2. Kearsipan mempunyai peranan penting sebagai pusat ingatan, sebagai sumber
informasi, dan sebagai alat pengawasan yang sangat diperlukan dalam setiap
organisasi (Basir Barthos, 2009).
Arsip memang tidak perlu disimpan terus, tetapi arsip juga tidak boleh terus dibuang
atau disingkirkan begitu saja karena sudah terlalu banyak arsip di tempat
penyimpanan (Sularso dkk, 2011).
Biro Administrasi Umum dan Kepegawaian (BAUK) Universitas Negeri Semarang
(Unnes) adalah salah satu Biro perguruan tinggi negeri yang menempatkan arsip
sebagai barang yang vital. Petugas arsip sudah membuatkan jadwal retensi untuk
setiap arsip yang disimpan namun beberapa arsip yang seharusnya sudah disusutkan
masih berada di dalam folder arsip dan bercampur dengan arsip-arsip baru sehingga
sulit untuk menemukan arsip aktif yang masih dibutuhkan.
3. Dilihat dari latar belakang di atas permasalahan dapat
dirumuskan sebagai berikut :

2. Bagaimana melakukan penyusutan arsip dengan
menggunakan Jadwal Retensi Arsip pada Biro Administrasi
Umum dan Kepegawaian (BAUK) Universitas Negeri Semarang
(Unnes) ?
4. Adapun tujuan yang ingin dicapai dalam penelitian ini adalah :
1. Untuk mengetahui pentingnya melakukan penyusutan arsip
dengan menggunakan jadwal retensi arsip.
2. Untuk mengetahui proses penyusutan arsip menggunakan
Jadwal Retensi Arsip pada Biro Administrasi Umum dan
Kepegawaian (BAUK) Universitas Negeri Semarang (Unnes).
5. 1. Manfaat Teoritis
Sebagai bahan referensi akademik untuk sarana pengembangan
ilmu pengetahuan dan informasi tentang sistem penyusutan arsip
dengan menggunakan Jadwal Retensi Arsip yang dikaji secara
teoritis bagi mahasiswa yang membutuhkan.
6. 2. Manfaat Praktis
• Bagi peneliti adalah wujud aplikasi minat pada pokok kajian manajemen
kearsipan serta untuk meningkatkan pengetahuan dan pemahaman
tentang penyusutan arsip.
• Bagi pembaca adalah sebagai tambahan wawasan khususnya pada
bidang manajemen kearsipan serta sebagai referensi pihak-pihak yang
berkepentingan.
• Bagi instansi adalah sebagai tambahan bahan masukan yang dapat
digunakan sebagai referensi bagi yang memerlukan informasi mengenai
penyusutan arsip dengan menggunakan Jadwal Retensi Arsip.
7. • Arsip tidak selamanya harus disimpan, suatu ketika (atas dasar umur
arsip) arsip harus disusut dan dipindah dari tempat penyimpanan
(Sularso Mulyono, 2011).
• Kegiatan penyusutan termasuk pemindahan, pemusnahan serta
penyerahan ke Arsip Nasional Pusat atau Arsip Nasional Daerah. Dari
segala kegiatan tersebut penyusutan merupakan salah satu sarana
penting untuk mengatasi masalah bertumpuknya/bertimbunnya arsip
yang tidak berguna lagi (Basir Barthos, 2009).
8. Sedarmayanti (2008) tujuan penyusutan arsip adalah untuk :
a. Mendayagunakan arsip dinamis sebagai berkas kerja maupun sebagai
referensi.
b. Menghemat ruangan, peralatan dan perlengkapan
c. Mempercepat penemuan kembali arsip
d. Menyelamatkan bahan bukti pertanggungjawaban pemerintah.
Tujuan penyusutan arsip akan tercapai jika setiap organisasi memiliki
program dan rencana pengurangan arsip. Program meliputi penetapan jangka
simpan arsip (retensi arsip) beserta penetapan simpan permanen dan musnah.
Program tersebut perlu dituangkan pada apa yang dinamakan jadwal retensi
arsip (record retention schedule) (Martono, 1994).
9. Metode yang digunakan dalam pengumpulan data adalah :
1. Metode Wawancara
Wawancara merupakan metode pengumpulan data dengan cara bertanya
langsung (berkomunikasi langsung ) dengan responden (Lincolin Arsyad, 2008).
Penulis melakukan metode wawancara dengan mengajukan pertanyaan-pertanyaan
kepada pihak yang mengelola arsip mengenai penyusutan arsip
menggunakan Jadwal Retensi Arsip
2. Metode Dokumentasi
Dokumentasi yaitu mencari data mengenai hal-hal atau variable yang berupa
catatan, transkrip, buku, surat kabar, majalah, presensi, notulen rapat, agenda dan
sebagainya (Suharsimi, 2006).
10. Dalam penulisan laporan ini digunakan pengolahan data dengan menggunakan
statistik deskriptif yaitu dengan cara mendeskripsikan atau menggambarkan data
yang telah terkumpul sebagaimana adanya tanpa bermaksud untuk membuat
kesimpulan yang berlaku umum atau generalisasi (Sugiyono, 2005).
Penulis menggunakan metode deskriptif dimaksudkan agar memperoleh gambaran
dan data secara sistematis tentang berbagai hal yang berkaitan erat dengan
penyusutan arsip di Biro Administrasi Umum dan Kepegawaian (BAUK)
Universitas Negeri Semarang (Unnes).
11. Dari hasil penelitian, sistem penyusutan arsip pada Biro Administrasi Umum
dan Kepegawaian sudah sesuai dengan teori Martono yaitu Jadwal Retensi Arsip berisi
tentang jenis arsip, jangka waktu sesuai nilai kegunaannya dan dipakai sebagai pedoman
penyusutan arsip. BAUK sudah membuatkan jadwal retensi untuk setiap arsip yang
disimpan dan membedakan mana arsip yang masih aktif dan inaktif.
Tahap penyusutan yang dilakukan oleh BAUK sesuai dengan PP No 34 tahun
1979 yaitu dengan melakukan pemindahan, penyerahan dan pemusnahan.
Pengelolaan arsip digunakan untuk mempermudah dalam penemuan kembali
arsip. Pencarian arsip di BAUK selain menggunakan sistem subjek dengan
mengklasifikasikan setiap unit kerja yang ada, BAUK juga menggunakan sistem
komputerisasi untuk memudahkan dalam penemuan kembali arsip yaitu dengan menyecan
arsip kemudian memasukkan dokumen yang telah di scan ke web yang dibuat oleh
BAUK.
12. 1. KESIMPULAN :
• BAUK menggunakan sistem subjek untuk penyimpanan arsip
dan menggunakan komputerisasi untuk memudahkan penemuan
kembali arsip.
• Semua arsip dibuatkan jadwal retensi untuk memudahkan
penyusutan
• Setiap penyusutan dibuatkan berita acara
• Kendala yang dihadapi adalah kurangnya sumber daya manusia
yang menangani arsip dan tempat penyimpanan arsip
13. 2. SARAN :
• Sebaiknya dilakukan penambahan tenaga kerja baru yang ahli
di bidang administrasi khususnya bidang kearsipan agar
pengelolaan arsip bisa dilakukan dengan baik.
• Sebaiknya ada satu pekerja di setiap satuan unit kerja yang
diberikan tugas khusus untuk membuat Jadwal Retensi Arsip
pada setiap arsip sehingga penyusutan arsip dapat dilakukan
dengan baik dan tepat.
• Sebaiknya dibuatkan tempat khusus untuk penyimpanan arsip
sehingga lemari arsip tidak bercampur jadi satu di ruangan kerja.
