(ICTs) is a broader term for Information
Technology (IT), which refers to all
communication technologies, including the
internet, wireless networks, cell phones,
computers, software, middleware, video-
conferencing, social networking, and other media
applications and services enabling users to access,
retrieve, store, transmit, and manipulate
information in a digital form.

taken in January 2021 . Of this
total 92.6% (4.32 billion)are

A digital citizen refers to a person who has the knowledge and skills to

The digital citizen needs to follow six principles of citizenship:

Digital footprint are created on two ways:

The following action plan shall be adopted to implement the national IT
policy and fulfill its objectives:
Participation of private sectors in infrastructure development
Arrangements shall be made for development of infrastructure related to IT.
Measures shall be adopted to develop skilled manpower.
IT shall be used to improve the quality of education.
Necessary legal infrastructure shall be created for the promotion of tele-
medicine, distant learning , tele- processing and commerce.
18. Institutional Provisions
• The National Information Technology Development Council shall be
constituted under the chairmanship of the Rt. Honourable Prime Minister.
• The National Information Technology Development Council shall be review
and revise information technology policy, appraise annual progress and
solve problems that may arise and carryout such other activities as it may
deem necessary for the development and extension of the information
technology sector.
• The National Information Technology Development Council shall be set up
under the Ministry of Science and Technology.
19. Electronic Transaction and Digital Signature Act
• Electronic Transaction and Digital Signature Act – Ordinance was enacted
in Nepal in 2061 BS(2004).
• It was formulated mainly to legalize the different trading activities
through the global computer network and to give a boost to the e-
governance activities.
• It contains a strong provision of punishment against cyber cries according
to the nature of the crime.
The different cyber mentioned in the law include:
Hacking
Damage to computer source code
Breach of privacy
Faking digital signatures
20. Major Interesting Aspect of Electronic Transaction And
Digital Signature Act
• A controller of a public key certifying authorities has been appointed by
the government. This office will recognize certifying authorities who will
have the authority to issue public key certificates and verify digital
signatures.
• To facilitate electronic filing of the Government agencies and to promote
efficient delivery of Government services by means of reliable electronic
records.
• Provides a detailed provisions for the Controller of Certifying Authorities
to regulate Certifying Authorities.
• Provides provision of an Appellate Judicial body to listen to complaints,
cases and cyber related crime.
