This document presents a proposal for an ontology-oriented inference-based learning content management system (oilcms) designed to improve e-learning systems by utilizing semantic web technologies. The system leverages ontologies to enhance information retrieval, content organization, and the creation of user-specific courses while addressing common pitfalls of traditional LCMS, such as poor interoperability and lack of personalization. The paper details the conceptual framework, architecture, and tools employed in the development of the oilcms, illustrating its capabilities in standardizing and enriching e-learning content.
