Inner source applies the lessons learned from open source way of developing software within organizations. This helps to scale organizations development strategy, break silos of developers, encourage internal collaboration, and be faster to market.
If we think about why open source has been so successful, we have to consider attributes such as transparency, communication, collaboration, innovation or meritocracy. And this can be applied internally within the walls of each organization creating an 'internal open source' or the so called inner source.
As more and more developers are becoming used to platforms such GitLab, GitHub, or Bitbucket, those are willing to use similar infrastructure and modern tools internally at their organizations. Thus, inner source is another way to modernize development teams, but at the same time, a way to be close to how open source is developed from a cultural point of view, process, and tooling.
Inner source can be considered then as a pre-step to publicly release a project. Ideally, only a press-button-action is the difference between having that project as inner source within the organization, or as open source, available to everyone.
Daniel will discuss best practices for innersourcing based on his participation in InnerSource Commons, a community of practitioners built for developing and sharing knowledge and patterns for successful innersourcing.

Reasons why health data is poorly integrated today and what we can do about it

While the entire healthcare community, for decades, has been clamoring for, cajoling, and demanding integration of its IT systems, we’re actually in a pretty elementary stage when it comes to useful, practical, health IT systems integration beyond on-premise and in-building hospital software. Our problem in the industry is not that engineers don’t know how to create the right technology solutions or that somehow we have a big governance problem; while those are certainly issues in certain settings, the real cross-industry issue is much bigger – our approach to integration is decades old, opaque, and rewards closed systems.
For decades, starting in the 50’s through the mid 90’s before the web / Internet came along, systems integration meant that every system had to know about each other in advance, decide on what data they would share, engage in governance meetings, have memoranda of understanding or contracts in place, etc. After the web came along, most of that was thrown out the window because the approach changed to one that said the owner of the data provides whatever they decide (e.g. through a web server) and whoever wants it will be provided secure access and they can come get it (e.g. through a browser or HTTP client). This kind of revolutionary approach in systems integration is what the health IT and medical device sectors are sorely lacking and something that ONC can help promote.
Specifically, the following things are holding us back when it comes to poor integration in healthcare and what future EHRs can do about it:
• We don’t support shared identities, single sign on (SSO), and industry-neutral authentication and authorization. Most health IT systems create their own custom logins and identities for its users including roles, permissions, access controls, etc. stored in an opaque part of their own proprietary database. ONC should mandate that all future EHRs use industry-neutral and well supported identity management technologies so that each system has a least the ability to share identities. Without identity sharing and exchange there can be no easy and secure application integration capabilities no matter how good the formats are. I’m continually surprised how little attention is paid to this cornerstone of application integration. There are very nice open identity exchange protocols, such as SAML, OpenID, and oAuth as well as open roles and permissions management protocols such as XACML that make identity and permission sharing possible. Free open source tools such as OpenAM, Apache Directory, OpenLDAP, Shibboleth, and many commercial vendors have drop-in tools to make it almost trivial to do identity sharing, SSO, and RBAC.

Sustainable Podcasting

A forge is just a tool, but is it the right tool?
The law of the instrument states "if all you have is a hammer, everything looks like a nail" (Maslow, 1966).
Software forges collect project artifacts and provide tools for project management. They do not build software, they do not write or test software, they do not attract users or contributors. It is the people that are important, not the forge. Without the people there would be no artefacts and thus no forges.
Forges, today, don't make it easy to discover the individuals and the communities behind the software. We typically find the project through some other means and then navigate to the forge. From there we start to examine the community using the hammer provided.
Are forges missing an opportunity here? Can we improve the way we discover the all important people and communities behind the projects?

Title: Open Source and Public Policy
Abstract: New regulations in the software industry and adjacent areas such as AI, open science, open data, and open education are on the rise around the world. Cyber Security, societal impact of AI, data and privacy are paramount issues for legislators globally. At the same time, the COVID-19 pandemic drove collaborative development to unprecedented levels and took Open Source software, open research, open content and data from mainstream to main stage, creating tension between public benefit and citizen safety and security as legislators struggle to find a balance between open collaboration and protecting citizens.
Historically, the open source software community and foundations supporting its work have not engaged in policy discussions. Moving forward, thoughtful development of these important public policies whilst not harming our complex ecosystems requires an understanding of how our ecosystem operates. Ensuring stakeholders without historic benefit of representation in those discussions becomes paramount to that end.
Please join our open discussion with open policy stakeholders working constructively on current open policy topics. Our panelists will provide a view into how oss foundations and other open domain allies are now rising to this new challenge as well as seizing the opportunity to influence positive changes to the public’s benefit.

Learning from a decade of experience of creating various IoT and Big Data solutions for various companies in Alto Adige/Südtirol, in this talk, the speaker will highlight the emerging trends & challenges in the acceptance and adoption of open source solutions in the Alto Adige/Südtirol region. Particularly, how various factors like cost, functionality, features, subscription model, support and product life-cycle impact, positively or negatively, such an adoption. At times, such factors have to be traded-off with each other, in order to convince companies and individuals to use more open-source solutions. The speaker will highlight the current and past trends and challenges in Alto Adige/Südtirol. The Apache Way
The "Apache Way" is the process by which Apache Software Foundation projects are managed. It has evolved over many years and has produced over 100 highly successful open source projects. But what is it and how does it work?
In this session Ross Gardler will describe how an Apache project is managed. He will describe how the foundation provides an technical and legal infrastructure for each project and how the Apache Way provides the governance scaffolding for individual projects. This provides the framework for Apache projects which are then free to apply the Apache Way to ensure their project succeeds.
Having attended this session you will have a better understanding of the inner workings of both the foundation and its projects. With this understanding you will be better equipped to engage with and benefit from Apache projects.
Cloud4All Introduction
While computing devices have highly customisable user interfaces,
common configuration requirements such preferred input device,
language, font, text size or colour have to be repeated on each device
used. Cloud4All is an EU project that is working to create an open
public infrastructure which defines a personal profile to be used to
configure any device. The profile is stored in the cloud and retrieved
by the user whenever they encounter a new device. This will give a
consistent experience on personal and public devices, such as cash and
ticket machines. It has additional benefits for accessibility for
those with some form of impairment such as a disability or difficult
physical location such as bright lighting. The project is working on
defining the profile ontology and format, creating the cloud based
infrastructure and protoyping applications that respond to
profile-based configuration settings. Eventually developer tools will
be created to provide easy access.
OpenDirective are part of the Cloud4all project consortium and their
contribution includes the development of a prototype application. This
application, Maavis, provides ultra simple access to cloud and local
media or communications and is designed for use cases that include
older people and those with dementia or other disabilities. The
application is designed to adapt to specific user and platform
needs. This talk introduce the concepts of cloud4all and the impact it
will have on both cloud connected and offline computing devices.
ATIS4All
ATIS4All and ETNA are 2 EU Thematic Networks led by Technosite and ETNA respectively that have been ‘clustered’ by the EU. Together they aim to establish a reference community portal, “ATIS4all collaborative portal”, offering reliable information on ICT ATs, and R&D initiatives. The Portal will allow users to search for information on specific ICT-base AT products, open source projects or services and share their opinion
and experience. User profiles personalise the information making it more useful to the different portal users. ATIS4all will provide the community portal and ETNA a search engine to locate information from diverse national databases.
The 2 broad categories of ‘user’ and ‘developer’ are supported via 3
sections
- Market place community: An online meeting point for users, providers and key actors interested in the field of ICT ATs, inclusive solutions and related services.
- R&D community: An online meeting point for portal users and key actors interested in R&D and cutting edge technologies applied to them.
- Key actors section: A tool to find organizations relevant in thefield.
For the UK this will provide access to knowledge of a wider range of
AT products and projects. It will reduce duplication of work between
countries and foster sharing and collaboration. Users, service
providers and developers can hope to reduce costs and become more
efficient.

In this presentation Ross Gardler presents some highlights from the survey and illustrates some of the main trends and concerns within the Further Education sector.

We can minimize the carbon footprint but we can also have a carbon handprint, a positive impact on the climate. Quality characteristics can be added with sustainability, and then measured continuously. Test environments can be used less, and in smaller scale and on demand. Test techniques can be used in optimizing or minimizing number of tests. Test automation can be used to speed up testing.
