Asia after a Possible Withdrawal of Coalition Forces from Afghanistan” undertaken by
the Russian International Affairs Council (RIAC) is to make an attempt to identify the

This working paper was prepared as part of the Russian International Affairs Council’s project The Situation in Central Asia after the Possible Withdrawal of the Coalition Forces from Afghanistan. It examines aspects of Russia’s participation in rendering assistance to the countries in the region. The authors identify drivers of instability in Central Asia, review the involvement of the main players and donors in assisting development in the region, and evaluate Russia’s role and capacity in this field with due account of its national interests. The authors offer a number of recommendations on increasing the efficiency of Russian aid to Central Asian countries.

The following conclusions are coming to end First, the U.S. government can continue, in the nearest future, to put pressure on China on issues such as human rights, civil society development, and Internet freedom. This pressure will be reflected in China, especially among educated youth and the growing middle class. The preservation and consolidation of American positions in the waters of the Pacific and Indian Oceans is forcing Beijing to focus on the resource and transit potential of mainland Eurasia One Belt One Road , highlighting the growing importance of Russia and Central Asia for China’s strategy. Second, the U.S. administration’s attitude toward China remains moderate, despite occasional changes. The tendency for bilateral dialogue and mutually beneficial cooperation prevails. Third, there was unequivocal support from both houses of Congress for the Trump administration’s new tough demands on China. Existing problems between the parties, in particular, China’s close cooperation with Russia, further complicate the situation to the detriment of China. Fourth, the positive development of bilateral relations will contribute to ensuring international political, economic, environmental stability and global security. The authors propose to use the term “West Asia” to facilitate new views and approaches on the existing problems and bring economic and geographical interaction to the forefront of the relations between the external and regional actors and within regional actors themselves. The authors emphasize the need to reorganize the economies of the states of the region, including, in particular, the Arab Mashreq subregion. It would help to restore the previously disrupted balance of power. The multiplicity of crises in West Asia and North Africa impairs the effectiveness of the region’s international institutions and is not conducive to advancing regional integration projects. . It is important to save money every month in order to be able to make better financial decisions in the future. I hope to use some investing approaches for beginners to purchase funds without getting into debt. Most people underestimate how much they truly spend in a month. Therefore, I am underestimating how much I spend as well. I eat out quite a bit with friends and family, so my restaurant bill for the holidays might be higher than anticipated.

The rise of China as a very visible actor in Africa is one of the most striking features of the first decade of the new millennium. Trade between the two regions is projected to reach $100 billion before 2010, ten times the 2000 figure. Accumulated investment by Chinese firms doubled from $6.27 to almost $12 billion between 2005 and 2006, and Chinese banks have offered attractive (and sometimes very large) packages of loans to finance trade, investment, and development.
Many African governments welcomed China’s announcements of further aid, trade, and investment at a major China–Africa summit in November 2006 in Beijing. At the same time, the rise of China has been greeted with fear and apprehension by many in the United States, Europe, and Africa who see this strong interest more as a threat than an opportunity. Although trade and investment are two central means by which China and Africa engage this paper focuses primarily on development finance and official development assistance: the broad spectrum of activities called “foreign aid.”
For the most part, the donor community focused on Chinese aid only recently, and in many cases only with the publicity surrounding the November 2006 Forum on China–Africa Cooperation in Beijing, where Chinese president Hu Jintao pledged to double China’s aid to Africa by 2009 (Box 1). He also promised to offer $3 billion in preferential loans and $2 billion in preferential export buyers credits, establish three to five special trade and economic zones, allow more than 400 kinds of goods into China duty-free, and set up a $5 billion fund to support investment by Chinese firms in African economies.
Later that year the president of the China Export Import Bank (Eximbank), Li Ruogu, announced that he hoped to disburse up to $20 billion in finance for African projects over the next three years. The rise of China as a global power is undoubtedly one of the major transformations of the post-Cold
War international system. There are a lot of figures and facts demonstrating China’s rise to economic

Under Xi Jinping, China has become more assertive in its foreign policy and military actions, including clashes with India and the US, construction of military bases in disputed waters, and economic coercion of countries that offend China. While Xi supports international organizations like the UN and economic globalization, he criticizes the US-led international liberal order and promotes China's ancient concept of "tianxia" - a hierarchical world order centered around a powerful China. Tianxia is incompatible with the liberal order as it allows China to act in its own interests without accountability to international rules or values, but China also does not seek to fully replace the liberal order through global leadership like the US. Overall, China's vision under Xi makes it

There will be conflicts between great powers, within benefiting societies, and within China itself that require constant negotiations over power and resource sharing. As projects expand abroad, China will face more criticism from labor, environmental, and business groups that could impact domestic stability. To ease tensions, China, the West, and Islamic countries will need to negotiate sharing benefits and resources from projects more fairly. This could help address the roots of many conflicts over natural resources.

Violent conflict is increasingly recognized as one of the big obstacles to reaching the Sustainable Development Goals (SDGs) by 2030. Its dramatic resurgence over the last few years has caused immense human suffering and has enormous global impact. Violent conflicts have also become more complex and protracted, involving more non-state groups and regional and international actors. And they are increasingly linked to
global challenges such as climate change, natural disasters, cyber security and
transnational organized crime. It is projected that more than half of the people
living in poverty will be found in countries affected by high levels of violence by 2030.
This is utterly contrary to the promise contained in the 2030 Agenda to leave no
one behind.
As the human, social and financial costs and complexity of violent conflict and its global impact grow, we must ask ourselves: how can the global community more effectively prevent violent conflict?
At the United Nations, we believe that prevention means doing everything we can to help countries avert the outbreak of crises that take a high toll on humanity, undermining institutions and capacities to achieve peace and development. We mean rededicating ourselves to the United Nations Charter, the mandate of Agenda 2030, protecting and respecting human rights, and ensuring that our assistance goes to those who need it the most.
Prevention should permeate everything we do. It should cut across all pillars of the United Nations’ work, and unite us for more effective delivery. This study is a contribution to our internal reflection on the broader challenges of prevention.

The oppression of Uighur Muslims in China is a serious issue that the Security Council must address. Over a million Uighurs have been detained in camps in Xinjiang, where they face human rights violations including restrictions on religious and cultural practices. While China claims the camps provide vocational training, leaked documents show the camps are tightly controlled detention centers. The issue is complex as China is a permanent Security Council member with significant global influence, but many countries and human rights groups have condemned China's actions. The Security Council must determine the best way to resolve this issue and protect the rights of the Uighur people.
