112 - The Role of Mentoring and Project Characteristics for Onboarding in Ope...ESEM 2014
Context: Onboarding is a process that helps newcomers become integrated members of their organisation. Successful onboarding programs can result in increased performance in conventional organisations, but there is little guidance on how to onboard new developers in Open Source Software (OSS) projects. Goal: In this study, we examine how mentoring and project characteristics influence the effectiveness and effi ciency of the onboarding process. We study a collaboration program involving a total of nine Open Source Software projects and more than 120 students from dfferent universities around the world as part of Facebook’s Education Modernization Program. Method: We use quantitative measurements of source code repositories, issue tracking systems, and discussion fora to examine how newcomers become contributing members of their OSS projects. Results: We found that developers receiving deliberate onboarding support through mentoring were more active at an earlier stage than developers entering projects through conventional means. Also, we found that project size and lifetime influenced on- boarding. Conclusion: Empirical decision support can contribute to a more effective onboarding process in OSS projects. Mentor sup- port in critical stages can accelerate the process, but project maturity is also a significant factor that increases the effect of onboarding.

There is only one serious course about Free and Open Source Software Development delivered in Australia annually, the postgraduate level COMP8440 at ANU. Moreover the course is delivered by Andrew "Tridge" Tridgell who authored the seminal open source projects samba and the rsync algorithm. During this course he discusses his wealth of experience and trains then assesses students on contributing to the open source community.
This talk will be conveying as much of this week-long course as is possible in the time available, as seen through the eyes of a graduating student who was always keen about open source yet who hadn't made their first pull-requests until during this course. Now, more than a year later, the presenter is actively involved in several open source projects and will be talking about some of the characteristics of the open source community today and describing in specific detail about how to become involved. The presenter will discuss the highs, the lows, the awkwardness and unique sense of connection and achievement that can only be fulfilled by contributing to open source.
Elena Williams is a python/django web developer now working in Perth. She graduated from Master ITS program from CECS ANU in 2012. She's taught Django/Python, been involved with the Django, Python and Linux communities around Australia and organised the Python user group in Canberra whilst studying at ANU. She presented about open source participation at PyConAU 2012. She is also enthusiastic about teaching programming to non-programmers, kitesurfing, snowboarding, endurance navigation sports; is an active hacker/maker and was only called a Douglas Adams "tragic" by the Canberra Times once.

Examples of popular open source applications, operating systems, and programming languages are provided.
Defining an Open Source Software Trustworthiness Model Davide Taibi
This presentation show the results of my PhD thesis.
Modern society depends on large-scale software systems of astonishing complexity. Because the consequences of their possible failure are so high, it is vital that software systems should exhibit a trustworthy behavior.
Trustworthiness is a major issue when people and organizations are faced with the selection and the adoption of new software. Although some ad-hoc methods have been proposed (see for instance OpenBQR, OpenBRR and QSOS), there is not yet general agreement about the software characteristics contributing to its trustworthiness.
Therefore, this work focuses on defining an adequate notion of trustworthiness of Open Source Software products and artifacts and identifying a number of factors that influence it to provide both developers and users with an instrument that guides them when deciding whether a given program (or library or other piece of software) is “good enough” and can be trusted in order to be used in an industrial or professional context.

Your company is using open source, even if you don’t know it. On average, enterprise organizations are utilizing 30% open source within their code bases, and industry leaders often report up to 80% of their software is open source. More importantly, they treat open source as a strategic asset, deliberately investing in open source as a brand differentiator and as a means of thwarting the competition, getting to market faster, and attracting the best talent.
Does your company have an open source strategy? Now is the time to ask this question, because more than likely your competitors do.
This 2014 All Things Open presentation by Samsung's Guy Martin and Black Duck Software's Shawn Briscoe, covers:
- Key dimensions of a comprehensive open source strategy
- Important business issues and intelligent decisioning
- How to mitigate legal and operational risk
- The value of aligning open source stakeholders towards the larger mission of corporate success
- An understanding of the role community dynamics play in a successful initiative
- Samsung – a real world case study
[heavy content] This guide explains how to make proper use of different software forms. Particularly, the guide stresses that open source software is an essential part of software development ecosystem. It outlines its evolutionary role and challenges that are faced by the software industry. The guide should help IT managers to build sound software strategies. It also signals where are growth points for a forward looking and proactive participation in the technology community.

This document provides an overview of open source software and its adoption in education. It discusses the history and key people involved in open source software development like Richard Stallman and Linus Torvalds. The document argues that open source software provides benefits to education like cost savings, collaboration, and allowing older hardware to run new software. It recommends that schools adopt open source software for academic and financial reasons.
More than ever, open source software is at the heart of modern online businesses and technology companies. Open source is nearly everywhere: web browsers, smartphones, home wireless routers, databases, web servers, and countless components of free, commercial, and large enterprise software. But most open source software comes with strings attached, and if misunderstood, they can trip up the unwary.
Topics:
• The most common sources of non-compliance with open source licenses
• The key differences between the most popular licenses
• The basis in intellectual property law for open source licensing
• How courts in the US and abroad have enforced open source licenses
These slides are from a webinar by attorney Ansel Halliburton on September 22, 2015.
This document summarizes legal and other issues related to the use of open source software. It defines key terms like proprietary software, open source software, and freeware. It discusses and compares licensing terms for proprietary vs open source software. It notes advantages and disadvantages of each for issues like cost, modifications, standards, and support. It provides guidance on sharing and procuring software following best value practices in Massachusetts.
This document summarizes strategies and considerations for adopting open source software at NASA. It discusses areas like licensing, redistribution, open source ecosystems, community involvement versus help desk support models, intellectual property, and responsiveness. The document advocates for building communities around NASA's open source projects to encourage contributions from multiple parties.

Re-Configuring Value Networks and Competition in Industrialized, Emerging and...Andreas Meiszner
The document discusses how information and communication technologies (ICT) are impacting and reconfiguring value networks. It provides examples of this reconfiguration in four sectors: 1) free and open source software, 2) energy and smart grids, 3) higher education, and 4) Industry 4.0 and 3D printing. The document suggests that ICT allows for new combinations of ideas, mixing and remixing in novel ways, and that economic growth occurs through rearranging resources in more valuable configurations.
From Open Source Software to Open Source HardwareRobert Viseur
The open source software principles progressively give rise to new
initiatives for culture (free culture), data (open data) or hardware (open
hardware). The open hardware is experiencing a significant growth but the
business models and legal aspects are not well known. This paper is dedicated
to the economics of open hardware. We define the open hardware concept and
determine intellectual property tools we can apply to open hardware, with a
strong focus on open source licenses and practices. We next conduct some
case studies in order to determine which licenses and business models are used
by open hardware companies. We show some strong similarities with open
source software and propose new opportunities for future works.
See paper for more details.
Roberto Di Cosmo discusses achieving impact with open source software. He analyzes two successful open source projects - Hilite and Squash - that received public funding. Both focused on developing products from the start and involving potential user companies in the consortium to drive adoption. They also cultivated pertinent communities, though these were sometimes users rather than developers. Leadership by an open source company was key to coordinating contributions and ensuring sustainability.

The document reviews related work on evaluating semantic web technologies and their applicability to smart environments.
Companies can engage in the 3Os in many ways and for different reasons. In many cases, strategic and competitive advantages are at the core of a company’s decisions, but in other cases, motivations can involve social and ethical considerations such as reciprocity, altruism, and democratization of knowledge. In this talk, we outline the main business-related motivations identified by the ZOOOM project for using and contributing to FOSS. Among them: pursuing competitive advantage, reduction of development costs, technological innovation, access to knowledge or assets, and interoperability. Based on the interviews conducted by the ZOOOM partners, we also discuss major challenges and risks that businesses leveraging the 3Os must navigate.
1. The document discusses how cloud computing represents a paradigm shift that changes how applications are developed, deployed, maintained, and consumed. It allows companies to access IT resources at a lower cost with more flexibility.
2. It outlines four success factors for European ICT providers to succeed in the cloud economy: understanding cloud as an ecosystem, leveraging large networks, benefiting from small/medium enterprises, and supportive industry policies.
3. The recommendations are to create a common EU legal framework for clouds, support a European cloud computing standard, promote cloud research, support cloud adoption by SMEs, position the public sector as pioneering users, and maintain progress.

... https://limos.fr/seminar/170

Karim Baina Seminaire BigData IoT ISIMA Juillet 2016Karim Baïna

11. Open source as a Technical Opportunity
for governments & private sector –
OSS Capex
Sanjiva Weerawarana et al., 2004 & Rishab Aiyer Ghosh 2004
In Morocco,
Piracy is about 60%
(Dounia Essabban, 2006)
● When labor costs are high, as it is in developed countries, the Capex is a small
fraction of the TCO. However, when labor costs are low, as it is in developing
countries, the license fee can easily be the dominating factor of the TCO.
● OSS of course typically has little or no license cost compared to proprietary software.
● NB. * WinXP (+MSOffice) Cost (normalised with US$ cost of live 2003) =
– (Cost in USA) $560 * (U.S. GDP p capita / Country GDP p capita)

12. Open source as a Technical Opportunity
for governments & private sector –
Does open-source reduce the cost of IT investment in developing countries?
● Quite possibly. We already see just having the choice and the
competition offered by open source being used to reduce costs.
● However, I think that if the developing country is serious about
not just seeing IT as a cost center, but as a requirement for
national development, the real advantage of open source
ends up being able to build up your own knowledge base.
● And that is not cheap in itself – you’ll likely pay as much for
that as you’d pay for a proprietary software solution.
● The difference being that with the proprietary solution, you’ll
never catch up, and you’ll have to pay forever, without ever
learning anything yourself.

14. Implementing OSS IT Strategies
Steven Weber, 2003
● At a high level of generality there are three sets of policy
implementation options to be considered by governments:
– Formal approaches (such as legislation or a government strategic
plan) versus more informal, flexible approaches to letting OSFS
use evolve.
– Level of involvement : subnational, national, regional
collaboration.
– Mode of development : public sector adoption of OSFS versus
private sector adoption, and collaboration among various users.

15. What kind of policy frameworks are
appropriate to enable the success of
open-source in developing countries?
a) Hold off on Internet tariffs, licensing, and control until the industry is mature enough that one
understands its dynamics. As I understand it, Ghana is having problems right now with cybercafes
providing Voice Over IP technology, which is seen as being contrary to the stateowned
telecommunications company. Since open source only works over the Internet, policies that favor the
use and spread of the Internet are essential to building a healthy open source community.
b) Give strategic weight to IT vendors or internal solutions that incorporate open source
technologies, but don’t mandate that all IT solutions are open source !
c) Create a “CTO” for Open Source technologies in government who reports at a very high level.
Have this person be responsible for staying on top of the use of OSS in the government, establishing
standards, encouraging different groups to work together on common solutions, etc. Such a person
may communicate very frequently with those outside the country as well.
d) Have public education facilities that teach technologies focus on open source technologies as
much as possible. That is, when someone takes a class in Operating Systems, have them learn about
how they work by studying Linux.
e) Provide some funding, not a huge amount but enough for a dozen techies plus a manager or two,
whose job it is to ensure that the popular OSS software in the world is localized for the language of the
developing nation. Most OSS these days have a good story with respects to support for alternative
charsets and encodings, but simply need the manpower to provide and maintain the translation
bundles. Doing this legwork helps ensure the OSS tech. remain available for this nation citizens.

16. Open source as IT strategy –
obstacles in emergent countries
● Power of software industry lobbies
● Free software Capex & Psychological price : « expensive is
better »
● Globalisation & Agressive marketing : « brands obsession »
● Inferiority complex : « foreign is better »
● Confidence in Companies more than on Communities :
« tailored & customised technical support »
● Absence of Open source in government IT policies
● Government IT policies are more off-shoring oriented

19. Open source as Business strategy
business models for open innovation through
OSS development
● 4 “Open Innovation” models for OS as a Business Strategy
– Pooled research : Pool resources to innovate in a
common platform, exploit results (e.g. Linux, Mozilla)
– Spinouts : Release some non-core innovation in a
separate body, but stay involved (e.g. Eclipse,
OpenSolaris, Jikes, Beehive)
– Selling complements : Income from complements,
shared innovation in a common OSS core (e.g. Oracle
Http Server & IBM WS/Apache, Safari/Konqueror, Android
& Apps /Linux)
– Donated complements : Income from a proprietary
core innovation, seek donated labor for valuable
complements (e.g. Early BSD Unix, Matlab Central)

20. OSS development Business Strategy
vs off-shoring/outsourcing
Business Strategies
● environment the country is well suited to exploit outsourced and
offshored manufacturing and services of OSS products
● OS provides a unique opportunity to build software development skills
in areas of the software stack, which do not form part of the bread
and butter off-shoring/outsourcing work, which developing countries
are typically exposed to.
● It is likely that the off-shore model, rather than the outsourcing model,
will be the first approach in these businesses, as that allows
businesses in developed countries to retain a degree of control and
for the developing country to yet have a viable business model.

21. Open source as Business strategy –
some conditions for success
● High level sponsorships : governments, companies,
communities, niche, donnors
● High IT infrastructure development
● Inexpensive technical manpower
● High IT skill developers & developer communities
– one of the most successful open source software foundations of the
world, the Apache Software Foundation, uses community
strength as the litmus test to decide on whether to embark on a
project

28. Brazil - A Model to follow
● By mid-2002, many Latin American countries such as Brazil had proposed bills mandating
the use of open source in government organizations.
● Brazil is one of the countries where policies regarding adoption of FOSS have been
successful, notably in the states of Rio Grande do Sul and Pernambuco. Four cities –
Amparo, Solonopole, Ribeirao Pires, and Recife – have passed laws giving preference to
or requiring the use of software libre, and other municipalities, states, and the national
government have considered similar legislation.
● The Brazilian government is recommending that its agencies have Linux installed in all
new computers from 2004 on. Also, the Brazilian Navy has been using FOSS since 2002.
● Since 2000, the Brazilian government has been funding a large-scale open source GIS
project. The project is TerraLib, an open-source library for GIS and associated
applications (Câmara et al., 2000). TerraLib enables quick development of GIS
applications and is available at www.terralib.org. In early 2006, more than 10 private
companies in Brazil developed products using TerraLib. The latest Brazilian GIS market
survey estimates the total market to be US$150 million, with 200 companies and 4,000
employees (Magalhaes & Granemman, 2005). The service provider market is estimated to
be US$40 million. Companies offering GIS services based on open source software form
15% of the service provider market.
