Open data provides opportunities for transparency, innovation, and participatory governance. There are technical challenges to making data open, from simple formats to linked data. While open data is often implemented by volunteers and the public sector, its long term success requires involvement from commercial organizations who can analyze and add value to data at larger scales. Ensuring public interests are protected as more commercial actors become involved will also be important going forward.
- Persistent identifiers (PIDs) play a key role in discoverability, accessibility, and reproducibility of research by providing long-lasting references to digital resources like publications, data, software, and people.
- There are many PID systems that vary in purpose, governance, metadata collected, and other factors such as Handles, DOIs, and ORCIDs. DOIs are most widely used for research data.
- When choosing a PID, factors to consider include purpose, scope, underlying technology, governance, and trustworthiness to ensure the PID remains long-lasting. It is important that PID systems and their social infrastructure are maintained to avoid failures.

for Dissident and Exiled Creative Artists’. With members of Belarus Free
Theatre and invited and public audience. (February 2016)
• Follow-up workshop on ‘Digilantism’. Building on October workshop,
using Well-Sorted tool to identify key themes and concerns and building
projects and teams for future funding bids. (February/March 2016)
