The Internet of Things (IoT for Beginners Guide)Ashish Kumar
You might have heard plenty of jargons related to the internet, but the one that has become a buzzword recently and is broken into the mainstream as potentially the most significant term for the way we communicate, work and live in the near future is: The Internet of Things (IoT). Today, everyone is talking about the Internet of Things (IoT) from the newspaper to tech blogs. But what, exactly, is the IoT for beginners? Let’s find out. For more details visit: https://goo.gl/qT4LYA
The Internet of Things (IoT) is an umbrella term which covers a broad repertoire of sensors, applications, technologies, and use cases as they are enabled by the network of objects and devices with an IP address (Internet Protocol). Smart locks, smart cars, smart security system, smart thermostats, and smart health monitor are some of the examples of The Internet of Things (IoT) you’ve probably heard recently, and you’re going to hear more as the year progresses.
Digital platforms and services stimulate economic growth and development. Countries are looking to the “internet economy” to provide new market opportunities and help achieve the UN’s Sustainable Development Goals (SDGs) such as promoting economic growth and sustainable industralisation, a process often relying on an increase in online access rates and smartphone penetration.

Reimagining ASEAN: The digital journey to 2025Varun Mittal
Evolving digital technologies have the potential to transform industries, enrich lives and propel global progress. For ASEAN in particular, embracing digital technology could prove the key to a more dynamic, networked and innovative region by 2025 – driving new economic activities and realising the full potential of its young demographic. So what are the opportunities – and main barriers – to a globally recognized and digitised ASEAN? And is there a chance that greater digitalisation could backfire?

From Vision to Procurement: Principles for Adopting Cloud Computing in the Pu...accacloud
Cloud computing is a scalable, cost-efficient and highly-secure solution to help the public sector transform their services and drive efficiencies. However, to effectively enable public sector cloud procurement, discussions need to advance beyond just cost and security. Appropriate procurement processes that provide clear guidance on how cloud can be procured are also critical.
This paper outlines seven principles distilled from conversations with government procurement officers, policymakers, and auditors where they have told the ACCA and its members what the essential elements are to enabling adoption of technology solutions in the public sector. The ACCA is delighted to present this white paper to help demystify cloud solutions and provide necessary guidance to procurement policymakers and public sector agencies that are evaluating cloud services.

Digital technology is evolving rapidly, leading to the
emergence of new services and applications that
are transforming the way people live, work, play and

Abstract This paper introduces an open, interoperable, and cloud-computing-based
citizen engagement platform for the management of administrative processes of public
administrations, which also increases the engagement of citizens. The citizen engage-
ment platform is the outcome of a 3-year Italian national project called PRISMA
(Interoperable cloud platforms for smart government; http://www.ponsmartcities-
prisma.it/). The aim of the project is to constitute a new model of digital ecosystem
that can support and enable new methods of interaction among public administrations,
citizens, companies, and other stakeholders surrounding cities. The platform has been
defined by the media as a flexible (enable the addition of any kind of application or
service) and open (enable access to open services) Italian Bcloud^ that allows public
administrations to access to a vast knowledge base represented as linked open data to
be reused by a stakeholder community with the aim of developing new applications
(BCloud Apps^) tailored to the specific needs of citizens. The platform has been used
by Catania and Syracuse municipalities, two of the main cities of southern Italy, located

in the Sicilian region. The fully adoption of the platform is rapidly spreading around the
whole region (local developers have already used available application programming
interfaces (APIs) to create additional services for citizens and administrations) to such
an extent that other provinces of Sicily and Italy in general expressed their interest for
its usage. The platform is available online and, as mentioned above, is open source and
provides APIs for full exploitation.

Cloud services, big data analytics and the Internet of Things can transform the public sector. While the opportunities appear to be innumerable, restricted primarily by finite budgets, barriers to adoption commonly emerge in three areas: quality of infrastructure, legal framework and skills. Comprehensive coverage and bandwidth are important infrastructure requirements but cost of access can impede take-up, a problem which countries can potentially manage by reducing entry barriers in their telecommunications sector. Facilitating adoption requires clear rules relating to data collection, storage, sharing, privacy and security.
“Byte-sized” updates from TRPC on tech-related policy and regulatory developments in APAC. This month’s edition spotlights efforts to improve telecoms service quality and accessibility in Malaysia, the Philippines and South Korea and regulatory changes to improve competition and consumer protection in Japan and Vietnam. China, Indonesia and South Korea have also released plans around Artificial Intelligence (AI) development and in the financial services space Indonesia and Taiwan have published medium-term fintech development roadmaps.
"Bite-sized" updates from TRPC on tech-related developments in APAC. In telecoms, South Korea appears to be the first country in APAC to allow 6GHz Wi-Fi. OTT services continue to be scrutinised, with Australia and Japan casting an eye on misinformation and slander efforts. In FSI, South Korea will be hoping to expand the use of big data, while Australia is relaxing rules on regulatory sandbox participation.
"Bite-sized" updates from TRPC on tech-related developments in APAC. In Hong Kong more spectrum has been earmarked for 5G, while Indonesia wants to better monitor the QoS. The long-drawn saga of the Common Tower initiative in the Philippines continues to play on. Other updates include on data protection updates in India, New Zealand, and South Korea, new OTT rules and consultations in Australia, India, and Taiwan. And digital payments acceptance requiring new consumer protection and security systems in place.
"Bite-sized" updates from TRPC on tech-related developments in APAC. For April 2020, we look at how governments in APAC have been approaching the need for more connectivity and capacity in light of COVID-19 and more people working from/staying home.

Search and Society: Reimagining Information Access for Radical FuturesBhaskar Mitra
The field of Information retrieval (IR) is currently undergoing a transformative shift, at least partly due to the emerging applications of generative AI to information access. In this talk, we will deliberate on the sociotechnical implications of generative AI for information access. We will argue that there is both a critical necessity and an exciting opportunity for the IR community to re-center our research agendas on societal needs while dismantling the artificial separation between the work on fairness, accountability, transparency, and ethics in IR and the rest of IR research. Instead of adopting a reactionary strategy of trying to mitigate potential social harms from emerging technologies, the community should aim to proactively set the research agenda for the kinds of systems we should build inspired by diverse explicitly stated sociotechnical imaginaries. The sociotechnical imaginaries that underpin the design and development of information access technologies needs to be explicitly articulated, and we need to develop theories of change in context of these diverse perspectives. Our guiding future imaginaries must be informed by other academic fields, such as democratic theory and critical theory, and should be co-developed with social science scholars, legal scholars, civil rights and social justice activists, and artists, among others.

Neuro-symbolic is not enough, we need neuro-*semantic*Frank van Harmelen
Neuro-symbolic (NeSy) AI is on the rise. However, simply machine learning on just any symbolic structure is not sufficient to really harvest the gains of NeSy. These will only be gained when the symbolic structures have an actual semantics. I give an operational definition of semantics as “predictable inference”.
All of this illustrated with link prediction over knowledge graphs, but the argument is general.

digital tools - has time-compressed two years of slow adoption of use of
technology, into two months!
1. How can we establish digital transformation policies in ASEAN to - not
just DEAL with covid19, but also to RECOVER from the pandemic?
Drastic plans are needed
○ Can we even go “back to normal”/go backwards?
○ Time to discuss business continuity plans, and resilience
1. Digital divide has truly been exposed during covid19
○ infrastructure build-out
○ organisational culture needs to leverage technology to be
inclusive

workspace now, beyond the digital divide, and improve the digital
literacy.
1. Should be a public-private partnership to roll-out reskilling programmes
1. Especially for SMEs, to adopt digital technologies to ensure that they are
embracing digital technologies to recover quickly from the economic
fallout from covid19 - beyond giving subsidies / “teach them to fish”
mentality
1. Govt should also avoid over-regulating; need to have the space to
innovate -- have a framework, but have the private sector have the space
to be innovate and thrive
1. Public sector themselves have to embrace digital transformation
themselves - beyond the social media-type of
“digitization”/”digitalization” - govt must understand the difference
11. Digital Transformation
Session Notes
SUGGESTIONS (continued)
6. Suggestion for an ASEAN digital policy workshop
7. For the public sector, working with the private sector, to discuss issues such
as cross-border data flows, data localisation (server in your backyard/under
your table concept) - to explain how technology and cloud computing works,
and what the best technologies are
8. Real constraints - some countries are simply NOT at the point where they
can engage in ALL digital transformation at this point - step-up plan can be
put in place, with cloud computing; is it a best use of resources to devote all
budget to building an in-country data centre
9. What are the concerns that enterprises and govts have for DCs? Who is
qualified to have access to the data? How can the physical security of data
centres be protected? Resourcing for private companies is higher - MSFT
spends USD1b in cybersec a year; compare with local govt budget to protect
their own DCs
12. Cooperation and Collaboration
OBSERVATIONS
1. ASEAN has extreme community diversity
○ different opinions on specific concepts e.g. rule of law,
access to justice
○ versus “the ASEAN way”
1. Supporting civil society should come via ASEAN member states
(AMS)
○ increasing engagement on the ground/ need to look to the
ground
○ “political change management”
○ trust-building between civil society and member states
Session Notes
13. Cooperation and Collaboration
SUGGESTIONS
1. ASEAN to consider cooperation and collaboration as an
“enabling” Strategic Thrust - it helps allow other STs move ahead
1. Socializing govt with the technology at hand is impt, in order to
do capacity-building at the local level. Here the private sector
has a role to play, to find platforms for trust-building and
information-sharing, strong engagement needed
a. Private sector to show govts what the risks and benefits are
b. if govts aren’t equipped to handle tech, there will be a big
gap in egov services - private sector can assist with this
1. Private sector also has to assist with consensus-building -
training and skills-building, but we also need to establish other
consensus-building platforms
