The Dublin Declaration document outlines 11 proposed actions to develop widespread innovation literacy in Europe and establish Open Innovation 2.0 as the next official language of the European Union. The actions include developing a new business model for the EU focused on wealth, welfare and wellbeing; designing for a new sustainable intelligent living end state; creating an EU innovation strategy; moving from a research to innovation ecosystem; establishing a European innovation system; promoting quadruple helix innovation; focusing on innovation adoption; incentivizing openness and experimentation; stimulating high expectation entrepreneurship; driving intersectional innovation; and promoting successful innovators as heroes.
