The COE program provided training to healthcare workers on health information systems, data collection and analysis. It equipped facilities with data management tools and implementation support. Initial results found improved health information management at COE facilities, though data use for decision making was still limited. The COE model was then expanded to additional health facilities in targeted health zones.
