Analysis and Production
Information collected in the previous steps will be analyzed, validated, and fused into intelligence in the analysis process to be included into finished intelligence products. Analysis is defined by the ODNI as “The process by which information is transformed into intelligence; a systematic examination of information to identify significant facts, make judgments, and draw conclusions.” (ODNI, 2013) This transformation occurs when All-Source Analysts use all the Single Source INTs to create a fused intelligence product.
Single Source INT
We learned about “Single Source INTs” in Module three and they are HUMINT, SIGINT, GEOINT, OSINT, and MASINT. They are referred to as single source because they are derived from a single type of INT. You may hear of a single source SIGINT analyst, who is an expert in signals intelligence collection, or a single source IMINT analyst, who is an expert in imagery intelligence collection.
All-Source INT
The All-Source Analyst is not an expert in collection of the single sources, but is instead an expert in a region or intelligence function (terrorism, counter-drug, crime, etc.) that is the consumer of the raw single source information from all INTs. Analysts receive incoming information, evaluate it, test it against other information and against their personal knowledge and expertise, produce an assessment of the current status of a particular area under analysis, and then forecast future trends or outcomes. The analyst also develops requirements for the collection of new information. (ODNI, 2013) The All-Source Analyst will learn through experience to validate information using multiple INTs to confirm information collected through a single source INT. For example, if information is collected from a HUMINT source, the All-Source Analyst will look for another HUMINT source to collaborate that information or possibly validate the original HUMINT source through SIGINT sources.
Validation
Validation is important to also counter an adversary’s attempts to conduct deception; however, the well-organized adversary will release multiple pieces of information through various INTs to mislead All-Source Analysts. A good adversarial deception plan will not only allow deceptive pieces of information to be collected to attempt to fool our intelligence analysts, but will also play into an analyst’s bias. The common biases of an analyst are mirror imaging (thinking the adversary will act the same way Americans do), cry-wolf syndrome (conducting an action multiple times so that when the adversary truly intends to act, our analysts do not take it seriously), and mission-creep/new normal (an adversary slowly changes tactics so that our analysts do not suspect nefarious activities).
It is important for All-Source Analysts to be confident in their assessments,
but they should be wary of overconfidence

The year is 2014. The Intelligence Community is ten years into its efforts to
implement the Intelligence Reform and Terrorism Prevention Act (IRTPA). While
change has been evident on many fronts, nothing was more closely identified with
intelligence reform than information sharing; ever since the 9/11 Commission
declared that “the biggest impediment to all-source analysis – to a greater
likelihood of connecting the dots – is the human or systemic resistance to sharing
information”1, the two had been inextricably linked. And while we were pushing
more electrons than ever before, dissatisfaction continued: in 2014, as in 2009,
no analyst in the IC had effective access to all information; analysts in many parts
of the Community complained that they couldn’t get operational traffic or law
enforcement information; we had little ability to do large scale processing of
foreign and domestic data sets; our non Federal partners were still dissatisfied
with the quality of information sharing. A dizzying array of directives had been
issued. Arbitration procedures had been established. And yet organizations
weren’t getting the information they claimed to “need.” Legitimate issues
coexisted with tripe. According to the critics, we still couldn’t connect those dots.
The reality, however, was far more complex: the only question was whether it
took a major intelligence failure to realize that fact.
This is the path we’re on. We will continue to hear claims that information sharing has
“barely improved since 9/11.” Such hyperbole is unmitigated nonsense. The robust sharing of
information between and among the key organizations has undoubtedly contributed to the fact
that we haven’t suffered a major attack. And by any objective standard, the level of sharing

Practical and Actionable Threat Intelligence Collection
A great deal of the existing human rights reporting and analysis aggregate and strip away contextual information in order to produce “quantified knowledge” that is technically reliable and useful for governmental decision making. The results produced often end up too delayed, partial, distorted, and misleading to be used by local actors and human rights defenders to directly respond to the threats that they face. Those who could benefit most from the human rights knowledge being collected and shared in the digital world are those that existing repositories of information serve the least.
In this presentation I will provide concrete guidance on approaches for adopting data-rich, practical, and actionable threat information collection. In this content heavy 1.5 hour talk I will discuss a range of tools and techniques for seeking out sources of actionable information, distinguishing valuable information from useless but interesting information, and streamlining your information collection and analysis process to allow you to focus on your real work.
This talk WON’T be focused on collecting or sharing threat intelligence and/or human rights research aimed at evidence creation or changing the public dialogue. It WILL be focused on helping you identify, collect, and use publicly available sources of information to respond to your changing threat landscape.

Deriving Intelligence from Open Source Information
The document discusses open source intelligence (OSINT) and proposes improvements to the traditional intelligence cycle. In July 2016, the ATM heist of Taiwan First bank is based on well-known Carberp malware family. The threat of cybercrime is becoming increasingly complex and diverse on putting citizen’s data or money in danger. Cybercrime threats are often originating from trusted, malicious, or negligent insiders, who have excessive access privileges to sensitive data. The analysis of ATM heist threats presents many opportunities for improving the quality and value of digital evidence. This talk will introduce some OSINT methods that can help investigators to perform a cybercrime investigation process in a forensically sound and timely fashion manner. This talk further points out cybercrime investigation, digital forensics, and ICT governance for fighting against cybercrime issues. It requires the sincere examination of all available data volumes at a crime scene or in a lab to present digital evidence in a court of law.
Information Gathering in Intelligence Agencies
Information gathering and sharing between agencies is critical for preventing threats like terrorism, yet involvement of classified information makes studying the relationship between information science and intelligence work difficult. Your work as a lawmaker is one of the toughest and most rewarding jobs in the
country. During the course of your service on Capitol Hill, you will undoubtedly need
to consider legislation and issues relevant to national security and the Intelligence
Community. Your responsibility to oversee the Intelligence Community will not be
easy, but I am confident that you will find extraordinary opportunities to protect and
pursue America’s interests around the globe.
My friends at the Harvard Kennedy School and I strongly believe that an
understanding of the inner architecture of the Intelligence Community will allow
you to serve the country more effectively. The Community’s size and complexity,
however, often confuse and stymie lawmakers attempting to understand
intelligence issues. As the 9/11 Commission Report noted, “Few members of
Congress have the broad knowledge of intelligence activities or the know-how about technologies
employed.”
This briefing book attempts to provide you with the foundation to improve your knowledge
of intelligence issues. The memos in this book give you important basic information about the
Intelligence Community and outline the central issues you will likely encounter during your time
in Congress. Although new and unforeseen challenges will certainly arise during your tenure, the

The intelligence cycle is a set of processes used to provide useful information for decision-making. The cycle consists of several processes. The related counter-intelligence area is tasked with preventing information efforts from others. A basic model of the process of collecting and analyzing information is called the "intelligence cycle". This model can be applied, and, like all the basic models, it does not reflect the fullness of real-world operations. Through intelligence cycle activities, information is collected and assembled, raw information is transformed into processed information, analyzed and made available to users.

In July 2016, the ATM heist of Taiwan First bank is based on well-known Carberp malware family. The threat of cybercrime is becoming increasingly complex and diverse on putting citizen’s data or money in danger. Cybercrime threats are often originating from trusted, malicious, or negligent insiders, who have excessive access privileges to sensitive data. The analysis of ATM heist threats presents many opportunities for improving the quality and value of digital evidence. This talk will introduce some OSINT methods that can help investigators to perform a cybercrime investigation process in a forensically sound and timely fashion manner. This talk further points out cybercrime investigation, digital forensics, and ICT governance for fighting against cybercrime issues. It requires the sincere examination of all available data volumes at a crime scene or in a lab to present digital evidence in a court of law.
Information Gathering in Intelligence Agencies
Information gathering and sharing between agencies is critical for preventing threats like terrorism, yet involvement of classified information makes studying the relationship between information science and intelligence work difficult. country. During the course of your service on Capitol Hill, you will undoubtedly need
to consider legislation and issues relevant to national security and the Intelligence
Community. Your responsibility to oversee the Intelligence Community will not be
easy, but I am confident that you will find extraordinary opportunities to protect and
pursue America’s interests around the globe.
My friends at the Harvard Kennedy School and I strongly believe that an
understanding of the inner architecture of the Intelligence Community will allow
you to serve the country more effectively. The Community’s size and complexity,
however, often confuse and stymie lawmakers attempting to understand
intelligence issues. As the 9/11 Commission Report noted, “Few members of
Congress have the broad knowledge of intelligence activities or the know-how about technologies
employed.”
This briefing book attempts to provide you with the foundation to improve your knowledge

The intelligence cycle is a set of processes used to provide useful information for decision-making. The cycle consists of several processes. The related counter-intelligence area is tasked with preventing information efforts from others. A basic model of the process of collecting and analyzing information is called the "intelligence cycle". This model can be applied, and, like all the basic models, it does not reflect the fullness of real-world operations. Through intelligence cycle activities, information is collected and assembled, raw information is transformed into processed information, analyzed and made available to users.

Understanding such factors and designing network deployments to achieve the maximal performance out of the given resources is indeed a critical task. In this lab exercise, we will study how OPNET Modeler/Guru can be used as a planning tool. We will use out-of-the-box reports, statistics, and other software tools to understand the network performance and how it relates to the LTE technology itself. Using planning workflows, we will optimize network parameters to achieve target objectives. The labs make use of OPNET Modeler/Guru, the Wireless module, and the specialized LTE model to perform this planning exercise. - 2. Student Response #1 – Nicholas The Intelligence cycle is what drives collection from every intelligence discipline. And that is especially true with OSINT. First there must be requirements to drive the intelligence cycle. With the requirements in place, the analysts will have an idea of what they are going to collect on, when the requirements are known they will be further scrutinized by the planning and direction phase which is led by the National Security Branch (Intelligence nd, np). Once the analyst is aware of the requirements and the planning/direction has taken place, they can now collect raw information through open source. Once the analyst gathers the information, they process and exploit it into a usable form. Once the information has been sorted and placed in a workable form, the analyst will now turn the raw information into intelligence (Intelligence nd np). Last and not least, once the information is turned into intelligence it will be put in the correct format to fit their customer’s needs. This is why the intelligence cycle is very important for open source information and the analysis of this information into intelligence. The steps above are pulled from the basic intelligence cycle, while the intelligence cycle that focuses primarily on OSINT (according to NATO) only uses planning and direction, collection, processing and exploitation, searching anonymously on the web, production, and dissemination and evaluation (Kernan 2012, 15). The steps are all similar, but the steps NATO points out for OSINT is more specific to OSINT, rather than every collection effort. Since a lot of us have spoke about deception techniques and some of the flaws involved with OSINT, I figured I’d also add in some opinions/information about the downsides of open source information. Although OSINT is viewed valuable in most cases, reliability issues arise from proliferation on individual cites that produce propaganda, misinformation, or disinformation (Hulnick 2002, 568). - 3. about other INT’s having reliability issues, but the fact remains that Open Source information can be printed or spoke about by anyone. With SIGINT, an individual might be targeted for a reason and the only reliability with SIGINT in this realm is if the individual is aware of the situation and alters what he/she is saying. It has been widely noted throughout the last 60 years or so that open source intelligence (OSINT) aids in providing the bulk of information used by the intelligence community. Some regard it as the “bread and butter” of analysis, serving as the basis from which other intelligence is then sought. While having been increasingly used, this method of intelligence collection is not without its drawbacks, as is the case with any of the “int’s”. Perhaps the largest challenge is sorting through the mountains of open source information in search of usable information to refine into intelligence. Hulnick says that “The conventional wisdom suggests that the greatest problem is the
- 4. excess of OSINT now overwhelming the ability of analysts to sort through it. This pressure, though not new, has been exacerbated by the proliferation of open source data in recent years” (Hulnick, 2002, 566). More and more websites are being developed every year that release or track possibly usable information. Technology has had to try and keep pace with the exponential increase in OSINT targets, which is no small matter. Another major concern about OSINT is that it is unreliable. This is not a new concern, nor is it limited to OSINT. All intelligence sources must be thoroughly vetted for reliability before they become an asset. This applies to OSINT sources just the same. Through experience and comparison, OSINT sources can be screened for reliability, bias and propaganda by the analysts, particularly the seasoned veterans. OSINT, historically, has also been proven to be used as a conduit for deception and disinformation campaigns by US adversaries – and also the US themselves. Knowing that OSINT is susceptible to being exploited in that manner, it further reinforces the idea that the seasoned analysts must be weary and closely scrutinize subject matter.
