Program Development
Phases of Comprehensive Program
Sandra P. Cunanan
Topics includes:
Management Activities
Program Operations
Budget Planning
Management Activities
Management activities are activities that establish, maintain
and enhance the total guidance and counseling program.
Management Activities
1. Professional Development:
Counselors need to be involved regularly in updating their
professional knowledge and skills.
This may involve participating in regular school in-service training,
attending professional meetings, conferences, and workshops, or
completing graduate course work.
Management Activities
2. Staff and Community Relations:
This activity involves orienting staff and the community to the
comprehensive guidance and counseling program through such
means as newsletters, local media, e-mail, and school-community
presentations.
Management Activities
2. Staff and Community Relations:
Ex. First Year Enhancement Program in UP.
 This package of activities designed for First Year Student
facilitates academic and psycho-social adjustment to University
life.
Management Activities
2. Staff and Community Relations:
Ex. Orientation and Information
This consists of accumulation and dissemination of information
about the different guidance activities, vocational opportunities,
and educational information for better adjustment and personal
growth.
Management Activities
3. Advisory Committees:
Serving on departmental curriculum committees, community
committees, or advisory boards are examples of ways to support
other programs in the school and community and to gain
support for the guidance and counseling program.
Management Activities
4. Community Outreach:
Included are activities designed to help counselors become knowledgeable
about community resources and referral agencies, field trip sites,
employment opportunities, and local market information.
This may involve counselors' visiting local businesses, industries, and
social services agencies on a periodic basis.
Management Activities
5. Program Management And Operations:
Included are the planning and management tasks needed to support
activities conducted in a comprehensive guidance and counseling program.
This category also includes responsibilities that need to be fulfilled as a
member of the school staff.
Management Activities
6. Research and Development:
 Guidance and counseling program evaluation, needs assessment, data
analysis, follow-up studies, and the continued development and updating
of guidance learning activities and resources are some examples of the
research and development work of counselors.
Program Operations
Consists of activities and strategies that assist in establishing, maintaining,
and enhancing the program.
All activities and strategies within this component provide support to the
program in particular, and to the school system in general.
Most often activities in this component are carried out by the guidance
counselor.
Program Operations
The entire school community is involved in this component, especially system support.
Suggested activities to manage and support the program includes:
overseeing program implementation
providing related professional development
establishing relationships with community stakeholders
establishing effective public relations and program promotion
Budget Planning
What is a budget?
 A financial plan of an entity relating to a period of time.
 Involves setting objectives to be achieved and the coordination of people
and their organizational aspirations.
 The financial budget is a way of quantifying the resources needed to
achieve these objectives.
Budget Planning
A counseling program budget is established to support the program
goals and priorities.
The Guidance budget is crucial to the implementation of all Guidance
Programs.
Budget Planning
Sources of Revenue:
In School setting:
1. Guidance Fees
Most schools charge a Guidance
Fee as part of the miscellaneous fees of the students.
Budget Planning
Sources of Revenue:
2. Application Fees
 Some schools collect Application Fees from prospective enrollees.
 Since personnel, testing materials and supplies and time are used in screening applicants
for admission, a percentage of the application fee is remitted to the Guidance budget.
Budget Planning
Sources of Revenue:
3. Testing Fees
 Some academic institutions have veered away from directly testing their students by
employing the services of testing centers like the Center for Educational Measurement and
the Asian Psychological Services and Assessment Corporation.
Budget Planning
Those schools charge their students a separate testing fee or draw from the Guidance
Fee.
Since both testing agencies administer, correct, summarize, and interpret tests and
conduct related research on them, savings are made on Guidance Resources and the
school does not accumulate test materials over the years.
Budget Planning
Stages in Planning A Budget:
1. Identify organizational or project objectives.
2. Decide what is the ‘Limiting Factor’
3. Gather the data.
4. Determine the amount to be received.
5. Determine the amounts to be spent.
6. Construct the budget.
