This presentation discusses two databases. The first is a database of the platform scholarship from 2000 to present. The second is a global database of platform companies.

Asia is second only to North America in generating large successful platform companies. The growing significance of platform companies is perhaps inevitable, given the size and scale of Asia in the global economy, a large and growing middle class, rapidly growing internet usage and a knack for quickly trying and adapting new business models. Platforms such as Tencent, Alibaba, Naver, Flipkart and Garena — to name but a few — are becoming important vehicles to efficiently provide services to the region’s large and growing middle class as it embraces digital technology. The survey identified 62 major platform companies operating across Asia, with a market capitalization of $800 million or more. The final list of companies is diverse. The companies serve 10 major industry sectors, with headquarters in 18 different cities. They have grown dramatically in the past decade, with a significant number of platforms now servicing hundreds of millions of users. These companies have also attracted significant investor attention. The market value of the 62 companies now exceeds $1.1 trillion, and they are having a growing influence on shaping markets throughout the region.

The complexity, volume and diversity of government policies and regulations raises significant burden on both the complying parties and government itself. On the one hand, businesses, civil organizations and other societal entities are required to simultaneously comply with and interpret different and possibly conflicting or inconsistent regulations. On the other hand, government as a whole must ensure policy and regulatory coherence across its various policy domains. While the recent wave of open government initiatives have led to significantly more public access to these documents, features allowing cross-referencing related documents and linking to less formal documents or comments on other media more understandable and accessible to the public are not common if at all available today. As a solution to this challenge, we propose an Open Government-wide Policy and Regulation Information Space consisting of documents that are “semantically” annotated and cross-linked to other documents in the information space as well as to external resources such as interpretations, comments and blogs on the social web.
Our approach is three-fold. First, we identify the requirements for the infrastructure. Second, we eloborate a Reference Architecture identifying the various elements needed within the infrastructure. Third, we show how such infrastructure may be realised as a linked data portal where policies and regulations are published as linked open data. Finally, we present a case study involving environmental policy and regulations; discuss the potential impact of such infrastructure on coherency and accessibility of policies and regulations and concludes with challenges associated with provisioning a linked open policy and regulatory information infrastructure.

Sitations are the way that researchers communicate how
their work builds on and relates to the work of others and
they can be used to trace how a discovery spreads and is
used by researchers in different disciplines and countries.
Creating a truly comprehensive map of scholarship,
however, relies on having a curated machine-readable
database of citation information, where the provenance of
every citation is clear and reusable. The Initiative for Open
Citations (I4OC), a campaign launched on 6 April 2017,
sought to make publisher members of Crossref aware that
they could open up the citation metadata they already give
to Crossref simply by asking them. With the support of
major publishers and the endorsement of funders and other
organisations, more than 50% of citation data in Crossref
is now freely available, up from less than 1% before the
campaign. This provides the foundation of a well-structured,
open database of literally millions of datapoints that anyone
can query, mine, consume and explore. The presenter will
discuss the aims of the campaign, the new innovative
services that are already using the data, what more still
needs to be done and how you can support the initiative.

According to the Scholarly Kitchen Chefs, one of the things to have the biggest impact on scholarly publishing in 2015 is the publication of data and objects (like multimedia, application code). While we have seen the launch of ‘data journals’ from the like of Elsevier and Nature in the past 12 months, we have also seen the pressure from funders for institutions to be better managing the digital products of research carried within their walls. Funders are increasingly requiring grantees to deposit their raw research data in appropriate public archives or stores in order to facilitate the validation of results and further work by other researchers. According to the JISC and RLUK funded Sherpa Juliet site, globally there are now 34 funders who require data archiving and 16 who encourage it. So are we on course for a collision between publishers and institutions over who has control over the digital products of research? Previous attempts by institutions to retake control of printed scholarly output through institutional repositories have been beneficial, but have not stemmed the profit margins or reach of the big publishers. This is mainly due to the culture of academia, where for 350 years papers have been the currency and for the last 50, impact factor has been the value. The recent influx of digital-based data and other outputs is, however, creating a culture shift. This session will explore how the web enabled world of multiple digital outputs is playing out and predict what could happen in the next 12-60 months. Either way, it’ll be an interesting journey!

Abstract—Big data and cloud computing, which can help
China to implement innovation-driven development strategy and
promote industrial transformation and upgrading, is a new and
emerging industrial field in China. Educated, productive and
healthy workforces are necessary factor to develop big data and
cloud computing industry, especially top talents are essential.
Therefore, a three-step method named 3-F has been introduced
to help describing the distribution of top talents globally and
making decision whether they are needed in China. The 3-F
method relies on calculating the brain gain index to analysis the
top talent introduction demand of a country. Firstly, Focus on the
high-frequency keywords of a specific field by retrieving the
highly cited papers. Secondly, using those keywords to Find out
the top talents of this specific field in the Web of Science. Finally,
Figure out the brain gain index to estimate whether a country
need to introduce top talents of a specific field abroad. The result
showed that the brain gain index value of China's big data and
cloud computing field was 2.61, which means China need to
introduce top talents abroad. Besides P. R. China, those top
talents mainly distributed in the United States, the United
Kingdom, Germany, Netherlands and France.

This has important implication for energy and energy efficiency given broader forces that are reshaping the energy landscape, namely the rise of denser networks (physical, grids, pipelines, fiber, etc.), growth in digital information and the opportunity for new forms and power of analytics and the shift to platform business models that harness network effects by building large ecosystems and incentivizing complements that increase the value of the platforms. Linked to this is the rise of the API Economy, which is creating a new ways to exchange valuable information. In short, a new “energy data layer” is emerging with powerful implications for the future energy intelligence, productivity and efficiency.
Presentation at "Sustainable Resilient Energy Infrastructure: Managing Growing Cities", an event in Washington hosted by the CSIS Energy and National Security Program on April 7, 2015. The event was part of the CSIS Global Sustainability Series, which investigates the role of the private sector in engaging with the U.S. government, host governments, and NGOs to help address some of the world's most complex global sustainable development issues.
To be of value, big data must often flow across national borders from one country to another. Mandated local data storage of consumer as well as industrial data can restrict or prevent these data flows. This presentation examines restrictive data trade policies and the implications for companies and countries.
All aspects of energy are becoming more information intensive, and will likely become more so in the future. This is true at the machine level, facility level, fleet level and network level. The consequences are significant including the potential for more efficient operations, lower transaction costs, a shift from reactive to predictive maintenance, better safety and finally new regulatory dynamics with new levels of transparency for monitoring and enforcement.
The Digital Age and the Age of Gas are often discussed separately, however there are a variety of forces are bringing them together. In this presentation, I discuss the intersection through expanding network synergies, the ability to drive greater asset productivity, how it will change the nature of work for different categories including field engineers, the implications for regulation as the accuracy and access to monitoring technologies increases and finally how convergence can support greater energy system resiliency.

The Correlates of War Project was founded in 1963 by J. David
Singer, a political scientist at the University of Michigan. The
original and continuing goal of the project has been the systematic
accumulation of scientific knowledge about war. Joined by historian
Melvin Small, the project began its work by assembling a more
accurate data set on the incidence and extent of inter-state and
extra-systemic war in the post-Napoleonic period. To do this
scientifically Singer and Small found they needed to operationally
resolve a number of difficult issues such as what is a “state” and
what precisely is a “war.”
