Legal Framework:
• Public Procurement Law #4734:
• This Law establishes the principles and procedures to be
applied in any procurement held by public authorities
and institutions governed by public law or under public
control or using public funds.
• The duties of Public Procurement Authority (PPA) is
regulated in Article 53 of the Law 4734.
• The training duty of PPA is laid down in point (b) of
Article 53:
• ʺto provide training on procurement legislation,
to provide national and international
coordinationʺ
• The training duties of the Authority is conducted by ʺthe
Department of Trainingʺ.

c) To provide on-the-job training activities for the staff of the
PPA.
d) To work in coordination with the other persons or entities to

• 2002-2013:
• 2855 entities and 54.143 people participated in these
activities.
• 2014:
• 947 entities and 7602 people
• 2015:
• 92 entities and 8563 people
• 2016:
• 48 entities and 7944 people
• 2017:
• 45 entities and 4685 people
• The entites which had public procurement training vary from the
Grand National Assembly of Turkey to municipalities.
• All these official training activities are provided by the staff of
the Public Procurement Authority.

• Another important subject is on-the-job training of the
assistant public procurement experts and public procurement
experts.
• PPA has 30 assistant public procurement experts already (+7 to
be employed), and their training programme is going on.
• An assistant public procurement expert needs at least 3 years to
be promoted as a public procurement expert.
• During these 3 years, they have to:
• Participate in the courses
• Work as an assistant of a public procurement expert
• Write a thesis on a subject which deals with public
procurement issues.
• Also, Public Procurement Authority is sending its competent
personnel to abroad for Master or PhD education.
• Currently, 2 public procurement experts are having education in
foreign countries.

Conclusion:
• Public procurement is a long process from the designation of
the needs to the signing of the contracts, and a lot of staff are
involved in this process.
• Therefore, PPA pays a great attention to the training of
the employees who are responsible from the
procurements of their own authorities, entities.
• Also, because PPA is responsible from reviewing the
complaints and regulating the legislation, it cares about the
training of its own personnel.
