Abstract
"The impact of electronic resources and the changes in information provision have had a significant impact on the design of library spaces in the 21st century. Contrary to some doom-laden predictions, however, the demise of the physical library has not come about and libraries have embraced technology rather than been ousted by it. Indeed the relationship between electronic resources, print material, library users and architecture has sparked off a new interest in library design. The need to create attractive and welcoming spaces for the digital library, spaces that are conducive to learning, and staff workspaces that are fit for purpose is a major challenge for any of us looking at library spaces – large or small. Needs of users have now become paramount and there has been a clear move away from designing library spaces to house collections to ones that foster creating connections between users and resources, users and each other, and users and library staff. This talk will look at recent trends in the design of libraries and library spaces and the impact on design of technological advances, the shifting balance between print and electronic collections, and social and pedagogical change.
A further focus of the talk will be on post-occupancy evaluation. As library staff become less concerned about metrics for shelving stock and concentrate more on how spaces are used and user reaction to new spaces, it becomes increasingly important to identify what works and what doesn’t. A key element in establishing which aspects of design have been successful and which less so is post-occupancy evaluation (POE). This talk will touch on recent work being carried out on POE by such bodies as IFLA and LIBER and how information generated from evaluation exercises can be used to solve problems, help decision-making and feed back into future planning programmes.

Biography
Karen Latimer started her career by working as a library building consultant on an extension and renovation project at the University of Houston, where she also worked with a community group on the design for their new public library. For much of her career she was the subject librarian for architecture and planning at Queen’s University, Belfast and is now the Medical & AFBI Librarian there. She chairs the UK Designing Libraries Advisory Board, is the UK representative on the LIBER Architecture Group and is past Chair of the Standing Committee of the IFLA Library Buildings & Equipment Section. Karen is a Fellow of the Chartered Institute of Library and Information Professionals (CILIP), and has published and presented papers on a range of library topics. She is also an honorary member of the Royal Society of Ulster Architects and was awarded an OBE in 2007 for services to architectural heritage in Northern Ireland.

It aims to provide a sustainable path to open access for humanities and social sciences monographs. The consortium shares the fixed costs of publishing digital editions among member libraries. This lowers the risk for both libraries and publishers. Initially, Knowledge Unlatched will select a modest collection of 30-50 titles from publisher submissions for its first unlatching package in 2013-2014. It will then scale up by repeating the process with additional subject collections, titles, and publishers over time. The goal is to spread publishing costs across institutions to make open access a reality for scholarly books in a minimally disruptive way.

Open Access Publishing
Brian Hole, founder and CEO of Ubiquity Press, gave a presentation on open access publishing at EIFL workshops in Palestine in December 2015. He discussed the basics of open access, including its importance for validating and disseminating research as well as allowing further development. Hole also addressed common concerns around open access, such as article processing charges, and alternative models that do not involve fees. He highlighted opportunities for training, conferences, and international collaborations that could benefit students and researchers.
Disrupting Academic Publishing
Brian Hole, founder and CEO of Ubiquity Press, discusses disrupting academic publishing through open access publishing. He outlines issues with the current system such as a lack of transparency. Ubiquity Press provides gold open access publishing with article processing charges of £300 while maintaining rigorous peer review and research integrity standards. Scholarly communication
Scholarly communication refers to the process by which academics produce and share knowledge. It began with scholars meeting to discuss ideas and corresponding through letters. As numbers grew, scholarly journals emerged in 1665 to facilitate the dissemination of research. Throughout the 18th-19th centuries, journals specialized and prioritized scientific findings. Major growth occurred post-WWII. Now, issues include author rights, visibility, and new publishing models like open access, which makes research publicly available online for free. Open access aims to address the "journal crisis" of rising costs limiting access. It benefits knowledge sharing and increased citations, though some debate potential disadvantages like loss of prestige or increased plagiarism risk.
AAUP 2009: Directions for OA (E. Ferwerda)

OAPEN aims to develop an open access publication model for peer-reviewed academic books in the humanities and social sciences. It involves 7 university presses and 2 universities across 6 European countries. Funding agencies would pay the costs of publishing the open access editions. The project has produced guidelines and tools to help implement this open access monograph model.

KU Select 2016 is KU’s third collection of specialist scholarly books in the Humanities and Social Sciences which it hopes to make available on an Open Access basis. As KU moves out of its Pilot phase, it has expanded its offering to 343 titles: 147 front list (to be published between Nov 2016-April 2017) and 196 backlist (published between 2005-2015) books.
The webinar will share information about the collection of 14 packages, giving details on how to pledge, and about how KU’s innovative open access model is attracting publishers and libraries alike. There will also be a Q&A session.

The rise of new university presses and academic-led publishing
The document summarizes the results of a study on new university presses (NUPs) and academic-led presses (ALPs) in the UK. It finds that 19 NUPs currently exist in the UK, with 12 more universities considering starting a press. Motivations for starting presses include supporting open access publishing and early career researchers. Formats published include journals, monographs, and other works. The document also interviews representatives from 14 existing ALPs. ALPs are typically motivated by a desire to disseminate scholarship and provide an alternative to commercial publishers. New university presses have emerged to address challenges in scholarly publishing. They focus on open access, have low publication fees, and are often library-driven. Their motivations include increasing visibility, supporting local authors, and reacting to high fees from large publishers. However, they face challenges in resourcing, technology, and demonstrating impact. Despite this, the number of new university presses in the UK has grown significantly in recent years, innovating in areas like publishing non-traditional outputs.

Openness: A sociological, psychological, legal and technological movement.
Open scholars are transparent by making their intellectual work digitally visible and inviting criticism and feedback. They create by maximizing social learning and connectivist pedagogies. They use and contribute open educational resources to save time. They openly apply their research, do open research by making lab notebooks public, filter and share information with others, support open learning alternatives, publish in open access journals which have increased citations, comment openly on others' works, assign open textbooks, induce open students who become co-creators and gain experience, teach open courses, build networks, and are agents of change who help cross-pollination and growth of learning networks.

Open Access: The Book Challenge
Open Access books are being funded through various experiments including combining open access editions with print/e-book sales, institutional support from organizations like the World Bank and Amherst College, and research funding bodies in countries like the Netherlands, Austria, UK, Germany. Publishers are also implementing author-side publication fees for open access books, and other funding methods include general crowd-funding campaigns and having library consortiums fund books. Additionally, some libraries are collaborating with publishers on open access publishing and engaging in their own library publishing initiatives.
Open Access: The Book Challenge
This document discusses challenges facing monograph publishing and collecting in libraries. It notes that the market for monographs is shrinking as library budgets have not kept pace with growing information outputs. Individual monographs are discretionary purchases, so sales are declining and prices are increasing. It explores alternatives to the traditional "just in case" model of collecting all monographs, such as "just in time" access and collective ownership through shared storage facilities. Potential solutions discussed include new publishing models that reduce costs and risks, and increasing open access to disseminate research more widely. A national monograph strategy is being developed in the UK to address these issues through a shared infrastructure and new applications and business models.
Open Access: The Book Challenge
Spending on print monographs at the University of Manchester library has fallen 37% from 2009-2013, while spending on individual eBooks has increased 148% and eBook subscriptions have increased 39%. The ratio of the average cost of an eBook to a print book has also increased during this period. While subscription eBook packages provide access to more titles at a lower individual cost, they can include unused titles and move towards the expensive "big deal" model of journal packages. The library is considering alternative models of hosting open access publishing and reducing costs of eTextbooks and research eBooks to increase access and lower barriers.
