This document summarizes the media landscape in Croatia in the early to mid 1990s. It describes the transition from the communist era media model that supported the state to a nationalist agenda under President Tudjman. New media like the Internet emerged but were also aligned with the government through state-controlled networks. In contrast to restrictions on traditional media, new media faced little censorship due to its decentralized nature and lack of national debate. The authorities were not technically incapable of censoring new media but found little need as it did not foster discussion that challenged their rule.
This is lecture 5 of a course on social media at the University of Winchester. This covers a brief overand history of blogs, microbloggs and Twitter, the public sphere and some of the research on # hastags and the consequences of using twitter.

CHAPTER 8: THE MEDIA
Does the media impact our public opinion / impact how we think about events?
· Picture Hurricane Katrina happening and everything only being on the radio.
· Picture 9/11 happening and only being on the radio.
People, Government and Communications
· There are TWO types of media to think about when you think about media – print media and broadcast media.
· Print Media – media in print – newspapers and magazines.
· Broadcast Media – electronic media – sound and images – radio and television and the internet. This is not just the news, news shows, televising presidential debates – think also about movies that make political statements. Examples of singers that sing about political ideas (Eminem, Natalie Maines speaking out against President Bush at a concert for military action in Iraq).
· Does the media play a role in communications from the government?
· Examples? Presidential election debates, press conference from President Obama, weekly radio address.
· Does the media shape your political views?
· Think about the type of government we live in and how the media effects us versus if you lived in a communist country media flows more freely in “one direction” – the government feeding information to its citizens versus the public responding to public opinion.
The Development of the Mass Media in the United States
Newspapers
· There is a big difference in the way newspapers were in 1775 in the colonies and newspapers today.
· In 1775 there were about 37 weekly newspapers that were read by the people that have land and money – newspapers were not independent but politically affiliated and published by parties to advance ideas of the party.
· In the 1830s newspapers started to be published daily and started private ownership.
· Daily papers by circulation as of January 2015 – print and electronic circulation:
· Wall Street Journal – 2.3 million every day
· USA Today – 3.2 million every day
· New York Times – 1.8 million every day
· Dallas Morning News – 400,000 every day
Magazines
· When you think about magazines think daily or monthly – less frequency.
· This is more specialized than newspapers – more analytical – they have more time to examine and do research on something than a daily newspaper does.
· Usually more specialized – not just an overview of all news – but some specific topic – from a magazine catering to Democrats to one on celebrities.
· Weekly magazines and their weekly circulation:
· Time – 3.3 million copies.
· National Enquirer – 1 million (at its height 6 million)
· People – 3.75 million – 46.4 million people are in their readership – when Brad Pitt and Angelina Jolie had their baby Shiloh – People paid $4.1 million to them for the first photos and there were 26.5 MILLION page views on their internet page – the single largest daily internet traffic ever. Democracy Reporting International (DRI) operates on the conviction that democratic,
participatory governance is a human right and governments should be accountable to
their citizens. DRI supports democratic governance around the world with a focus on
institutions of democracy, such as constitutions, elections, parliaments and rules of
democracy grounded in international law. Through careful assessments based on field
research with partners, DRI convenes diverse stakeholders to promote policies that
strengthen democratic institutions. A non-profit company, DRI is based in Berlin and has
offices in Tunisia, Lebanon, Ukraine, Pakistan, Sri Lanka and Myanmar.
Michael Meyer-Resende is a lawyer with twenty years of experience in political
transitions and democratisation. Works in Europe, the Middle East, Africa and Asia. His
professional experience includes two years legal practice in Berlin, four years with the
Office for Democratic Institutions and Human Rights (ODIHR) of the OSCE (Warsaw),
three years with the election team of the European Commission in Brussels and
journalistic experience with the BBC. In 2006 he co-founded DRI and serves as Executive
Director since then. He publishes it regularly in newspapers like The New York Times,
The Guardian, Politico, Frankfurter Allgemeine Zeitung and think tank publications.

This paper provides an overview of the rise of civil society in Vietnam in the last five years from 2007 to 2012. It focuses on how civil society has been growing since 2011 with the crucial contribution of social media networks even though the political culture around it is communist. In addition to describing the growth of civil society, it seeks to outline the many measures that the ruling communist party has been taking to put blogosphere in Vietnam under tight control, and the ongoing online war between the party and democracy activists.
Despite the daunting control by the ruling communist party, civil society has been burgeoning and broadening its influence in Vietnam, with the Internet as its starting point.
Conference presentation on videos lectures. The paper considers the use of recording lectures and describes a case study in which lectures were recorded for a module. The mean scores and rates of attendance were compared with the same module in previous years. it was found that for the main population the assessment scores did not change,. however the scores for students whose first language was not English did improve. Attenndance was unaffected.

In a May 9, 2024 paper, Juri Opitz from the University of Zurich, along with Shira Wein and Nathan Schneider form Georgetown University, discussed the importance of linguistic expertise in natural language processing (NLP) in an era dominated by large language models (LLMs).
The authors explained that while machine translation (MT) previously relied heavily on linguists, the landscape has shifted. “Linguistics is no longer front and center in the way we build NLP systems,” they said. With the emergence of LLMs, which can generate fluent text without the need for specialized modules to handle grammar or semantic coherence, the need for linguistic expertise in NLP is being questioned.

11. Naivety? Debatable – authorities not stupid. Technical ineptitude? They could have done it, systems available. Strategic? Only responded to things that mattered. Nature of debate that was taking place in Croatia at the time and how certain aspects of that were considered threatening by the Tudjman regime.The Internet and CMC did not carry the type of discussion that seemed to bother the authorities – it was, like a lot of the internet discussion fractured in nature, numerous small groups and personal correspondence, not debate at the national level. Why?
12. This account does not fit the typical description of the power of new media. New media was not thought to have the power to induce social change it is usually thought to have. Perhaps we need to look to social rather than technological factors in understanding social change. Conclusion
