The Utilities Operational Technology Manager is responsible for managing Riverside
Public Utility specific operational and business related activities and resources,
including internal and contract staff to oversee critical system projects and
initiatives in the following areas:
•Customer Relationship Management, Customer Information Systems, Integrated
Financial and Administrative Systems, Geospatial Information Systems, Work and
Asset Management Systems, Electric and Water SCADA, Electric Market Operations
Systems, Distribution Automation Systems and other technologies such as
communications, mobile applications and cyber security. In addition, the incumbent
is responsible for creating an organizational structure and environment to maintain
subject matter expertise in all functional business applications.
•Coordinate the organization, staffing and operational activities for information
technology operations; identify resource needs, review with appropriate
management staff and implement improvements.
•Assist in the development of the strategic plans for the department's technology
needs and develop, review and revise the multi-year IT operational roadmap.
•Direct, coordinate and review the work plan for assigned technology and
operational services and activities; assign work activities and projects; monitor
workflow; review and evaluate work product, methods and procedures; meet with
staff to identify and resolve problems.
•Approve, prioritize, budget and control projects and the overall RPU technology
portfolio related to selection, acquisition, development and installation of major
information systems, networks, communication systems and mobile computing.
•Monitor, identify and evaluate the efficiency and effectiveness of service delivery
methods and procedures and develop, implement and manage innovative
technology and business process solutions that enhance service offerings.
•Select, train, motivate and evaluate personnel, provide and coordinate staff
training; recommend and maintain an organizational structure to ensure consistent
subject matter expertise in all operational areas.
•Maintain an inventory of all applications used by the department to provide
operational and customer support.
•Perform complex cost/benefit analysis, workflow analysis and research to provide
sound and logical technology and business process recommendations and develop a
framework for acquisition of equipment, software and resources to meet strategic
objectives and enhance customer service objectives.
•Develop operating procedures and documentation for all major applications,
facilitate work teams responsible for documenting and flowcharting business
processes; evaluate process efficiencies and recommend alternatives where
appropriate.
•Ensure platform compatibility and consistency; manage all internal department
acquisitions of technology and telecommunications solutions including the request
for proposal process, proposal, contract negotiations and implementation; ensure
that hardware and software are consistent with department and City information
systems strategy and direction.
•Provide Utility representation and direction for RPU on all operational technology
matters, working closely with the Innovation and Technology Department, City
Departments and other agencies as necessary.
•Prepare and present budget and other funding and cost benefit proposals for
existing operations.
•Administer contracts and agreements with vendors providing hardware, software
and related services to the department; coordinate and evaluate work performed by
vendors and contractors; approve payments for projects and services; resolve
vendor performance issues.
•Attend and participate in professional group meetings; maintain awareness of new
trends and developments in the field of information technology related to the Utility
industry and incorporate new technology for operational processes as appropriate
into programs or projects.
•Develop and maintain an operational technology matrix to measure customer
satisfaction. Participate in the development and implementation of goals, standards,
objectives, policies, and procedures.
