows down economic progress. On the other hand, increasing life expectancy raises incentives for capital accumulation, which makes capital relatively less responsive to the tax hikes. Under longevity, reforming social security from a defined benefit system to a defined contribution system limits the extent of fiscal imbalance in the long run, thus further raising efficiency.
The existing view in the literature states that the insurance motive dominates the efficiency gains when evaluating the welfare effects of social security reform with stochastic income shocks. We show, under plausible calibration of the US economy, that the efficiency gain resulting from the interaction of social security and capital income taxation in the context of longevity provide welfare gains sufficient to outweigh the loss of insurance. By analyzing a variety of fiscal closures, we reconcile our result with the earlier literature. We also study the political economy context and show that political support for capital income taxation is feasible.

Why can we say we invest soundly :
• our reserves are « ironclad »
reserves have been calculated last year using a discount rate that can be qualified
as prudent : 1,7% (3,7% with a core inflation of 2% per year);
• our funding ratio is still high, since it remains close to 110 %, although
all the capital losses on the stock portfolio have been taken into account,
the impact of the Greek default has been booked;
• our SRI policy is consistent with the way we manage the liabilities side of our balance
sheet. As we invest for the very long term, sustainability is important.
