The document discusses open source software adoption in governments. It notes that while many governments have strategies supporting open source, these strategies are not always put into practice. It analyzes some of the reasons for this gap, such as culture, legacy systems, costs, and risks. It also discusses benefits of open source like flexibility, transparency, and building expertise. The document calls for a pragmatic approach to open source adoption based on real needs rather than ideology alone. It emphasizes that political will, procurement policies, and building relationships will be important to increasing adoption.

Cloud Computing clearly represents a significant change in how digital services are delivered, consumed, and produced. There are many examples of current services and solutions implemented with the power of Cloud technology – take for example, Google’s search, Spotify’s music or Elisa’s TV service.
The Cloud Software consortia has achieved great results and generated real business value for many companies. Some of the examples are presented in this book. In addition, we believe that the CSW partners have formed a unique innovative and collaborative ecosystem in Finland. This signals companies to venture forth into a new digital economy where they can create and capture new value in fresh ways, spark new products, services, processes
and businesses and most importantly, create new rules and opportunities for competitive advantage and breakthrough outcomes.

Open Source is now in day to day use in Governments across Europe – some with great success, but others are still using it to a degree well below its opportunity level. But why is this? Is it because of lack of understanding or trust, is it because of lack of political will or leadership, is it because it is just too difficult because of past technical decisions? Or all of these?
Are the blockers to progress technical, financial or political? Or all of these?
A new report to be published by the London School of Economics for the UK Government, and which will be previewed during the talk, examines the TCO of Open Source for Government, but also examines the wider drivers and opportunities. Maybe here are the clues on just how we can increase the momentum for its use across Government.

Many CIO's and IT decision markers remain fascinated with the Open source Philosophy. Once viewed by some within the enterprise as a low-budget option to other proprietary software’s, open-source software has evolved into a strategic asset for many CIOs and IT administrators, earning equal footing in their businesses with proprietary software. But is it the right option for your business? This article tells us that the result to this question is neither art nor science, and offers a brief introduction for decision makers looking to go down the Open Source route for their Business Intelligence Solution.

HOW TO SCALE AGILE IN OFFSHORE SOFTWARE DEVELOPMENT.pdfLaura Miller
Offshore outsourcing can deliver surprising but cozy value for enterprises—increased agility, reduce overall development cost, leverage of world-class talent pool; all are subjected to effective communication and collaboration.
Agile and outsource development are two jargons of the technology industry. No doubt outsource development gives the state of the art advantages to enterprises to get a high-end cost-effective software solution AND easy access to seasoned software professionals.
Has the time come to collaboratively develop the software the language industry needs? To be more creative than any single company by sharing ideas, effort and costs? Instead of being suspicious competitors, is the language industry ready to work together and share ideas?
Many companies in the industry express the need for tools, which
- truly support Open Standards
- can be extended, customized and integrated the way they need it
- are driven by the latest research
- are well supported
- are affordable

#OSSPARIS19 : The evolving (IoT) security landscape - Gianluca Varisco, ArduinoParis Open Source Summit
IoT is at the peak of the hype cycle - what they call the 'Peak of Inflated Expectations’. The complexity of the cybersecurity landscape is at an all-time high, with security researchers, vendors and even governments all trying to come to a consensus for making the cyber-world a safer place. In this world of lightning-fast development cycles, it may intuitively feel like security gets left behind. The battle over standards is always a struggle. The unresolved problem of software updates and short vendor support cycle combined with the lack of effort into security makes these devices an easy target. Companies not only need to update their technology stack for the evolving security landscape but also their mindset, processes and culture. This talk will shine a light on some of the challenges that today’s executives face in finding and fixing systemic problems in and outside of security through people, tools and understanding.

Search and Society: Reimagining Information Access for Radical FuturesBhaskar Mitra
The field of Information retrieval (IR) is currently undergoing a transformative shift, at least partly due to the emerging applications of generative AI to information access. In this talk, we will deliberate on the sociotechnical implications of generative AI for information access. We will argue that there is both a critical necessity and an exciting opportunity for the IR community to re-center our research agendas on societal needs while dismantling the artificial separation between the work on fairness, accountability, transparency, and ethics in IR and the rest of IR research. Instead of adopting a reactionary strategy of trying to mitigate potential social harms from emerging technologies, the community should aim to proactively set the research agenda for the kinds of systems we should build inspired by diverse explicitly stated sociotechnical imaginaries. The sociotechnical imaginaries that underpin the design and development of information access technologies needs to be explicitly articulated, and we need to develop theories of change in context of these diverse perspectives. Our guiding future imaginaries must be informed by other academic fields, such as democratic theory and critical theory, and should be co-developed with social science scholars, legal scholars, civil rights and social justice activists, and artists, among others.

"Impact of front-end architecture on development cost", Viktor TurskyiFwdays
I have heard many times that architecture is not important for the front-end. Also, many times I have seen how developers implement features on the front-end just following the standard rules for a framework and think that this is enough to successfully launch the project, and then the project fails. How to prevent this and what approach to choose? I have launched dozens of complex projects and during the talk we will analyze which approaches have worked for me and which have not.

48. Software Life Cycle Software Specific: Search Cost of up-front evaluation study Cost of up-front proof of concept implementation Acquisition Cost of Software Cost of Customisation for business needs Cost of Integration (to current platform) Integration Cost of Migration (data and users) Cost of Training Cost of Process and Best Practice change Use Cost of Support services - in house Cost of Support services - contracted Cost of Maintenance and Upgrades Software scaling (for change in user or transaction volumes) Retire Exit costs (in relation to hardware and software) Exit costs (in relation to changeover, re-training)
54. Reliability, transparency and greater security of code – many countries are using OSS to create, and hold details of their national ID cards
55. Building of in-house expertise and skills – making you less reliant on external support
56. Allows pooling of resources, expertise and code for reuse, customization, and change
57. Organizational Benefits Organization Specific: Strategic lever Open source software has been used as a cheaper option to help stimulate competition. Dependence Open source helps prevent against upgrade lock-in by a particular vendor. Empowerment Open source software encourages empowerment and the ability to change software as needed through access to the source code and reliance on open standards. Innovation driver Open source can inspire and drive innovation because it is accessible to view and change – but at the same time, it creates an atmosphere conducive to making mistakes and learning from them.
58. Benefits through Creation of an Ecosystem Software Eco-System Specific: Platform co-creation Open source software can be pooled, shared and built upon to create a platform which encourages reuse and co-creation. Collaborative competition The adoption of open source software helps to nurture the local IT industry by levelling the playing field, and encourage collaborative competition. Building in-house expertise Open source software can help to empower the organisation and help develop in-house expertise through access to a knowledgeable community, source code, and an environment which implies sharing and reciprocity. Principle of mutuality The use, adoption and development of open source software can create experts which can then be used as a shared resource across local authorities and central government.
59. What is holding your organisation back from using open source? OS related issues Understanding Licences and license compliance Availability of specific apps Some OSS is very immature, inferior user interfaces Sometimes proprietary alternatives are simply better Feature completeness [Lack of a] community backing the open source project Product related issues Poor coverage in ERP arena ; Lack of availability of open source software for our industry Incomplete implementations; Not working correctly Very complex code bases (and communities)
60. What is holding your organisation back from using open source? Organisation related issues Unclear Procurement policy Value for money Misinformation among upper level management; Lack of knowledge of key technical decision makers; Time availability Support issues Lack of in-house support; lack of in-house knowledge; Understanding by staff; Poor support of open standards by our business partners; Support worries; Requirements for external support contracts Environment issues Desire to have specific software; SAP Legacy Compatibility with Microsoft proprietary file formats Perceived Lack of acceptance of OSS for Public sector solutions Proprietary standards used by environment (govt & clients)
61.
62. Open source is not just or only or always about ‘cheap’. But it can bring a number of distinct and enduring benefits when contrasted to strategies based around proprietary software
63. Migrating to open source is more likely to be successful if it is done when there is a real and present need for change, rather than simply on the basis of finding open source attractive on infrastructure cost arguments
64. Adoption and development of open source can support the sharing of both expertise and expense between government bodies, for example among local authorities forming a flexible route to collaboration
127. Intellectual property officially registered in 2011; Submitted to the Public Software Portal of Brazil in 2011, to be released to other Brazilian institutions.
128.
129. One of the answers can be rewarding creativity that is vital to promote innovation;
130. In our contemporary economy, we need systems of intellectual property that values innovation and stimulates openness ;
131.
132.
133. The ones who offer the solutions must belong to the Portal;
134. The more we know about the needs of those who want to use PS the better ( who demands it);
135.
136.
137. This justifies cooperation initiatives in the sense of sharing knowledge, technology and publicizing public software;
