mums jau nav risku”
4. Kāpēc OiRA Latvijā?
Uzņēmumu īpatsvars, kuros nav veikts darba vides riska novērtējums, atkarībā
no nodarbināto skaita

9. Projekta vērtības
OiRA filozofija:
•
Nodrošināt bezmaksas piekļuvi datorprogrammai
•
Izveidot riska novērtēšanas metodi, kuru izstrādājuši / novērtējuši
nozares eksperti un sociālie partneri
•
Gala lietotāji produktu lieto bez maksas
•
Izveidot OiRA interesentu grupu:
− Lai dalītos rīkos (klonēšanas iespējas, tulkošana, adaptēšana
starp sektoriem, valstīm)
− Dalīties labajā praksē

“It is not necessary, because we do not have any major problems”
This is the main reason given for not carrying out a risk assessment – especially in very small enterprises
“The necessary expertise is lacking”
This is the second most important reason for not carrying out a risk assessment – especially in very small enterprises
Many establishments rely on external contractors to carry out their risk assessments
In some countries nearly all establishments outsource risk assessment whereas in others nearly all do them in-house
“A lack of technical support or guidance”
Given as a ‘major difficulty’ in dealing with health and safety by a quarter of all establishments with 10-19 employees
Here we want to underline that:
EU-OSHA develops OiRA in collaboration with support and advice from the OiRA steering committee (all the important decisions related to the project are taken in the OiRA steering committee).
We also inserted this slide to highlight the difference between the tools generator (the software/CMS that is used for developing the different tools) and the tools. The Agency took the Dutch software and adapted and improved it -> the tools generator. The OiRA tools generator has already been translated into Greek, French, Slovak, Czech, Slovenian, German, Spanish, Swedish.
The generator is now at the disposal of the EU-OSHA intermediaries (national public authorities, social partners, accident insurances, etc.). They are encouraged and supported for developing their own tools. Once the tools have been developed (like the hairdressers tool for Cyprus), they are published and small and micro sized enterprises are encouraged to use them for conducting their risk assessment. The Agency is only playing a supportive role in this, by providing promotional material, giving advice and encouraging exchange within the community.
The first OiRA tool developed is Hairdressing - Cyprus.
Further OiRA tools on development:
INRS-France on the Road Transport sector is being tested on the field (available soon)
Belgium: Generic tool
Cyprus: car repair and working in offices.
Greece: butchers
EU social partners private security sector: private security

Top – down initiative
Agency promotes the tool at EU level and puts at the disposal of the EU sectoral social partners the OiRA tool generator
EU social partners from one specific sector develop the “EU sectoral tool” (in English with references to EU legislation)
Social partners at MS level are invited to adapt the tool at national level (language, legislation)
Bottom-up initiative
Involve and mobilise the social partners/national authorities at Member State level, through the Focal Points, in the task of developing and promoting OiRA tools.
