"Piracy is the act of boarding
any vessel with an intent to
commit theft or any other
crime, and with an intent or
capacity to use force in
furtherance of that act."

YESTERDAY & TODAY
Earlier they used machetes, knives and pistols.
Today they still use knives but now they carry AK-47s and
RPGs
OFFICIAL REPORTS MENTION ONLY A FRACTION OF THE
PROBLEM .
PIRATE GANGS HAVE PENETRATED SHIPPING COMPANIES,
PORT AUTHORITIES AND EVEN CUSTOMS SERVICES.
TO AVOID INCREASED INSURANCE PREMIUMS.
UNLESS THERE IS A MURDER OR A VESSEL SEIZURE THE ACT
MAY GO UNREPORTED.

WEAPONS
OpticalLaser Distractor
 BoatTrap
 Non-
Lethallaunchers
Secure ShipElectricFence
ShipLocSystem
Robot antipirate boats
These types of
non-blinding laser
devices use highly
directional optical
energy to support
several non-lethal
missions.
OPTICAL LASER DISTRACTOR
•This device involves
dropping an
entangling net from
a helicopter into the
path of a boat.
• The net entangles
in the boat’s
propeller, forcing the
vessel to a safe stop.
BOAT TRAP
High-voltage
electric fence
for ships is
the latest
weapon to
fight against
piracy.
SHIP ELECTRIC FENCE
One particularly effective
system is known as
"Shiploc" which uses a
hidden personal computer
aboard ship to monitor
position by satellite 24
hours a day. Should anyone
breach a fiber optic network
stretched around the
vessels perimeter, an
automatic signal is provided
both to the ship's crew and
authorities ashore.
SHIP LOC SYSTEM
NON LETHAL LAUNCHERS
It provides a less
than lethal
ordnance platform
that can fire smoke,
flares and low
impact explosive
charges to deter,
delay and defend
against potential
boarders.
ROBOT ANTI PIRATE BOATS
The unmanned
Protector could be
remote-operated
from around 10
miles away, with
enough on-board
sensors, speakers
and microphones to
make contact with a
vessel before it’s too
late.
VULNERABILITIES
 Successful attacks illustrate the following common
vulnerabilities
 Low Freeboard
 Inadequate Planning & Procedures
 Visibly low state of alert or lack of evident self-
protective measures
 When the ship looks as if it will respond slowly or not at
all
 Ship did not heed piracy warnings.
ANTIPIRACY ACTION PLAN
 This plan has six prime objectives for 2011 :
 to increase pressure at the political level to secure the
release of all hostages being held by pirates;
 to review and improve the IMO guidelines to
administrations and seafarers and promote compliance
with industry best management practices and the
recommended preventive, evasive and defensive
measures ships should follow;
 to promote greater levels of support from, and
coordination with, navies;
Contd. . .
 to promote anti-piracy coordination and co-operation
procedures between and among States, regions,
organizations .
 to assist States to build capacity in piracy-infested regions of
the world,
 to provide care, during the post-traumatic period, for those
attacked or hijacked by pirates and for their families.
World Maritime Day theme
‘Piracy: orchestrating the response’
SOS (Save Our Seafarers) campaign which aims to
highlight the plight of seafarers and bring pressure on
governments
The problem area has spread from Somalia itself to 1,500
miles out to sea, almost to India’s coast
