The WTERT Colombia Council was created to stimulate research and identify technologies for energy use and waste management in Colombia. It seeks to promote waste management and participation from universities, industry, government and other organizations. The Council meets regularly to discuss topics like waste-to-energy and establish relationships with other institutions. It also aims to offer training courses on waste-to-energy and held its second Pan-American conference on the subject in Medellin, highlighting the need for sustainable waste management in Colombia.

An indisputable fact is that humanity already consumes more natural resources than the planet can replenish. Traditionally, the production processes are characterized by use of natural (raw material) in the manufacture of products for human consumption which residues resulting are taken to a landfill. This operational dynamics can be termed as Linear Economy. Unlike the Linear Economy model, the Circular Economy seeks efficiency in product manufacturing and reuse solid waste contributing in this way to avoid the exhaustion of the planet's natural resources. Adopting the principles of Circular Economy is critical because of the need of human beings to make better their natural resources to avoid their future exhaustion and not cause so many negative impacts on the environment.

This presentation focuses on eco-city development initiatives in developing countries towards developing low carbon society. Rapid urbanization in developing countries may be the most significant demographic transformation in our century as it restructures national economies and reshapes the lives of billions of people. At the same time, urbanization has also contributed to environmental and socioeconomic challenges, including climate change, pollution, congestion, and the rapid growth of slums. But as a major style of residential environment, city, has been endowed new contents by new ideas ever emerged in the history and eco-city development has emerged as a way to address climate change issues in the context of developing sustainable cities in developing countries. Eco-cities have the potential to address many of the problems like climate change and socio-economic aspects associated with urban development, as does the concept of sustainable development in an urban setting. Drawing on lessons learned from the planning and development process of several low-carbon eco-cities, this paper explores the potential of an integrated urbanism approach for developing countries. The objective is not only to mitigate factors contributing to climate change, but to manage risk, maximize resilience, and promote the successful economic and social growth of the urban eco community in developing countries. An integrated urbanism approach to planning may give us the tools to leapfrog the environmental and public health costs of economic progress and create a new model for cities across the developing world.

El 21 de abril de 2024 se llevaron a cabo marchas en todo el país contra el funesto gobierno de Petro. Hemos recogido un testimonio de esta marcha en la ciudad de Medellín, Colombia, para que quede claro el sentimiento de miles de personas que se expresaron, de muchas formas, con entusiasmo, sencillez, naturalidad, sin violencia, cantando himnos y consignas. Como era de esperar en este arrogante señor, menospreció y demeritó las marchas, que fueron apoteósicas en todo el país. Les invito a ver este análisis de la marcha y de la que trató de organizar y de manipular Petro el 1 de mayo (día de la tradicional marcha sindical del Día del Trabajo), para ver los contrastes.

La cultura es el conjunto de prácticas, de creencias, de formas de pensar, de niveles de conciencia que tienen los grupos humanos.
La sostenibilidad se ha ido convirtiendo cada vez más en un componente fundamental de las culturas en todas las regiones del mundo.
La práctica de la sostenibilidad implica cambios importantes en la concepción del mundo.
La sostenibilidad implica ciclos complejos e interconectados, ciclos de retroalimentación.
Para tener éxito, es necesario que las personas y las organizaciones posean estados creativos, estados avanzados de conciencia.
Las actitudes creativas tienen que ver con el despertar de las capacidades para imaginar, establecer visiones, generar declaraciones, asumir compromisos y políticas que resulten en la conservación de la tierra y sus recursos, con acciones que eviten el desperdicio y muestren respeto por lo racional y por las formas correctas de proceder.
La creatividad ayuda a generar preguntas importantes, cuestiones sustanciales, que dan lugar a actitudes de cambio, de desarrollo, de innovación, de investigación, a enfoques novedosos hacia los problemas y a la generación de alternativas.
De ello depende la sostenibilidad real del sector de los plásticos, que está en la mira de las críticas a la realidad actual, como fuente de amenazas al medio ambiente y como símbolo de la sociedad de consumo.
Es aquí donde interviene la práctica de las metodologías, las tecnologías y las ingenierías apropiadas, altamente motivadas, éticas y ricas en creatividad, para hacer contribuciones esenciales a la sostenibilidad.
HACIA LA CREACIÓN DE UNA CULTURA WTE
No es asunto fácil, ya que implica rompimiento de esquemas, cambio de puntos de vista y generación de nuevos conocimiento y tecnología
WTERT Colombia y la SAI vienen desarrollando tareas continuas para crear conciencia sobre estos asuntos y para fundamentar sus propuestas con base en conocimiento validado, según los siguiente cuatro principios estratégicos.

Para el tratamiento WTE lo más acostumbrado es el uso de los sistemas de incineración mediante combustión controlada.
Existen también sistemas de Gasificación, tratamiento a altas temperaturas con Antorchas de Plasma y la Pirólisis
En los países más desarrollados se trabaja con una combinación de métodos de reciclaje y de WTE (Waste to energy, generación de energía desde los desechos)

LA SOSTENIBILIDAD (1)
Existe un amplio consenso entre los expertos en todo el mundo que señalan que se está dando en la tierra un significativo cambio climático, el cual se manifiesta en aumentos de la temperatura media superficial del planeta y en aumentos en el nivel del mar.
Según la mayoría de los expertos estos cambios se deben al aumento en las concentraciones ambientales de los denominados gases de efecto invernadero, como es el caso del CO2, aumento que se origina claramente en la actividad humana y en el empleo industrial, comercial y social de los combustibles fósiles.
El cambio climático se considera una clara amenaza para la vida, la civilización y la tierra misma.
Se unen a esta situación las dificultades relacionadas con la pobreza, las tensiones sociales, las migraciones masivas y la violencia. Como consecuencia de lo anterior, desde hace unas tres décadas, se han venido sosteniendo diversos foros y conferencias internacionales, en las cuales se ha planteado la problemática descrita.
No ha sido fácil alcanzar consensos sobre las situaciones y sobre las acciones necesarias, pero se ha ido avanzando internacionalmente, siendo quizás lo más significativo lo que tiene que ver con el desarrollo del concepto de la sostenibilidad, el planteamiento de los denominados ODS, objetivos del desarrollo sostenible y el establecimiento de metas y de planes de trabajo internacionales, regionales y nacionales para logra ponerle límites al calentamiento global y desarrollar medidas de mitigación de los impactos negativos del cambio climático.
El concepto de desarrollo sostenible y de la sostenibilidad tiene que ver con que la sociedad funcione con base en prácticas compatibles con el futuro, de modo que se tengan en cuenta los recursos naturales, las limitaciones ambientales y las necesidades sociales.
Esto se logra con un equilibrio entre tres factores básicos: medio ambiente, economía y sociedad, de modo que haya supervivencia de los diferentes esfuerzos humanos (proyectos, empresas, organizaciones) a lo largo del tiempo.
Al enfrentar el desafío de la sostenibilidad, se deberán responder las siguientes preguntas:
¿Qué principios pueden contribuir al uso sostenible?
¿Cómo puede ser nuestra visión para sentir que estamos asociados con la sostenibilidad y que no somos simplemente consumidores y generadores de una economía desechable y derrochadora que conduce al agotamiento de los materiales y al daño a la tierra?
Estas no son preguntas fáciles. La primera trata del conocimiento, de la tecnología, de la regulación y de los métodos. La segunda muestra los desafíos asociados con las creencias y objetivos de las personas. Y se relaciona con un problema cultural

-La transmisión de calor se dé a través de diferencias de calor infinitesimales (es decir, muy pequeñas).

Se divulgó por Facebook, Twitter y WhatsApp. Se tenía como objetivo aproximarse a la opinión de personas interesadas que, de alguna forma, directa o indirecta; por contacto directo al ser parte de una red en la cual participan los que la divulgaron; o indirecta, por hacer parte de otras redes de sus amigos o conocidos, que se unan a la encuesta a través de sus propios contactos en varios niveles. La intención fue trabajar con escalas amplias de valoración (de 1 a 10 en algunos casos y de 1 a 5 al calificar aspectos variados del gobierno).
Se solicitó a los participantes dar tres opiniones distintas sobre el desempeño del presidente y su gobierno. Cada persona podía dar libremente tres opiniones. Esto con el fin de auscultar el sentir de las personas de este universo.
Se recibieron 12.822 respuestas. Se considera amplio este número. Sin embargo, los autores del análisis de la encuesta y los que la elaboraron y divulgaron no están en capacidad de certificar nada sobre las personas que respondieron la encuesta, ni sobre la posibilidad de que tales personas que respondieron enviaran más de una respuesta, si bien se solicitó que solo enviar una respuesta. Al observar la muestra, pareciera que las personas en general respetaron esta solicitud.
Al revisar los resultados de la encuesta, han sido muy desfavorables para el Presidente Petro y su gobierno.
Es evidente que este gobierno no ha logrado, para nada, ganarse a la mitad de la población votante que no votó por Gustavo Petro, y tampoco a la gran población de abstencionistas. Por el contrario, los ha alejado cada vez más con sus programas, que la mayoría considera defectuosos, en todas las áreas. Solamente cuenta con el apoyo de sus votantes y aún en este caso, en promedio, ellos asignan puntuaciones promedio apenas aceptables, que no llegan a buenas o excelentes.
Pero la prueba ácida de esta encuesta reside en la oportunidad que se dio a los que la respondieron de calificar con un máximo de tres opiniones a Petro y su gestión.

Se observa que es significativo el porcentaje de personas que votaron por Petro y que, a pesar de ello, expresaron opiniones desfavorables con respeto a su gestión (un 18 ,4 %). En cambio, solo un 0.13 % de los que respondieron y que no votaron por Petro expresan opiniones favorables. La inmensa mayoría de la muestra expresó opiniones desfavorables, incluyendo la inmensa mayoría de los que no votaron en las elecciones.
Es entonces evidente que Petro está generando insatisfacción creciente aún en sus votantes

El cambio climático - Controversias y visiones alternativasEnrique Posada
Se hace una revisión de las distintas variables relacionadas con el cambio climático y el calentamiento global. Se examina lo que se considera que es el consenso relacionado con la gravedad de los problemas del cambio climático y la urgencia de tomar acciones. A partir de este punto se plantean diversas ideas que permiten plantear controversias con respecto a dicho consenso y a las acciones necesarias, examinando las narrativas dominantes y sus consecuencias. Se sugiere que es importante que las personas e instituciones entiendan de verdad el tema, ojalá haciendo aportes propios, innovadores y creativos, desde la ciencia, la ingeniería, la tecnología y el humanismo. En este sentido se señala que es importante contar con la posibilidad de proponer críticas y controversias, con apertura y evitando las etiquetas que destruyen las conversaciones. Luego se propone una aproximación a la revisión de las variables relacionadas con el cambio climático incluyendo una serie de propuestas para resolver las situaciones.

Esta charla hizo parte de mi intervención en un panel sobre el futuro de la minería en Colombia.
Según lo propuesto, se plantearon los siguientes retos en el panel:
Retos del Sector Minero Colombiano.
El sector minero colombiano ha enfrentado varios retos en las últimas décadas que los
podemos resumir en los desafíos actuales:
1. Los Problemas de Seguridad: El sector minero colombiano ha sido afectado por
la presencia de grupos armados ilegales que han generado violencia e inseguridad
a empresarios, trabajadores, así como a las comunidades cercanas a las minas. Los
procesos de informalidad e ilegalidad en la explotación minera cada día son más
graves. El gobierno colombiano ha implementado medidas para mejorar la
seguridad en la industria minera, pero aún queda mucho por hacer para garantizar
la seguridad del sector minero colombiano.
2. Los Impactos Ambientales: Los impactos ambientales han sido significativos en
Colombia, incluyendo la contaminación del agua y el aire, la deforestación y la
pérdida de biodiversidad. El gobierno colombiano ha implementado medidas para
mitigar estos impactos, pero la falta de cumplimiento y la corrupción han sido
problemas persistentes.
3. Los Problemas de Infraestructura: El sector minero colombiano ha enfrentado
problemas de infraestructura, incluyendo la falta de carreteras y vías de transporte
adecuadas, lo que ha dificultado el transporte de minerales y ha aumentado los
costos de producción. El gobierno colombiano ha implementado medidas para
mejorar la infraestructura, pero aún queda mucho por hacer.
4. La Competencia Global: Colombia enfrenta una competencia global en la industria
minera, con países como Brasil, Chile y Perú siendo importantes productores de
minerales. Para competir en el mercado global, Colombia necesita mejorar su
competitividad y eficiencia en la producción de minerales.
5. La Falta de inversión: El sector minero enfrenta una falta de inversión,
especialmente en la exploración de nuevos yacimientos de minerales estratégicos.
La falta de inversión ha limitado el potencial del sector minero colombiano y ha
afectado su capacidad para competir en el mercado global.
6. Los Conflictos Sociales: El sector minero colombiano ha sido objeto de conflictos
sociales y protestas por parte de las comunidades locales que se oponen a la
actividad minera debido a los impactos ambientales y sociales que genera. La falta
de formalización, trámites engorrosos y la falta de consulta social en el desarrollo
de la Licencia Social para Operar y la participación ciudadana en la toma de
decisiones, han sido un problema para el apoyo de la minería legal.
7. Falta de coherencia institucional: las autoridades vinculadas al sector minero no
logran tener representatividad en las regiones y no cumple con los propósitos de
formalización, fiscalización y fomento de la actividad minera. Los gobiernos han
generado leyes y decretos que no logran un desarrollo real del sector minero.

Se presenta el resultado de una encuesta realizada sobre el proyecto de plan de desarrollo presentado por el gobierno de Gustavo Petro, en Colombia, para discusión y aprobación en el congreso para el período 2023 a 2026. Se concluye que Este es sin duda un asunto complejo, lleno de aristas, de asuntos técnicos, legales y de procedimientos, que puede escaparse a muchas de las personas.
Es recomendable que todos lean el plan y hagan sus aportes a los congresistas y a los medios de opinión, incluyendo las redes sociales, para contribuir a mejorar notablemente estos procesos, que causan muchas dudas y temores entre las personas y que pueden afectar notablemente el futuro y la gobernabilidad de Colombia.
Se presentan diversas consideraciones sobre el efecto invernadero, el CO2 y las formas de evitar emisiones de CO2 mediante el transporte sostenible, detallando diversas herramientas para ello. The professor may want to change the sequence of questions for every student. The problem that a student has is whenever a date for the exam is declared the student has to take it and there is no way he can take it at some other time. This project will create an interface for the examiner to create and store questions in a repository. It will also create an interface for the student to take examinations at his convenience and the questions and/or exams may be timed. Thereby creating an application which can be used by examiners and examinee’s simultaneously.
Examination System is very useful for Teachers/Professors. As in the teaching profession, you are responsible for writing question papers. In the conventional method, you write the question paper on paper, keep question papers separate from answers and all this information you have to keep in a locker to avoid unauthorized access. Using the Examination System you can create a question paper and everything will be written to a single exam file in encrypted format. You can set the General and Administrator password to avoid unauthorized access to your question paper. Every time you start the examination, the program shuffles all the questions and selects them randomly from the database, which reduces the chances of memorizing the questions.

Hierarchical Digital Twin of a Naval Power SystemKerry Sado
A hierarchical digital twin of a Naval DC power system has been developed and experimentally verified. Similar to other state-of-the-art digital twins, this technology creates a digital replica of the physical system executed in real-time or faster, which can modify hardware controls. However, its advantage stems from distributing computational efforts by utilizing a hierarchical structure composed of lower-level digital twin blocks and a higher-level system digital twin. Each digital twin block is associated with a physical subsystem of the hardware and communicates with a singular system digital twin, which creates a system-level response. By extracting information from each level of the hierarchy, power system controls of the hardware were reconfigured autonomously. This hierarchical digital twin development offers several advantages over other digital twins, particularly in the field of naval power systems. The hierarchical structure allows for greater computational efficiency and scalability while the ability to autonomously reconfigure hardware controls offers increased flexibility and responsiveness. The hierarchical decomposition and models utilized were well aligned with the physical twin, as indicated by the maximum deviations between the developed digital twin hierarchy and the hardware.

6. MEETINGS, ACTIVITIES AND AIMS
The Council meets every three weeks to discuss different topics both in the
progress of the work plan, possible contacts and projects to be executed, among
others

contribution of members, with members being in charge of exposing to the
group in a subject matter of their knowledge.
The councils aims to establish and maintain relationships and request technical

7. COURSES AND TRAINNING ON WTE
Courses on WTE will be offered in alliance with university institutions
and with ACIEM
Wtert Colombia Council and ACIEM, Antioquia Chapter, together with
the Remington University Institution, are organizing a first Diplomate in
Energy Recovery of Solid Waste. This will be a 90 hour teaching class
and shop effort, aimed at engineers, officials and managers of
environmental authorities in the region and personnel of technological
vocation with interest in the valuation and rational use of solid waste.

9. This event was held at Medellín with the attendance of some 110
people from different universities in Colombia as well from people from
companies, government sectors and manufactures of specialized
equipment for waste handling and WTE.
Through the key note talks and the oral presentations attendants could
see how universities and other concerned scholars and experts are
paying growing attention to study WTE technologies as they best apply
to developing countries, doing work to assess the potential of MSW in
several applications, including municipalities. Among the work
presented there were studies to characterize and estimate the calorific
and other properties of MSW and studies to determine the feasibility
of WTE technologies for Latin American countries.

10. Companies in the industrial sector, cement, steel and agricultural,
presented ongoing projects in which they are already applying WTE
technologies to valorize and treat different types of waste.
For example, cement companies that use the tires of the vehicles
and the African palm crops that use the waste to produce biogas.
It is necessary to put the industrialists and public officials in contact,
so that they bring experiences and encourage the municipalities to
undertake this type of projects

11. The experiences shared by public officials and the City of Mexico and
the State of Mexico, as city and state, pioneers in Latin America in
the management and approval of two WTE projects that apply the
incineration of MSW, shows that if it is possible to convince to the
environmental authorities and the community in general to accept
this type of technology.
The work of WTE plant suppliers, such as Babcock and Wilcox, and
Veolia, to financially structure WTE projects, together with municipal
and departmental governments, to make the projects viable, is a
lesson for project engineers and public officials who must promote
this type of projects.

15. • Colombia is the third-most populous country in Latin
America (50 million people) with and urban population
estimated at 76%.
• The average national unemployment rate in 2017 was
9.4%, but informality is a big problem for the labor
market.
• The Gross domestic product per capita, 2017, is 6.472
U.S. dollars.
• As in 2016, the National Administrative Department of
Statistics (DANE) reported 28.0% of the population below
the poverty line, of which 8.5% in extreme poverty.

16. • As it happens in other countries with high levels of poverty,
indigence and unemployment, this comes associated with
informal waste recycling practices, especially among the
poor.
• Around 20 people per 10.000 habitants work in Colombia in
these recycling task, 3,9 organized in collective groups; 5,7 as
workers in separating plants; 14,5 associated to the
recollection systems; and 9,7 in other places.

17. According to date from an OPS (Panamerican Health Office) study
this figure compares the daily per capita urban solid waste
generation in Colombia to the situation in Latin America, showing
that Colombia generates waste at a rate a little lower than the
average. With a medium generation of 0.54 kg/hab./day, the
estimated daily generation will be around 26.000 tons.
18. • In Colombia, recycling has been in practice since many years
ago, and employs about 100.000 people, with about 30%
associated in 128 cooperatives, having even a National
Association of Recyclers (ANR), and 70% working
independently.
• Colombia is a model in the region in the recycling of paper
and cardboard, with a recovery of 57%.
• The recycling rate of waste such as paper, cardboard, glass,
metals and plastics is 17%, and by 2018 the goal will be to
achieve a recycling target of 20%

19. • The rest of the waste goes to waste dumps or sanitary landfills as
there are not any thermal treatment facilities in the country.
• Following the OPS report, 81,8 % of this go to sanitary landfills (100
% for the case of the large cities); 4,1 % to controlled dumps; and
12,5 to open dumps.
• Out of these disposing facilities, very few have lixiviate treating
plants or methane burning systems. Space is becoming an issue and
there are growing concerns and limitations about the growth of the
landfill system areas in the coming years. In other cases,
environmental concerns are becoming more and more important.

20. LEGAL FRAMEWORK IN COLOMBIA FOR THE INTEGRAL AND
SUSTAINABLE MANAGEMENT SYSTEM OF SOLID MUNICIPAL WASTE
(MSW) AND THE USE OF WTE SYSTEMS
In Colombia, general planning is carried by the National Direction of
Planning through directives generated by COMPES (Consejo Nacional
de Política Económica y Social, National Council of Economic and
Social Policy). There is currently a defined National Policy for the
Management of Solid Waste, updated through the CONPES 3874 of
2016. The policy is based on:
• Reduce the generation of MSW (the same as USR, urban solid
residue).
• Minimize MSW that are deposited in landfills or dumps as a final
disposal.
• Promote the reuse, use and treatment of solid waste.
• Minimize and avoid the generation of greenhouse gases

Principles of Circular Economy defined in Colombia
22. The ways of proceeding described in the table imply, in many cases,
new ideas and beliefs, as compared to the usual practices.
To establish those mindsets among people (consumers, producers,
government, leaders, and citizens) it is necessary to work out ideas
about change, points of view, creativity, testing, observing,
imagining, proposing, normalizing, developing culture and
education.
To attain changes there is the need of investing time, resources,
developing tools and good communication and leadership.
The application of the Principles of
Circular Economy defined in Colombia
23. Colombia has assumed international compromises that have to do
with the management, use and valorization of the MSW. This is
the case of COP21-2015 where the country has agreed to reduce
20 % its GHG emissions in 2030.
In the United Nations 2015 summit, Colombia subscribed to the 17
sustainable development objectives, which went into application
in 2016. Specifically, objectives 11 and 12, refer to the integral and
sustainable management of the MSW, where WTE projects, like a
biogas plant and incineration systems, apply perfectly.
Compromises and planning in Colombia
24. In the National Development Plan of Colombia for the period of
2014-2018, called "All for a New Country", it is proposed to issue
a general law for the integral management of solid waste, to
harmonize the existing regulations.
The National Development Plan refers to desirable efficiencies in
the integrated management of solid waste for local entities,
which will allow for incentives when the Plans for Integral Solid
Waste Management (called PGIRS) include projects for using and
taking advantage of waste.
Compromises and planning in Colombia
25. • Decree 1077 of 2015 of the Ministry of the Environment regulates the
provision of the waste handling services and requires that the
municipalities incorporate their use in the PGIRS [10].
• In article 361 of the Political Constitution of Colombia, 1991, it is
indicated that the state must ensure the provision of public services to
all the inhabitants of the country, while Law 142 of 1994, allows the
municipalities to delegate this work in authorized private entities.
Therefore, the Municipalities of Colombia can be directly promoters
and/or owners of WTE plants or assign to an existing entity that
purpose.
It follows that, according to the legal framework described, the
execution of WTE projects in Colombia is possible from the normative
point of view.
Real legal possibilities for WTE in Colombia
26. EXISTING BARRIERS FOR WTE IN COLOMBIA AND
SUGGESTIONS TO MANAGE THEM
Based in their experience as promoters of WTE projects; members of
WTERT - Colombia council; as project engineers and interested
subjects in the field and participants in several international and
national forums, seminars, university courses and conferences, the
authors have been able to perceive a list of barriers.
They make somewhat difficult the development of WTE projects in
Colombia, at least in the short term. They are listed and analyzed. For
each one, suggestions are proposed for their managing and
mitigation, with the purpose of promoting the realization of
sustainable and well- designed projects of WTE systems that become
truly beneficial for the country.

32. PROPOSED MODEL FOR APPLICATION OF WTE
TO SOLID WASTE IN COLOMBIA
To help provide some perspective on this matter, the authors present
here a model of application of WTE to solid waste in Colombia. It is
based on simulating the impact on the economy of these projects,
according to variations on the auxiliary fuel used (natural gas or coal)
and in the water content of the treated waste (which varies according
to the percentage of organic domestic biodegradable material
separated before the WTE facility.
The model estimates required electricity sale prices and electric power
generated for a unit capable of treating 500 ton/day of waste after
recycling at current levels and organic waste separation at the
simulated levels. It also estimates number of plants and total
generated electricity for the treatment of all the separated waste in
WTE.
33. PROPOSED MODEL FOR APPLICATION OF WTE TO SOLID WASTE IN COLOMBIA
Required electricity prices for an WTE cogenerating plant if a 20 year pay
back is considered, based on yearly interest on debt of 6 and 10 %, applied
to 50 and 100 % of investment (equity by owners) and gate fees of 0,01 and
0,02 US $/kg, both for natural gas and coal as auxiliary fuels
34. The total number of 500 ton/day WTE plants for this would be between
29 and 45. The total installed generating capacities would be between
400 and 850 MW. The estimated annual generated energy will be
between 3500 and 7400 GWh.
The estimated investment for total treatment of separated waste by
cogeneration WTE plants would be between 1600 and 3400 million US$.
To have a perspective for these numbers consider that the local utility
company, EPM is currently investing between 5500 and 6500 million US$
in the Hidroituango hydroelectric generating plant with an installed
capacity of 2400 MW and 13930 GWh of annual generated energy.

35. Putting into functioning these systems, in the average, will require
important proportions of the cogeneration fuels usage in Colombia,
especially in the case of the cogeneration with coal. However, in this
case, Colombia is a large exporter y producer of coal for exports and
there are enough reserves for this WTE application. Besides, some of
the considered cases do not require auxiliary fuels.
Another perspective comes from comparing the projected uses of
natural gas and coal to the current yearly uses in the country.

After this simulation and analysis, it can be seen that it is necessary to add
to the economic considerations the corresponding social and
environmental evident and hidden benefits, which should be monetized
and included in the cash flow to evaluate a given project. Among these, it
is worth to mention the following ones:
• Job generation. This is especially important if a decision is taken to
integrate, as much as possible, local engineering, installation and
manufacturing into the project. This also applies to the jobs associated to
the production of coal in the case of coal cogeneration.
• Contribution to eliminating greenhouse gases and to eliminating water
and air pollution.
• Value and scarcity of the necessary land necessary for future landfills and
expansion of existing ones and early recovery of valuable land of the
existing landfills, for public use.

• Cost of lixiviate and biogas treatment for any required landfill
expansions.
• Valued added by the necessary research and development associated
with the WTE systems and their technology. Intellectual property can be
generated and negotiated.
• Transportation cost to far away landfills.
• Available electric power to equilibrate the offer when hydroelectric
plants suffer for lack of rains and availability of electric energy to
develop industrial and high technology agriculture in the sites close to
the WTE plants.
• Possibility of uses for the ashes coming from the WTE plants
38. Similar analysis should be done by waste managing concessionaires,
responsible in great part for the final disposition of the MSW. In so far,
apparently, they have no seen yet WTE as an option to be considered.
It is important to find schemes in Colombia that allow promoting WTE
projects, for example, sharing the initial investment between
institutional actors and private actors or actors in the electricity sector.
This means that the municipalities, local states and national government
contribute with equity and investment in the stage of thermal or
biochemical treatment and that the others invest from the turbine or
internal combustion engine forward, for example.

39. The public organizations could so provide steam, biogas or synthesis
gas, which they deliver to the private stockholders to produce and
commercialize the electricity.
To get some initial experience, it seems advisable, in Colombia, to
work out WTE projects with low electricity production, for example
with capacities between 500 kW and 20 MW, practically the same
range of small hydroelectric plants, and still small compared with
the capacities of coal-fired thermoelectric and natural gas plants
that exists in the Colombian electricity sector. However, each time a
WTE project is executed that contributes with some MW, it
displaces the need for conventional large-capacity thermoelectric
power plants over time, replacing existing ones or new projects,
which in principle seem good from the macroeconomic point of
view because coal and natural gas could be directed to sectors
where their use is more efficient.
