Ships crew allure thieves to go alongside
ship for :
Buying vegetables, meat, dvd/vcd etc
Selling old ropes, garbage, wire,
cigarette, old electronics, bilges etc

Most of the ships make delay report sometime after 2-3
hours
Some times ships are over claiming
Most of the cases ships do not maintain proper watch
Just after anchoring ships crew remain relaxed for
sometime and watchmen need time to board
